Purpose of the position and scope
Program Officer position encompasses serving as a pivotal figure in the acquisition, analysis, and production of program design, development and project reports, fostering an integral role in the success of the program. This involves gathering insights from various sources, including field teams and program personnel, to construct essential project reports and communication materials.
Additionally, the role entails overseeing or designing a range of written materials, such as topic guides, training modules, working papers, standard operational procedures, updates, and project implementation tools.
The Program Officer, working directly under the supervision of the Program Coordinator, will be responsible for ensuring high-quality production of proposals, budgets, and reports. In close collaborating with the Program Coordinator, the Program Officer will actively contribute to the comprehensive development and design of projects and reporting throughout the programs.
Main Duties and Responsibilities
- Collect and analyse, information from project offices, field teams and other sources to develop ad hoc reports or communication pieces in support of the IR Turkiye Programs.
- Design and/or ensure the production of topic guides, training modules, working papers, project research reports or other written material in coordination with the programs lead on programmatic development and reporting.
- Design and/or ensure the production of organizational policies and procedures in coordination with the programs lead.
- Play a proactive role in project development, design, and document finalization, actively contributing to project reporting. Develop project notes, proposals, and budgets in close coordination with the Program Coordinator, ensuring alignment with donor guidelines.
- Coordinate with MEAL (Monitoring, Evaluation, Accountability, and Learning) department and the programs field teams to ensure project achievements and challenges are captured and reported internally and to donors.
- Prepare and/or coordinate in organizing regular, high-quality program and project updates, situation reports, external reports, factsheets, case studies, briefs, and success stories appropriate to share with relevant platforms, humanitarian and development partners, state authorities and the Islamic Relief family.
- Develop, organize, and archive all relevant project documentation in the digital environment. Substantively support IR Turkiye Program in establishing and maintaining additional platforms for efficient information sharing.
- Undertake duty travel to project offices in the field to ensure and support reporting, communications, donor visits, capacity building to programs staff as needed.
- Perform such other duties as may be assigned.
Experience / Education/Skills – Essential
- University degree in International Relations, International Development, Political or Social Sciences or a related field from an accredited academic institution
- A minimum of three (3) years’ work experience in project development, designing and reporting;
- Experience in relevant reporting role with an inter- /national humanitarian or development organization;
- Experience in project development, donor reporting and technical writing and editing, preferably in the international development/humanitarian sector;
- Experience with Results Based Management approach and other strategic planning approaches, preferably in the international development/humanitarian sector;
- Experience in project support, reporting, strategic communications, and research;
- Experience working with funding partners and other development partners as well as civil society
- organizations;
- Experience in writing technical documents, planning specifications to technical briefs for data capture/ analysis;
- Experience working in refugees under temporary protection context in Turkiye is an asset
Competencies:
- Excellent interpersonal skills, writing, oral communication, and organizational skills.
- Knowledge of Turkiye, including socioeconomic and political context and asset.
- Knowledge of inter- /national development/humanitarian sector.
Languages
- Strong English and Turkish writing skills suitable to a diverse range of audiences (e.g., Islamic Relief internal, donors, government stakeholders, etc).
- Fluency in English is required (oral and written). Working knowledge of the Turkish is required and the Arabic language is an advantage.
IT skills
- Strong computer skills
- Proficiency in MS Office and the ability to use other ERP software necessary to manage the operations.
