General Post Description

The Livelihoods Programme Officer based in Gaziantep is responsible for supporting the day-to-day coordination and execution of PIN’s programmatic activities in Syria. The incumbent will support the implementation of PIN’s Livelihoods and Early Recovery portfolio in Northwest Syria (NWS), all in compliance with PIN and the donor’s procedures, as well as contribute to quality and strategical improvement of the portfolio in current and future programming.

 

Functional and hierarchical reporting lines

This position reports to the Livelihoods Programme Manager in Gaziantep. He/she is daily interacting and leading the NWS field teams in activities implementation. He/she supports coordination and effective communication with relevant support departments (mainly Logistic and MEAL).

 

Principal responsibilities and tasks:

Programme Implementation

  • Assist the Livelihoods Programme Manager on the day-to-day planning, management and execution of the Livelihoods and Early Recovery activities in Syria, including tracking of implementation progress against the targets and providing course corrections where needed
  • Provides inputs for reporting (donor/cluster/internal) as per instructions of Line Manager (LM)
  • Maintains rigorous track of financial spending, provides inputs for financial reports, drawings, forecasts, money requests
  • Support relevant MEAL activities (inputs for verification tools, checklists, assessments, updates beneficiary databases and similar.)
  • Provides quality inputs for audits and other external requirements (e.g. third party monitoring, notifications to authorities)
  • Responsible for planning and preparation of relevant documentation for procurement and purchases in coordination with relevant colleagues, ensuring technical quality and relevancy of the goods, and alignment of planned spending with the available budget
  • Responsible for programme-level data management and coordination of quality and aligned inputs from field teams in data / reports; ensures updates and archiving of relevant databases, tools.
  • Participates on relevant HR procedures as appointed by LM (interviews, written tests preparation)
  • Coordinates with support departments in preparation of plans and specific tasks needed for smooth project implementation, prepares quality inputs for procurement team, tracks progress of programme related purchases, addresses arisen issues
  • Ensure quality control on key documentation such as contracts, MoU, distribution lists, payment sheets
  • Ensures systematic and comprehensive archiving of relevant programme documents in line with existing guidelines
  • Attend relevant meetings as assigned by the LM
  • Contributes to continuous qualitative improvement of livelihoods and early recovery programming in NWS, suggests improved and innovative practices, programming modalities and approaches, in coordination with relevant PIN technical advisors and the Livelihoods Program Manager
  • Provides technical guidance and oversight of the project’s implementation, including providing timely corrections, improvements and solutions, where needed

 

Coordination with NWS Team

  • Prepare regular and updated work plans for the NWS team, tracks and supports fulfillment of the plans
  • Responsible for maintaining regular communication with the field team for daily updates, provides technical guidance and capacity building to implementing team to ensure quality and timely activities implementation
  • Flags and reports any issues, delays, challenges to LM, provides active solutions
  • Provides regular updates between the teams, keeps track of field developments, maintains programme memory and tracking of key programmatic issues
  • Where needed, provide capacity support to field team on programmatic implementation
  • Ensure field documentation transfer to Gaziantep offices well as archiving of programme documentation on internal platforms is conducted regularly and according to standards
  • Provide support to team in coordination with relevant support departments
  • Support the teams across field offices in providing coordinated and quality inputs (databases, reporting, archiving, planning documents, tracking sheets, planning tables etc.)
  • Ensuring accuracy of project updates and data provided

 

Other

  • Other tasks assigned by the employee’s LM corresponding to the needs of the programme
  • Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s LM
  • Understand and adhere to the PIN’s National Staff Handbook, PIN Code of Conduct and Key Policies and relevant guidelines

 

REQUIRED SKILLS

  • Familiarity with programme cycle management and humanitarian/emergency programming
  • Ability to work independently, and produce quality work consistently
  • Excellent IT skills - Microsoft Office applications (Outlook, Word, Excel), and familiar and comfortable working with data platforms and applications
  • Confident, self-driven and a team player
  • Good communication, organization and interpersonal skills with the ability to easily establish and maintain key relationships with relevant units and stakeholders

 

QUALIFICATIONS

  • At minimum bachelor degree in a relevant field (humanitarian/development studies, management for non-profit, business administration, migration studies, social/humanitarian work and similar)
  • A minimum of two years of progressive experience working in a similar programmatic role for non-governmental organizations, preferably within the Livelihoods/Early Recovery Sector
  • Arabic language (mandatory) and English language (high proficiency)
