Job Description

Position: Accountability Assistant-TUR

Line Manager: Accountability Senior Officer

Duty location: PIN Hatay Office 

Starting date:  ASAP

  • Department Overview

Accountability department is responsible for develop all accountability rolls and mechanism through PIN strategy, for supporting the Programme Development with all aspects of designing, planning, and implementing the Accountability strategy and mechanism throughout the PIN Syria country programme – including the Core Humanitarian Standard (CHS), Code of Conduct (CoC), and Prevention of Sexual Exploitation and Abuse (PSEA).

In particular, designing and developing core processes and standard operating procedures for the feedback, and reporting; train all PIN full-time, in accountability principles and practices; and lead on coordination and liaison with programme and support unit staff to ensure successful implementation and compliance with the accountability strategy and mechanism. 

 

  • General Functions of the Role\Job:

Accountability Assistant will be responsible for conducting regular field visits of PIN’s implemented activities to ensure the operationalization of an established feedback/accountability mechanism on the field level.

Collecting feedback from beneficiaries and other stakeholders through CFRM Channels available on the field level and submitting received feedback on timely manner

Ensuring that beneficiaries and other stakeholders are aware of CFRM and available communication\ feedback channels provided by PIN

 

  • Reporting Lines:

Reporting to:  Accountability Senior officer

 

  • Principal Job Duties:

       1. Key Responsibilities:

  • Supporting Accountability Manager in performing specific tasks related to administrative Investigations in case of suspicion of aid diversion, fraud, misconduct.
  • Conducting distribution field visits, and collecting feedback from feedback boxes where PIN’s activities are being implemented.
  • Displaying CFRM banners and Feedback boxes during field visits, in addition to distribution of CFRM cards to beneficiaries and other stake holders.

Ensuring that beneficiaries and other stakeholders are sensitized during field visits about CFRM and available communication\ feedback channels provided by PIN.

  • Treat complainants with dignity, including sensitizing field staff on such principles.
  • Preparing and submitting field visits report to Accountability senior officer. Highlighting the main issues encountered throughout the visit, with observations relevant to improvement of processes, in addition to communication and implementation of CFRM.
  •  Collecting feedback of beneficiaries and other stakeholders through CFRM Channels available on field level through Kobo forms
  • Submitting feedback received through the Complaints Response Mechanism channels available on the field level on timely manner.  

 

       2. Other

  • Other tasks assigned by employee’s Line Manager corresponding to actual needs of the mission, programs, and projects.
  • Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s Line Manager.
  • Understand and adhere to the mission’s National Staff Handbook, PIN Code of Conduct, PIN Key Policies and relevant guidelines.
  • Participate in one to one performance development reviews/appraisals and contribute to the identification of own development needs.

 

  • Principal Competences Required:

1. Technical competencies:

  • Bachelor’s degree preferable
  • Experience working for a humanitarian or development organization (1-2 years);
  • Familiarity with the humanitarian context in Turkey;
  • Previous experience with Monitoring and Evaluation and Accountability Mechanisms is an asset but not a requirement.
  • An excellent command of Turkish (Native), English or Arabic is a must
  • Good command on MS Office, Knowledge on other applications such as Kobo is desirable.

2. Skills competencies such as behavioural, interpersonal and personal skills:

  • Good communication skills
  • Have high integrity and demonstrated ability to follow standards and policies
  • Ability to handle all types of calls/problems in a non-judgmental manner
  • Stress management and ability to meet deadlines
  • Analytical and problem-solving skills are an asset.
