CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The Partnership Officer will be responsible for supporting the implementation of Save the Children’s Country Strategic Plan with strong and strategic partnerships at the field office level, ensuring that Save the Children benefits from mutually beneficial and sustainable partnerships to achieve joint objectives and results for children while strengthening civil society. The Partnership Officer will lead on Save the Children’s partnership approach in SCI Turkiye Field Offices and improve and adapt current tools and practices. The Partnership Officer will work closely with the field office teams (Technical Advisors, Operations team, Awards, Advocacy, Finance) to ensure that partners are supported and their capacities, as relevant, are strengthened. The Partnership Officer will be responsible for 3 main areas: 1) identification and relationship building with partners, 2) relationship management, 3) capacity building and civil society strengthening. The Partnership Officer will work with both well-established and new and emerging organizations and networks.

KEY AREAS OF ACCOUNTABILITY:
Partnerships strategy, identification and networking
- Support on the partnerships strategy development at field level
- Support identification of new partnerships
- Support in networking and identifying new partners in line with Save the Children’s advocacy objectives to support joint advocacy efforts, including civil society networks, coalitions etc.
- Ensure partners’ participation in all stages of the project cycle management, including project design
- Conduct stakeholder mapping as required for new projects or advocacy efforts
Relationship management
- Be the main point of contact for implementing partners
- Support in assessing the current partnership portfolio identifying strengths, weaknesses, opportunities and risks related to current partners
- In coordination with Save the Children field office program, technical and MEAL teams, regularly meet with partners to get feedback on organizational development and based on this, design, revise and implement an organizational development strategy tailored to different partners
- Consult with partner management on performance, organizational, and leadership matters.
- Conducts needs assessments to determine measures required to enhance partner performance
- Support the design of partner procedures and the development of relevant resources
- Support the monitoring of outputs against activity plans and budgets and timeframes of partners to ensure program delivery meets targets
- Keep track of relevant technical, operational, finance, HR or award issues and facilitate support from relevant SC technical or operations teams to ensure continuous support and involvement at all stages of the program cycle.
- Ensure partner review meetings are held locally on a monthly basis with representation from partner and relevant SC program staff to discuss progress, roles, responsibilities, expectations, communication between the organizations, any conflict of policies, any areas of concern and future planning.
- Highlight and refer high risk or complex issues to the Senior Management Team
Capacity Building of Partners
- Support Project Coordinator with trainings and partner organizational development
- Support Project Coordinator with creating and/or improving Partners policies and procedures
- In collaboration with partners, Technical Advisors and the Operations team, identify partners’ organizational and technical development needs
- Support in designing capacity building plans for partners, in line with capacity assessments and their needs
- Coordinate and collaborate with technical specialists, contracted trainers and capacity building partners as needed to provide capacity building.
- Work closely with the partners on the implementation of the capacity building plans.
- In coordination with the MEAL team, ensure effective monitoring and evaluation on the performance of the partners progress against organizational development and capacity building deliverables as well as SCIs capacity building initiatives
- Support, mentor and coach SCI’s partners with creating and/or improving policies and procedures
- Identify/incorporate best practices and lessons learned into program plans
Other
- Other tasks as required by manager, including administrative work on sub-grant agreements

EXPERIENCE AND SKILLS
Essential:
- Minimum 2 years work experience in the humanitarian sector/with NGOs, with at least 1 year experience in partnership based programming or community based programming
- Experience in implementing programs in humanitarian and development contexts aimed at building capacity of civil society organizations
- Thorough knowledge of civil society organisations, international non-governmental organisations, government structures
- Good skills and experience in all aspects of programme cycle management - design and development, implementation, and monitoring and evaluation
- Good training, facilitation and capacity building skills
- Proven experience in field level representation with key stakeholders
- Excellent verbal and written communication skills of English and Turkish (required)
- Excellent interpersonal and networking skills
- Politically and culturally sensitive with qualities of patience, tact and diplomacy;
- Computer literate (including working knowledge of Microsoft Office)
- Familiar with basic legal and financial matters
- Excellent attention to detail, organisational skills and discretion with confidential information
- Ability to work independently and proactively
- Commitment to the values, mission and principles of Save the Children.
Position holder will be based in Hatay, therefore legal right to work in Türkiye is necessary at the time of application. Applications will be evaluated in a rolling basis.
