 Greening strategy:

Acted’s greening strategy aims to tackle environmental degradation and climate change while meeting the needs of the most vulnerable who are often those most affected by the deepening environmental crisis. Acted PSEAH Policy:

The 3Zero House Coordinator has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). 3Zero House Coordinator has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to Acted’s procedures. 3Zero House Coordinator carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers. 

 

Job Purpose

 

ACTED is an international NGO with a 27-year history of going the last mile to support the most vulnerable worldwide, implementing emergency, rehabilitation and development projects in 43 of the world’s most vulnerable countries affected by conflicts, disasters or socio-economic hardship. ACTED’s vision is a 3Zero world: Zero Exclusion… because nobody should be left behind; Zero Carbon… because we only have one planet; Zero Poverty… because poverty should not hold back potential.

Aligned with our 3Zero Vision, ACTED launched the development of our 3Zero House Flagship Initiative. The 3Zero House is a physical or digital collaborative space, grounded in the local eco-systems, that will serve to multiply and accelerate partnerships, innovations, and solutions in a country by local actors. The 3Zero House serves as a unique hub that connects and empowers diverse actors from every sector - local social enterprises, civil society organizations (CSOs), and other agents of change - empowering them to innovate, to fuel the ecological transition and the digital transformation towards a Zero Exclusion, Zero Carbon, and Zero Poverty world.

The 3Zero House Coordinator is responsible to develop and promote the 3Zero House (3ZH) and related activities in Türkiye aligned with ACTED’s global 3Zero vision and ACTED’s overall 3Zero Program strategy. The 3Zero House Coordinator leads the development and roll out of the local 3ZH concept from inception to implementation including identification and relationship maintenance of partners, local/government authorities, global partners, and all other relevant stakeholders; development of strategic direction and fundraising opportunities including donor and private sector presentations for the 3ZH in collaboration with the country Programme Development team; development of a sustainable business case for the local 3Zero house; oversight of daily operations for the 3Zero House; and to support local and global advocacy and communication efforts related to the 3Zero House initiative including the development of communication materials in collaboration with HQ 3Zero Communication and Mobilization Department. The 3ZH Coordinator will serve as an ambassador and promoter of ACTED’s 3Zero Vision in Türkiye and coordinate between the 3ZH operations, and ACTED’s other programmatic operations in country. The 3ZH Coordinator reports to the Deputy Country Director and has technical reporting lines to the ACTED HQ Technical Director for Flagship Initiatives.   

To support Acted's response efforts to the tremendous impact of the February 2023 earthquake on the local economy in Türkiye, ACTED seeks a 3Zero House Project Coordinator for its operations in Hatay. ACTED Türkiye strives to establish a 3Zero House area in Hatay that will house approximately 20 stakeholders, including small businesses, cooperatives, community-based organizations (CBOs), and local civil society organizations, as well as provide space for community initiatives. This 3Zero House area will be strategically placed near currently underserved residential areas where people either live in temporary shelters near their homes or in newly constructed settlements of containers and prefabricated houses. As a result, the recovery of the local economy will be stimulated while access to key goods and services for communities severely affected by the earthquake will be improved.

 

Objective

  1. To identify, develop, roll-out and mainstream ACTED’s 3Zero House flagship initiative
  2. To identify donors as well as relevant academia, private sector, government/administration, research, and technical actors to support the flagship initiative and secure necessary funds for implementation
  3. Follow up the day-to-day implementation of 3Zero House activities and business plan and sustainability
  4. Support the development of ACTED’s 3Zero Vision and its global initiatives 

 

Duties and Responsibilities

 

1. Positioning, Partnerships, and 3Zero House Strategic vision

a) Undertake local ecosystem mapping of relevant actors, stakeholders, potential partners, similar initiatives, gov’t stakeholders, private sector and academia

b) Develop the 3Zero House Strategic vision at country level with adapted focus, targeting and placement in the local ecosystem while ensuring alignment to the global 3Zero House concept and strategy

c) Draft strategy documents aligned with the global 3ZH vision for country level needs including concept notes and PowerPoints to outline the approach in coordination with DCD and HQ

d) Identify and develop partnership opportunities with likeminded organizations/businesses/stakeholder

e) Identify relevant academia, research and technical actors to be included as strategic partners in 3ZH and fundraising opportunities

f) Support the partnership development process (introduction meetings, identification of collaboration areas, definition of collaboration, signature of MoU, implement partnership modality)

g) Regularly review partnerships with implementing partners/stakeholders, etc and ensure that any issues or disputes are resolved in a timely manner

h) Provide support to partners in project implementation and ensure timely and qualitative implementation of projects by partners in line with ACTED and donor requirements

i) Lead review meetings with partners, with particular attention given to the relationship aspects of partnership collaboration

j) Lead business development and site management plans with participation of partners and relevant stakeholders

 

2. Fundraising

k) Support with the identification of funding mechanisms and donors relevant for the 3ZH in close collaboration with country PD teams, Grant Management Unit and/or ACTED Network Representatives as appropriate

l) Undertake donor meetings or fundraising opportunities as required for 3ZH

m) Identify 3Zero House location with government authorities, ACTED teams, partners, private businesses or other innovative solutions and develop fundraising plan and resources for any infrastructure or premise rentals needed

n) Consider in-kind contributions or cost-recovery mechanisms for business plan and fundraising initiatives

o) In close collaboration with the Grant Management Unit and Project Development Teams at country level, ensure that flagship initiatives are streamlined in relevant proposals as well as identification of local, national and international potential partners

p) When requested, represent, and speak on behalf of ACTED at key conferences, humanitarian and development coordination meetings and global forums relevant to ACTED’s flagship initiatives

 

3. Project Implementation Follow-up

3.1. Project Planning & Implementation

a) Ensure timely organization of project kick-off and close-out meetings for 3Zero House related projects and/or project components in close collaboration with relevant PM(s) where applicable

b) Ensure 3ZH project/project component implementation strategy and work plan in close collaboration with relevant PM(s) where applicable

c) Plan the various stages of project/project component implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives and project implementation through trouble shooting and eliminating blocking points in close collaboration with relevant PM(s) where applicable

d) Monitor output achievement, cash burn rates and ensure a timely completion of initiatives through review of PMFs, BFUs and IP reports, project reports and other relevant documents in close collaboration with relevant PM(s) where applicable

e) Ensure that contractual obligations are met in terms of project deliverables

f) Oversee the implementation of projects/project components ensuring that technical requirements and quality standards are considered and respected during project implementation

g) Anticipate and mitigate risks and implementation delays

h) Ensure the application of a practical field-based M&E system to monitor impact of 3ZH

 

3.2. Administrative and Operational Management of Project Implementation

i) Review the project BFU(s) to avoid under/overspending in close collaboration with relevant PM(s) where applicable

j) Ensure accurate budget forecasting and expense planning in close collaboration with relevant PM(s) where applicable

k) Ensure regular performance appraisal, capacity building and career management of 3Zero House staff (as applicable)

l) Ensure a positive working environment and good team dynamics within the 3Zero House both between ACTED and all partner organizations

m) Ensure 3Zero House project records and documents (cooperation agreements, event participant lists,  etc. are tracked, compiled and filed according to ACTED procedures

n) Undertake daily management of the established 3ZH site; maintain contracts and agreements with site participants

o) Maintain coordination and liaison with local authorities, including governorates and municipalities to perform and develop activities of the site

 

4. Mainstream 3Zero House and 3Zero Vision across ACTED country programming

a) Review ongoing ACTED projects and initiatives and identify areas of synergies or collaborations with existing projects for integration into the 3Zero House and 3Zero Vision

b) Help program teams adapt and integrate existing project activities to leverage opportunities and partnerships from the 3Zero House to have a holistic approach of project activities

c) Ensure country teams are aware of and understand the 3Zero House approach – lead presentations, workshops and discussions to support awareness as needed

 

5. Other

a) Undertake any other tasks as requested by the DCD or Technical Director Flagship Initiatives

 

Key Performance Indicators

  • Number of 3ZH partnerships developed
  • Number of donor visits/meetings carried out in relation to 3ZH
  • % of funding secured for small business and the start-up, and implementation of the 3ZH

 

Qualıfıcatıons and Requırements

 

  • Bachelor’s degree in business and administration, economics, finances, marketing, education, development cooperation, or any related field
  • 3 – 4 years of experience in livelihoods interventions, business plan development, business management training, and/or mentoring for businesses, specifically for small businesses, cooperatives, and/or local NGOs
  • 3 years of experience in partnership development and management, organizational capacity building. Desirable: experience in working with local Civil Society Organisations (CSO) / Community Based Organisation (CBO), in CSO/CBO outreach, empowerment and capacity-building
  • At least 3 year of supervision experience
  • At least 3 years of experience with NGOs
  • Ability to work independent and initiate community initiatives with minimum of guidance.
  • Experienced in multi-stakeholder communication and coordination.
  • Desirable: knowledge of programme management and of humanitarian principles
  • Fluent in Turkish Advanced written and spoken English skills, knowledge of Arabic is an advantage. Strong coordination and organizational skills, including assessing priorities, strategic planning, meeting deadlines and attention to detail and quality.
  • He/ She should have Turkish citizenship.
