TERMS OF REFERENCE

MONITORING AND EVALUATION OFFICER

Expertise France (EF) is looking for a Monitoring and Evaluation Officer for its VET4JOB programme to support the work of the M&E team and contribute to ensuring that the programme will achieve its intended results and objectives. The position will be based in the EF Ankara Office, with occasional travel to the 12 project provinces where the activities will be implemented.

2. EXPERTISE FRANCE

 Expertise France is France’s public agency and interministerial actor in charge of international technical cooperation, the second-largest in Europe. As a subsidiary of Agence Française de Développement Group (AFD Group), it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France works in key areas of development: governance, security, climate change, health, education, and more. Alongside its partners, it contributes to achieving the Sustainable Development Goals (SDGs).

3. THE PROJECT

Starting March 1st, 2024, Expertise France will be implementing Phase II of its İMEP/VET4JOB programme, entitled “Improving the employment prospects for the refugees and host communities by high-quality VET and apprenticeship in Türkiye”, in partnership with EDUSER. Phase II, which will be implemented until 01.12.2028, will be the continuation of the VET4JOB I programme which has been implemented since 01.01.2020.

The İMEP/VET4JOB programme, funded by the Delegation of the European Union to Türkiye, is supporting the development of skills for refugees and host communities in Türkiye, for both adults and adolescents, through high-quality vocational training and apprenticeship training, in line with the needs of the labour market.

The İMEP/VET4JOB programme aims to (i) increase the demand and access of refugee and Turkish youth (14-22) and vulnerable adults to high-quality apprenticeship training, vocational training, and guidance services; (ii) support the fight against child labour; and (iii) increase social cohesion between refugees and host communities.

Overall, the İMEP/VET4JOB Phase II will aim to enhance livelihood opportunities to refugees and communities in Türkiye.

4. DESCRIPTION OF THE TASKS

Monitoring and Evaluation (M&E) is a continuous management function to assess if progress is made in achieving expected results, to spot bottlenecks in implementation and to highlight whether there are any unintended effects (positive or negative) from a programme or project (project/plan) and its activities. Therefore, in order to have good planning, monitoring and evaluation, and to enhance the contribution of EF and more specifically the VET4JOB programme as the intervention, a Monitoring and Evaluation Officer position is planned to be mobilised.

The position will be based in Ankara, with occasional travels to the 12 programme provinces where the programme activities will be implemented. S(he) will also be in regular contact with the programme implementation team both at central and local levels as well as with the EF HQ when/if needed.

Under the direct supervision of the M&E Manager, the M&E Officer will be co-responsible for assessing the overall progress of the intervention to make sure that it is on track to deliver the agreed outcomes. In that respect, one of the major tasks of the M&E Officer will be to support the establishment of a comprehensive and efficient M&E framework (system) for the programme which shall be in line EF’s M&E Policy and compliant with the donor requirements as well as non-humanitarian programming and assistance standards. Also, the M&E Officer will ensure the effective functioning of the M&E system to guide and steer the programme management in accordance with the processed and analysed monitoring data and information and to inform stakeholders, the contracting authority (EU Delegation to Turkey) as well as wider public about the progress and key achievements of the programme.

As a significant part of the M&E system, the M&E Officer will be an integral part in regular, systematic and quality monitoring of all intended/unintended results of the programme and data collection against the indicators set in the logical framework which shall be contributing to all contractually binding and ad-hoc reporting processes. Also, in the preparation and execution processes for mid-term and final evaluations as well as for the third-party monitoring exercises to be conducted by EUD, the M&E Officer will play an active role. Moreover, s(he) will assist the development and evolution of organisational performance management framework as well as specific program M&E needs to ensure the quality, and effectiveness of programme implementation.

Main tasks are expected to be the following:

Developing and implementing/updating M&E plan

  • Assess the needs and available resources of the programme in terms of the M&E framework, data collection, reporting within EF and among implementing partners and contracting authority,
  • Review in detail the theory of change and contribute to the identification of hypothesis to be tested in the course of the implementation,
  • Review the logframe indicators and diagnose the quality of available data,
  • Provide details on the definitions, methods of calculation, disaggregation…etc. of indicators and contribute to drafting indicator reference sheets,
  • Contribute to describing the data flows, data collection, processing and analysis mechanisms, storage options, software and hardware to be used, data quality control and reporting mechanisms,
  • Contribute to the development of data collection, analysis and visualisation system, and the corresponding data collection and reporting tools (e.g. online questionnaires (Google forms, KoboToolbox, ODK), PowerBI dashboards etc.).

Collecting, analysing and using data and information

  • Interact with stakeholders to take part in various assessments at different capacities e.g. data collection, data entry, analysis, translation, reporting,
  • Provide technical assistance orientation and guidance to the EF programme staff at central and local levels as well as the staff of implementing partner(s) on M&E and the mechanisms/tools developed to facilitate their involvement in the implementation and use of the M&E system.
  • Review data collection tools, improve where necessary and support the design of other necessary tools for collecting both quantitative and qualitative data,
  • Develop and maintain a comprehensive monitoring database and update it on the agreed frequency,
  • Prior to data analysis and reporting, review incoming data for cleanness, completeness, consistency and assure the overall data quality as per the scheduled data gathering processes from the implementing partner as well as from the final beneficiary institutions,
  • Review monthly data and highlight additional data/information needs where relevant,
  • Review monthly data and make preliminary assessments on achievements against targets,
  • Prepare dashboards and other visual materials to present data in a tangible and user-friendly manner,
  • Maintain filing system for data in soft and hard copies,
  • Maintain security and confidentiality of data.
  • Conduct and/or accompany monitoring visits under the supervision of the M&E Manager to observe the implementation of activities and report back via relevant reporting templates,

Reporting

  • Proactively engage respective programme staff from implementing organisation(s) to compile data and information as well as supporting documents concerning activities and outputs,
  • Support the M&E Manager in compiling inputs and annexes for regular activity and progress reports,
  • Support the M&E Manager in preparing presentations and other relevant documents for management meetings.

Learning

  • Collaborate with programme management to integrate monitoring and evaluation findings into programme’s planning and implementation,
  • Identify and document best practices, lessons learned, and success stories for dissemination,
  • Contribute to the bi-annual and annual review exercises of EF HQ,
  • Participate in M&E related meetings or working groups under the coordination of M&E Manager and share outputs,
  • Collaborate with other programme staff on joint work and responsibilities.

5. REQUESTED PROFILE

  • University degree in a relevant field (e.g. Social Sciences, Computer Sciences, Statistics etc.)
  • Very good working knowledge of ICT and applications e.g. MS Office, particularly Excel, Access and PowerBI, also experience in using online data collection and survey tools and software e.g. Kobo, ODK, Survey Monkey alike
  • Fluency in written and spoken English. Turkish is required
  • At least 5 years of professional experiences
  • At least 2 years of professional experiences in a comparable position in monitoring, information management, data collection and/or evaluation for international projects/donors/organizations preferably with a focus on socio-economic support/development sector
  • Experience in monitoring and evaluation of EU-funded projects would be an asset
  • Experience in database design and management
  • Experience in designing, facilitating and evaluating training measures in the field of monitoring and evaluation
  • Proven experience in designing and implementing monitoring and evaluation systems and understanding of M&E standards in a development or humanitarian context
  • Sound understanding of results frameworks and indicators as well as international M&E standards and applications, particularly on projects funded by EU
  • Knowledge and experience in working with refugees and other vulnerable groups
  • Strong communication, synthesis, and reporting skills in English (verbal and in writing)
  • Strong analytical and data management skills
  • Ability to work with deadlines with good prioritisation and time management skills
  • Excellent coordination and teamwork skills
  • Ability to work independently and as part of a team
