The Health System Resilience Project (HSRP) Emergency Management Health Field Officer (HFO) supports the Programme Manager in implementing, coordinating, monitoring and documenting activities within assigned areas, in line with programme objectives and annual planning. The HFO contributes to field-level planning and coordination and may oversee and deliver assigned activities with a degree of autonomy.
The Health Field Officer serves as the operational link between the Programme Manager, Iraqi health authorities, partners, technical specialists, field locations and ICRC support departments, providing knowledge of the Iraqi health system, context and professional networks. The Health Field Officer facilitates delivery and provides technical or clinical input within their qualifications, while escalating matters requiring management or specialist approval.
Accountabilities & functional responsibilities
Core Accountabilities
- Supports the Program Manager in implementing the program and its constituent projects, ensuring assigned activities are delivered on time, documented accurately and in line with ICRC procedures and approved technical guidance.
- Promotes an integrated approach across Armed and security forces (FAS), prehospital and hospital emergency care, emergency nursing, rehabilitation, MHPSS, forensic and community-facing emergency preparedness and response components.
- Supports assessments of health systems, hazards, vulnerabilities, capacities and preparedness; maintains updated evidence on risks, needs, gaps and opportunities; and contributes field analysis to program design, objectives, indicators, plans of action and resource requirements.
- Coordinates assigned activities with program staff, technical specialists, counterparts, service providers and relevant actors; maintains workplans, trackers and records, prepares meetings and correspondence, and follows up agreed actions to ensure coordination and timely exchange of information.
- Coordinates with Logistics and other support departments on procurement, supplies, contracting, facilities, travel, transport, venues, equipment and other operational requirements.
- Collects, verifies and securely manages program data; prepares draft reports, operational updates, briefings and management information; and supports activity-cost tracking, budget follow-up, Planning for Results inputs and narrative/results reporting, without financial or management approval authority.
Specific Roles and Responsibilities
- Supports the collection, organization and monitoring of emergency-management policies, plans, SOPs, tools and operational arrangements, including information management, communication, referral, surge, deployment, mutual aid and resource tracking.
- Supports the Program Manager in strengthening institutional emergency-management arrangements, including NCC, EOC functions, Incident Command Systems, escalation pathways and coordination links between national authorities, EMS and health facilities.
- Maintains updated mapping of NCC, EOCs, hospitals, EDs, EMS and dispatch services, referral pathways, critical infrastructure, specialist resources, training institutions and emergency-response partners.
- Supports the development and maintenance of the emergency-management learning and development framework, including curricula, competency records, instructor requirements, simulation tools and quality-assurance systems.
- Supports the selection, mentoring and development of Iraqi instructors, emergency-management leaders and technical cadres, including progressive transfer of training and quality-assurance responsibilities.
- Coordinates approved trainings, workshops, exercises, simulations and drills, including participant and instructor arrangements, materials, equipment and required documentation; supports scenarios, evaluations, debriefings, after-action reviews and corrective-action tracking.
- Supports the technical integration of hospital preparedness, HICS, mass-casualty management, EMS incident command, dispatch and ambulance operations, as well as mass-fatality management, CBRNE preparedness, decontamination, risk communication and resilient EOC infrastructure.
- Supports national ownership and sustainability by tracking institutionalization, capacity transfer, transition and handover milestones, and documenting lessons learned, good practices and residual gaps.
