General Functions:  

IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing technical expertise to governments, migrants and host communities through a wide range of sustainable solutions contributing to end forced migration and/or improve displacement conditions. IOM also has a leading role in the Camp Coordination and Camp Management (CCCM) Cluster, participates in coordinated humanitarian responses, and engages in inter-agency collaboration to meet the needs of affected-persons and contribute to their protection.

 

As a member of the UN Humanitarian Country Team in Syria and all concerned neighbouring countries (Jordan, Lebanon, Iraq, and Turkey), the IOM Director General has activated the L3 Emergency SOPs to enhance organizational humanitarian assistance and priorities related to IDPs, refugees and returnees, and is actively participating in the emergency response within this rapidly changing humanitarian context. Security Council Resolution 2449 will supersede earlier adopted SCR 2191 and 2165, allowing UN and its partners to provide cross border assistance from Turkey to Northern Syria in 2019.

 

Per HNAP Demographic Survey (July 2018), over 6 million individuals (31% of Syria’s total population) are internally displaced persons (IDPs). Approximately 32% of Syrian IDPs are currently residing in Aleppo (18% of total IDP population) and Idleb governorate (14% of total IDP population). The first half of 2018 was marked by significant military operations by the Government of Syria, and changes in control of large parts of Syria, which resulted in displacements from previously besieged enclaves and opposition-held areas (such as Eastern Ghouta, Northern Homs, Dara’a, and Q’neitra) to the remaining de-escalation zone in Northwest Syria. These additional IDPs put strain on already overstretched IDP hosting capacity in these areas.

 

Under the overall supervision of the Senior Programme Coordinator and the direct supervision of the Programme Officer (NFI/Operations), the incumbent will support the overall implementation of the cross-border operations/SNFI.  

 

Major Duties and Responsibilities:

  1. Support the Emergency Operations Officer in the implementation of the IOM SNFI programme activities and the transhipment operations with particular focus on operations data management including consolidation of planning, implementation and reporting information, beneficiary data verification, collection of distribution list and counterchecking with the commodity tracking system (CTS), data cleaning and submission to information management unit (IMU) for the overall IOM Turkey data base and Whole of Syria Information Gateway (WinG)
  2. Support the Emergency Operations Officer and the IP focal person in coordinating with the implementing partners to ensure operational responsibilities related to the beneficiary selection processes are carried out properly. This requires improving, maintaining and updating the emergency response data collection, beneficiary selection criteria and verification tools to ensure that emergency response items are targeting the most vulnerable families and individuals.
  3. Support in the tracking and updating of the transhipment data including the cross - border schedules, truck requirements, items/commodities to be delivered as well as monitor the status and availability of stocks in the implementing partners’ warehouses inside Syria.
  4. Provide regular and necessary data input based on the collected information for the project updates, donor reports, regular situation report, institutional questionnaire, info sheet and other materials
  5. Support in the development of dash boards, maps of area of operations, project updates and accomplishments visualization, processes flow for the SOPs and other reference documents and other visibility materials 
  6. Coordinate with implementing partners’ data management focal persons to follow up on the general documents required according to IOM – Implementing Partners’ agreement  including weekly distribution reports, beneficiary list, narrative reports, photo documentations, human interest stories, etc
  7. Provide technical guidance and training/coaching session the implementing partners data management staff to ensure that IOM beneficiary data collection, beneficiary selection and verification tools are properly utilized filled in and submitted according to IOM requirements
  8. Act as focal person of the IOM emergency operations unit in coordinating with information management units, monitoring and evaluation and the implementing partners on the overall beneficiary data management for consolidation and submission for the different IOM documentations (ex. Summary of beneficiary list requirement for the payments of Implementing Partners’ distribution cost) 
  9. Provide regular updates and consolidate available data sets to support the drafting of situationaire and needs overview, background information, IOM achievements and capacities and other information to improve IOM NFI programming, drafting of project proposals and other data support required for project development and resource mobilization
  10. Support in the implementation of data protection policy by the Operations and NFI team as well as the implementing partners during the data collection, consolidation and submission procedures and support the popularization among the IPs data management team
  11. Assist in monitoring the status distribution activities against the distribution plan and provide analysis on distribution trends, accomplishments, gaps to improve planning and overall SNFI response
  12. When necessary support the capacity of the border transhipment team by travelling to the Logistics Hubs at the UN designated borders, oversee and  monitor the transhipment and  coordinate with Custom authorities and UN Monitoring Mission to facilitate  proper, accurate, timely delivery and handover of items to the selected implementing partners operating inside Syria.
  13. Comply with the IOM Standards of Conduct and the IOM Confidentiality Agreement and maintain a professional appearance and migrant-friendly demeanour at all times.
  14. Maintain positive working relationships within the IOM team, UN Officials implementing partners and other entities involve in the Cross border response
  15. Ensure confidentiality of data correspondence and operations and abide with UNDSS rules and procedures
  16. Perform other such related duties as may be required.

 

 Required Qualifications:

Education:

  • University degree in Development Studies, Sociology, Political Science, Public Administration, Management, Information Management or a related field from an accredited academic institution with at least four years of relevant professional experience;
  • Completed High School degree from an accredited academic institution with six years of relevant professional experience

Experience:

  • Experience working with humanitarian response with particularly background in data collection, analysis, presentation that support the project implementation
  • Proven experience in managing data, providing analysis and drafting and preparing clear and concise correspondences;
  • Experience in liaising with national, regional and international institutions including UN agencies;
  • Experience with external engagement (donors and UN Humanitarian Clusters), including communicating and report writing in English.
  • Experience working with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting.
  • Experience leading or supporting capacity building of team staff, sub implementing partners, etc.
  • Experience working in an international organization an advantage;
  • High level of computer literacy, particularly in Microsoft programs such as Excel, Word, data collection and analysis program, etc.

 

Languages:

  • Fluency in Arabic and English is required.
  • Working knowledge of Turkish is advantageous.
