Welthungerhilfe's Head Office is in Bonn, Germany whilst the Syria Response is managed from our Country Office in Gaziantep. Welthungerhilfe was established in Turkey in 2013 specifically to help people who are affected by the Syria Crisis. Since then, the organisation has expanded its program scope and scale to make the greatest possible contribution to meeting humanitarian needs in Turkey and North West Syria. Welthungerhilfe has field offices in Azaz and Afrin, as well as Ankara, Istanbul, Hatay and Mardin. The Syria Response program includes food security, WASH services, Shelter and NFI services, protection, early recovery and livelihood.

The position is to be filled by March 2024, with a contract duration until end of the project. Employment location will be Gaziantep, Turkey. The position is paid according to [[paygrade]].

 

Welthungerhilfe (WHH) has been engaged in the Syria Response since 2013 working in the fields of development cooperation and humanitarian aid. We seek to improve the access of persons affected by the Syria crisis and domestic crises in Turkey and Lebanon through life-saving and life sustaining humanitarian assistance and strengthened basic services including protection services, whilst building on their inherent capacities and facilitating access to livelihoods opportunities, in order to reach our objective to improve their well-being and resilience. In addition to the provision of timely humanitarian assistance, including the ongoing response to the recent earthquakes in southern Turkiye, that address short and medium-term protection gaps and humanitarian needs, our programatic focus is increasingly on improving the resilience of vulnerable communities ensuring systems-based analysis and sustainable approaches based on a robust understanding of the conflict sensitivities of the specific context and with accountability to the effected populations.

 

As Head of Grants & Communications Unit you will be a key member of the Program Development and Quality Unit for the Syria Response, but with the focus initially on Turkey and North West Syria. In addition to the Grants and Communications unit which is responsible for grant management including coordinating proposal development and donor reporting unit as well as external communication, the program team consists of technical program coordinators including: protection and food security/ livelihoods advisors and the humanitarian response coordinator, as well as the partnership coordination unit, and the MEAL unit.

 

Your responsibilities

  • Line manage the Grants and Reporting unit to ensure continued strong relationships with current donors (German Federal Foreign Office, BMZ, GIZ, ECHO, PRM and OCHA/other pool funding) through a structured approach to grants management, enabling quality & timely reporting, and donor compliance.​​​​
  • Under the leadership of the Head of Program Development and Quality and working closely with with the Technical Advisors, Head of Meal and relevant project implementation staff, including Area Managers and Heads of Project, to coordinate the development of new projects and contribute to extending the donor portfolio through ensuring high quality proposals, based on evidence and learning, with clear TOC and conflict, gender and environment sensitive approaches.
  • Support the Head of Program Development and Quality to liase with current and potential future donors present in Turkey/ the region in consultation with HQ Donor Unit, the Country Director, Area Managers and Heads of Project.
  • Line manage the Communication Unit to ensure visibility and produce content to increase awareness about WHH’s work and impact in the region. In conjunction with the CD, Head of Program Development and Quality and HQ Media and Communication departments to offer content to donors and interviews to the German press.
  • Work with the NGO Advocacy platforms to develop programmatic and advocacy positions to major external trends and disruptors.
  • In addition to the above, the Grants and Communications Manager may be asked to carry out other duties requested by the supervisor or line manager.

 

Your profile

Qualifications:

 

Required Qualifications;

  • Education: At least B.A Degree. A university or polytechnic (Master's) degree in Journalism, Communications, International Development, Rural Development, Political Science or equivalent
  • Experience: A minimum of 3 years relevant working experience in grant management / programme development and implementation, 
  • Language: Excellent spoken and written in English.

Desired Qualifications:

  • Education: A university or polytechnic (Master's) degree in Journalism, Communications, International Development, Rural Development, Political Science or equivalent are an advantage
  • Language: German, Turkish and/or Arabic language skills are an advantage
  • Technical Background: Exposure to triple nexus programming including livelihoods, sustainable/ regenerative agriculture using systems based approaches
  • Experience in displacement contexts, ideally the Syria response and ability to deal with programmatic and technical complexity
  • Robust experience in programme design, proposal development, Theory of Change, donor reporting, work-plan and budget development
  • Proven success in grant acquisition and institutional donor relations
  • Experience with major donors (EU, ECHO, BMZ, German Federal Foreign Office, KFW, BPRM, BHA, UN pool funding, UN Organizations)
  • Involvement in country programme strategy processes
  • Demonstrated experience in planning, coordinating and leading processes that include multiple stakeholders
  • Experience of working with both partner and direct implementation is an advantage
  • Experience with designing visibility and producing content for donors and communications
  • Knowledge of the German press and experinence with giving interviews is an advantage
  • A high level of mental and physical resilience and readiness to travel to project areas
  • Strong inter-personal communication skills and ability to work well in a team and in a multi-cultural setting.
  • Readiness to receive necessary vaccinations for traveling to Welthungerhilfe's programme countries
