ACTED PSEAH Policy:

(Senior Finance Officer) has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The Senior Finance Officer has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to ACTED’s procedures. The Senior Finance Officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers. 

 

Job Purpose

The Area Senior Finance Officer is in charge all financial follow up in Turkey for Turkey EQ projects, including, Accountancy Management, Budget Follow up and cost control for the Turkey EQ under its supervision, under the direct management of the DCD Turkey with a technical link with Country Finance Senior Managers, Support ACs and PMs in financial analysis, control, and process mechanism, as well as budgeting for the area.

Duties and Responsibilities

Accounting:

  • Ensure monthly entries are accurately booked per each cash and bank books.
  • Entries are in line with ACTED standards in term of Numbering, Description, Accounting codes, Amount, and allocation.
  • Ensure timely and efficient flow of financial information with the Capital Office
  • Monitor running costs and salaries advances; and ensure proper and timely closure.
  • Ensure accurate monthly reconciliation.
  • Adhere to the monthly deadline in preparing and sending the cash count and bank reconciliation to capital.
  • Close follow up with Capital finance

 

Procurement and Payment Control:

  • Is responsible for ensuring that ACTED financial rules and processes are enforced.
  • Ensure all procurement and suppliers’ payments up to the area threshold is monitored versus budget in prior any approval.
  • Ensure procurement and payment’s supporting documents and process are in line with ACTED manual.
  • Validate the Area’s payments of daily workers’ wages and staff’s salaries.
  • Proceed with all payment requests of all procurement managed by capital to be processed through bank.
  • Supervise the documentation filing and archiving both physical and scanned for Turkey EQ.

 

Budget Follow Up / Cost Control:

  • Responsible for the financial follow up of ACTED’s projects implemented in Turkey, through liaising with the coordination team and Program Managers.
  • Monthly update of the Allocation Tables, Timesheet, and BFUs of the area.
  • Update Monthly CFU-DFU (Accruals or Commitments)
  • Ensure that the running costs are in line with needs at area level, accordingly spent and budgeted depending on the needs, through coordination with Capital office.
  • Ensure that ACTED financial follow up processes are implemented at Area Level in collaboration with other departments and with DCD.
  • Assist in any new proposal for his/her area of intervention, collaboratively with DCD and Program Managers.
  • Prepare the financial reports when due, and in cooperation with the PD, DCD, and Capital finance.

 

Cash Management:

  • In liaison with the other departments within the area, maintain high accurate cash projection for all outstanding payments and the future cash needs to meet the projects’ obligation.
  • Adhere to the monthly deadline in sending the cash request to capital.

 

Audit preparation:

  • Ensure proper documentation is maintained physically and scanned for any audit
  • Prepare the cash flow report/statement for Turkey EQ with the necessary classification for governmental audit.
  • Response to the donors’ requests for samples through the compliance and proceed to documents’ correction if requested.

 

Team Management

  • He/She is responsible for the management and evolution of all Turkey EQ Finance team
  • Maintain the organigram, job description up to date and regularly shared with DCD
  • He/she is responsible for providing dedicated capacity building and mentoring to his team members, managed through constructive feedback and performance evaluation and monitoring (Performance improvement plans), in link with DCD.

 

Financial Area Strategy

  • Propose regular analysis of financial related blockages and risks at area level to DCD, together with solutions to mitigate the issues
  • He/she is responsible for following up on internal audit recommendation for the Finance department

 

Key Performance Indicators

  • % of TITANIC annexes submitted on a timely manner to Capital
  • Accuracy of the project’s financial management
  • Accuracy of financial planning and cash flow forecasting
  • Accuracy of staffing and running costs forecasting
  • Accuracy of area accounting and number of feedbacks from Capital
  • Number of findings and recommendations in governmental audit
  • Number of findings and recommendations, and amount of ineligible expenses in donor audit for area
  • Degree of autonomy of area finance team

 

QUALIFICATIONS

EDUCATION:

  • Bachelors degree in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting (CPA or equivalent certification would be preferred).

EXPERIENCE:

  • Minimum of four (4) years of accounting experience in NGO/INGO and one (1) year direct supervisory experience.
  • Experienced with various PC and financial related software (spreadsheets, accounting packages).

SKILLS AND ABILITIES:

  • Must be able to function comfortably in a loosely structured but complex work environment, working and prioritizing multiple tasks.
  • Able to communicate effectively (written and verbal) in Arabic.
  • Comfortable making decisions.
  • Fluent written and spoken Turkish & English skills is a must.
  • Good supervisory, time management and interpersonal skills.
