Job Description

Arbeiter-Samariter-Bund (ASB) is a German non-governmental organization with over 300 branches nationwide. ASB operates both nationally and internationally, responding to emergencies and supporting development efforts around the world. The organization’s Foreign Aid Division focuses on delivering emergency relief to victims and civilian populations by providing health services and livelihood support.

Arbeiter-Samariter-Bund (ASB) Iraq’s program focuses on provision of humanitarian assistance and strengthening resilience in conflict-affected areas through reinforcement, rehabilitating existing basic services and providing long-term interventions in the areas of water, sanitation and hygiene (WASH), education, health, climate change, food security and economic empowerment of the vulnerable livelihoods, in coordination with local authorities and partners. 

 Subject to final donor approval, ASB expects to receive funding in the upcoming months from the German Federal Ministry for Economic Cooperation and Development (BMZ) to implement the project ‘Strengthening the Psychosocial Resilience of Women Affected by Conflict in Mosul, Iraq’ (project no. IRK2603). The overall objective is the Improvement of psychosocial well-being and social integration of particularly vulnerable women in Rajm Al-Hadid and Al-Ubour in West Mosul. The project is implemented by the national organization Lahon Organization for Woman Affairs and Education (Lahon) with oversight and coordination of ASB.

 

Purpose of the Position

 ASB Partner Coordinator (MHPSS) supports the partner Lahon in the implementation of the above-mentioned project in Mosul under direct supervision of ASB Head of Program (HoP).

 The position provides technical oversight and continuous coaching supporting the partner in implementing the project activities.  The ASB Partner Coordinator oversees collaboration between the ASB-Duhok and Lahon Mosul offices and strengthens the capacity of the local partner organization, Lahon. Through training, coaching, and on-the-job support, they empower the partner to independently deliver community-based MHPSS services, promote adherence to technical standards (such as MHPSS ethical principles  and Do No Harm), and support the development of quality assurance and monitoring tools.The position also supports coordination with relevant local authorities and stakeholders and other organizations to strengthen project impact and sustainability.

Duties and Responsibilities

 1. Project Coordination and oversight 

  • Supervise day-to-day project implementation and the general project design in accordance with the project proposal and in coordination with Lahon
  • Ensure activities are implemented according to approved workplan, budget, partnership agreement and donor requirements.
  •  Ensure effective application of Project Cycle Management (PCM) standards for implementation, monitoring and evaluation.
  • Act as the primary liaison between ASB Duhok and the national partner Lahon. Duty station for this position will be ASB Duhok office with regular weekly field visits to Mosul.
  • Support Lahon in developing MHPSS-related tools and SOPs, including PSS selection criteria, vulnerability assessment forms, and referral pathway SOPs and forms.

 

 2. Partner Support and Capacity Building 

  • Provide technical, administrative and organizational support to the partner.
  • Contribute to strengthening the technical capacities of Lahon staffincluding delivering MHPSS basis training sessions in a participative and client centered manner like:
  1. Fundamentals of Group-Based Psychosocial Support
  2. Integration of MHPSS into GBV and the GBV Awareness-Raising Toolkit.
  • Assists in creating and implementing quality control tools, such as pre-screening instruments, session monitoring, feedback mechanisms, and evaluation procedures.
  • Ensures application of technical standards, including Do No Harm, safeguarding, confidentiality, monitoring, and safe referral pathways.
  • Empowers Lahon to independently plan, implement, reflect on, and refine community-based, non-specialized MHPSS activities.
  • Identify other capacity-building needs and organise or support training and mentoring activities for partner staff, ASB staff and local stakeholders.

 

3. Monitoring and Reporting 

  • Conduct regular field visits to monitor project activities
  • Monitor project progress, outputs, and outcomes against approved indicators.
  • Support relevant assessments including but not limited to pre-scoring assessment and satisfaction survey
  • Conduct regular monitoring and evaluations in coordination with Lahon and ASB MEAL officer.
  • Document good practices, lessons learned, success stories and challenges.
  • Review and provide feedback on partner monthly and annual narrative reports.
  • Support partner in developing data tracking and monitoring tools such as mental Health Information Management system (MHIMS)
  • Contribute to donor’s reports as required.

 

4. Coordination and Representation 

  • In close coordination with Lahon, support smooth relations with local authorities, community representatives, and other stakeholders.
  • If needed, represent ASB at field or sectorial coordination meetings in Ninewa
  • Coordinate with other LNGOs and INGOs to strengthen collaboration, exchange information and best practices and avoid duplication of interventions.
  • Support Lahon in building strong relationships with external stakeholders, including LNGOs, INGOs, and local government authorities such as the health sector, to strengthen referral pathways and coordination mechanisms.   

 

 5. Perform any other related tasks as assigned by the Head of Program.

Required Qualification and Experience

  • Bachelor’s or master’s degree in social work, mental health, psychology or another related field
  • Minimum five 5) years of progressive work experience working with NGOs in implementing humanitarian and/or development projects with a strong focus on local partnership models in Iraq.  
  • Demonstrated professional experience of Mental Health and Psychosocial Support (MHPSS), including Gender-Based Violence (GBV) integration and response.
  • Experience in preparedness and facilitating MHPSS Training sessions.
  • Strong understanding and practical experience in implementing MHPSS principles, community-based interventions, and GBV prevention and risk mitigation strategies.
  • Strong alignment with core humanitarian protection principles, actively integrating inclusive approaches and advocating for equal access, leadership, and protection in programming.
  • Experience providing MHPSS services directly to individuals and communities, including vulnerable and conflict-affected populations, and working with relevant local authorities and service providers.
  • Strong experience in project grants management, preferably from German donors (BMZ, GIZ, GFFO, ADH).
  • Strong computer skills, particularly Microsoft Excel, Word and PowerPoint.
  • Good understanding of MEAL processes and data management.
  • Iraqi national with excellent command of Arabic and English.
  • Driving license would be an asset
  • Previous experience working in Mosul is preferred.
