Job Description

Position Title: Livelihoods Project Manager

Duty Location: Gaziantep Office with frequent visits/travels to project areas/villages of Hatay.

Contract Duration : 12 months with possible extension

Reporting to:  Programs Director, Gaziantep

ABOUT PEOPLE IN NEED - PIN

PIN is a non-profit, non-governmental organization that was established in 1992 in Czech Republic. Within the 30 years of existence, People in Need has implemented relief and development aid programs in more than 40 countries.

The recent earthquake disaster in southwest Turkey hit hard the agriculture sector among others and caused discomfort in lives of agriculture producers, especially small-scale farmers who lack the means and capacity to recover what has been lost in the earthquake. As part of the response to the earthquake, PIN’s Livelihood support program aims at supporting earthquake effected small-scale farmers in rural areas of Hatay to recover their production through provision of cash for agricultural inputs and mechanization, revitalization of farming infrastructure, provision of agriculture cash grants and backstopping advisory and mentoring.

General Description of Vacancy

The Livelihoods Project Manager will be responsible for implementation of livelihood activities in Türkiye in full compliance with PIN and donor’s procedures. With supervision from the Program Director, he/she will lead and coordinate the project team based in Gaziantep and Hatay (Antakya) ensuring timely and quality implementation of project activities as well as will stand an active role in program development and quality improvements, including technical inputs into new proposals development and overall strategy for Türkiye programming. The incumbent represents PIN livelihood projects towards external actors (sector groups, donors, working groups, partners).

Functional and hierarchical reporting lines

This position reports to the Programs Director and closely cooperates with all project team members, MEAL, Finance, Logistics & Operations managers as well as Accountability and HR departments. Line manages all members of the project team in most cases based in Antakya.

 

Principal responsibilities and tasks:

Program Implementation and Management

  • Design and plan the execution of livelihood and agriculture activities in Türkiye
  • Lead the project planning, budgeting, implementation and monitoring of progress in line with donor and PIN requirements
  • Support development of strategies for overall sustainable livelihoods and agriculture development
  • Oversee the implementation of activities as describe in the project proposal
  • Tracking of spending, forecasting, cashflow; budget holder for project activities
  • Ensuring all needed protocols and approval letters are obtained and coordinates with the local authorities as needed  
  • Oversee quality standards and adherence to SOPs and guidelines (donor and internal), programming-related risk management
  • Providing direct supervision of the project team in Gaziantep and in Antakya with good overview of the activities progress, ensuring support and providing solutions to arisen issues, challenges.

 

Reporting, Program Development and Representation

  • Representing PIN livelihoods activities in relevant sector and working groups, towards donors and partners, governmental officials
  • Representation of PIN at forums and conferences when needed
  • Ensures compliance with mission strategy, program strategy and project proposals/commitments to donors
  • Assists in effective monitoring and evaluation of the livelihoods activities, measuring results and impact, and timely readjustments as required
  • Responsible for donor reporting of the project activities
  • Providing technical inputs into new project proposals, concept notes, position papers, capacity statements, needs assessments and similar
  • Ensuring CFRM feedback is responded to and considered for program development
  • Ensuring timely and quality inputs for all the needed reports in line with requirements (internal, donor, to governmental authorities), consolidation and final sign-off of reports before external sharing, ensuring alignment of narrative, data and MEAL reports and other key documentation (MOUs, protocols etc.) ensuring needed inputs for audits, evaluations are provided by the team

 

Other

  • Other tasks assigned by the employee’s LM corresponding to the needs of the program
  • Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s LM
  • Understand and adhere to the PIN’s National Staff Handbook, PIN Code of Conduct and Key Policies and relevant guidelines.

 

REQUIRED SKILLS

  • Familiarity with the humanitarian context affecting Turkish population;
  • Applicants should be (Turkish Citizens).
  • Ability to work independently, and produce quality work consistently
  • Excellent IT skills - Microsoft Office applications, especially Excel (Outlook, Word, Excel)
  • Confident, self-driven and a team player
  • Planning and organizing
  • Client-oriented
  • Strong communication, organization and interpersonal skills with the ability to easily establish and maintain key relationships with project stakeholders and relevant units
  • Cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.

 

QUALIFICATIONS

  • Bachelor Degree in Management, Economics, Agriculture, Natural Resources Management, Social Sciences, or related field
  • Minimum 2 years of practical experience in Livelihoods or Agriculture sector in humanitarian sector on similar position
  • At least five years’ experience in NGO setting
  • Fluency in Turkish and English language
  • Project Management certifications are desirable (PRINCE2, PMP, PMD Pro)
