Overall Purpose: Working as an important member of a diverse team committed to serving the world’s most vulnerable, the Monitoring and Evaluation (M&E) Officer works to ensure that monitoring and evaluation systems are consistently integrated and implemented throughout Medair’s programme activities. This involves: leading on the development of M&E systems to collect, aggregate and analyse data; integrating beneficiary accountability plans and activities into Medair’s programmes; and playing a key role in ensuring that the reporting needs of key stakeholders (both internal and external) are met.
Project Overview: Medair has been operating from Gaziantep, Turkiye, since the earthquakes of February 2023. Currently, there is no dedicated MEAL officer in country. This role requires a confident self starter who is able to set up monitoring and evaluation systems, with some guidance, and able to work closely with partners to set up and implement the system. The projects are focused on the sectors of Mental Health and Psychosocial Support (MHPSS), Cash assistance, and Shelter. We have commenced a Shelter project, and this role offers an exciting opportunity to be involved in establishing an effective system to measure the impact of this project for earthquake affected vulnerable families, in rural and peri urban contexts.
Major Duties and Responsibilities
Monitoring and Evaluation
Lead, with input from Turkiye programme management and HQ sector advisors, the development of an M&E system and tools to enable all projects to collect, aggregate and support analysis of data, in order to meet all relevant reporting requirements (including donor and Medair internal indicators as agreed with sector advisors) and to facilitate and inform project management.
Advise and support project managers, with input from field and HQ sector advisors, on choice of indicators and development of monitoring plans for all projects.
Co-ordinate implementation of the M&E system, M&E tools, and project monitoring plans, including training and support for project managers and field teams, support data analysis and usage, and regular review and improvement of the system as needed in consultation with field sector advisors
Lead, in collaboration with relevant advisors, on the design and implementation of qualitative and quantitative data collection such as needs assessments, KPC surveys using recognised methods of data collection (e.g. cluster sampling, LQAS), project evaluations using recognised criteria (e.g. OECD-DAC) and other relevant monitoring and evaluation activities. Liaise with consultants for new survey methodologies if not experienced (e.g. SMART ENA or LQAS). Work with staff to develop and standardize survey tools and other data collection forms for monitoring programmes.
Train relevant programme and partner staff on M&E tools, data collection and analysis and basic surveying and sampling techniques.
Contribute to the compilation of donor reports through the generation of quality narrative content.
Beneficiary Accountability
Lead the development of a beneficiary accountability plan, integrated within the wider M&E system
Train and support project managers and field teams to integrate activities within the project cycle
Promote the principles and practices of beneficiary accountability to colleagues, providing training and coaching in beneficiary feedback as required
Act as focus point for HAP-I for the country programme, promoting its principles and advising on actions among all managers
Donor Communications
Develop M&E elements of donor proposals and reports, including provision of monitoring plans (in accordance with donor and Medair guidelines), project data, and reports on progress towards indicators
Provide analysis of data in a timely manner for internal monitoring and donor reporting, assisting in writing project reports and proposals as required
Report on programme activities and outputs to coordination groups, and organisations as required (e.g. weekly, monthly, quarterly, etc.)
Liaise with the Programme Funding Manager at GSO for updates and follow-ups of donor procedures/guidelines
Quality Management
Provide support for project managers on M&E elements for other external and/or internal reports for statutory bodies, coordination groups, and other requesting organisations) at the required frequency (e.g. weekly, monthly, quarterly, etc.)
Provide additional support for project management activities where necessary, at the discretion of the country senior management
Encourage retention of M&E institutional memory in the country programme by communicating lessons learned for the benefit of present and future projects
Participate in country quarterly and strategy meetings, and provide input into the design and evaluation of the country strategy.
Delegated Responsibilities
Support continuous improvement of country M&E systems and tools
Take the lead on designing and implementing surveys, needs assessments, KPC surveys, evaluations and other relevant M&E activities, with technical input from field and HQ sector advisors
Provide data, statistics and written reports to field managers and HQ for use in internal and external reports and audits, with technical review by field and HQ sector advisors as agreed
