Medical Coordinator (Med Co)

Main Purpose:

In close collaboration with the Head of Mission (HoM), the Medical Department, and other local authorities defining, Plan, design, lead, coach and coordinate implementing the overall medical content, strategy, activities, and resources in the mission. Being responsible for the planning and coordination of all medical activities and its resources in the mission, according to MSF’s charter, policies, and ethical principles with consideration of international and national laws, in order to ensure the delivery of quality medical care for patients and their communities. Monitor medical and humanitarian situation in the country for timely emergency preparedness and response.

Accountabilities:

• Being responsible for defining, monitoring and updating the medical content of the MSF country policy, medical strategy, annual plan and budget, translating the identified health needs into a medical strategic vision and project objectives, priorities and resources needed in order to cover the medical and humanitarian needs of the population at risk, and ensuring that the objectives and goals set in the Mission’s annual plan, CPP and project plans are achieved.
• Being overall responsible for the appropriateness and quality of medical interventions conducted by MSF projects and being expected to identify and work on removing barriers to better patient safety, effective medical care, and better patient-centred activities.
• Continuously monitoring the medical and humanitarian needs in the Mission country through exploratory missions, the use of health information systems, monitoring and reviewing project proposals, determining necessary resources in order to cover medical and humanitarian needs of the population at risk.
• Being responsible for the supervision and monitoring of the medical technical aspects, humanitarian needs and in coordination with the HOM and Logistics Coordinator, the material aspects of the programs (quality of drugs, safety and quality of health care facilities, consumptions, etc.) through regular field visits, analyzing difficulties during the implementation (on district, provincial and national level) and reporting deviations as they appear (amongst the local authorities, the capital coordination team, field project teams and headquarters), in order to proactively provide the necessary solutions and achieve operational results.
• Be responsible for promoting communication, exchanging information and active participation of all medical staff in the mission’s development as well as reminding and underline MSF values and philosophy to improve team motivation and engagement.
• Be responsible for monitoring the psychological status of all Mission’s staff and suggests solutions to help improve mental health related issues.
• In close collaboration with the HR Coordinator, participating in the planning, definition and sizing of the health-workforce in the mission and supervising the associated processes (recruitment, validation of medical staff, training/induction, evaluation, appraisal, training and capacity building, potential detection, development and communication). Coaching and directly supporting project coordinators and medical teams in the implementation of the medical activities.
• Together with the HR Coordinator, defining, updating and implementing the Mission’s Health and Safety Policy Framework including medical insurance, social packages and repatriation policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health. Ensuring the guarantee of the highest possible level of medical related security issues (mental and physical health and safety in the workplace) and monitoring the psychological status of all Mission’s staff, suggesting solutions to help improve mental health related issues.
• Being responsible for defining and sizing other resources (pharmacy and medical equipment management in collaboration with logistics and HOM) and timelines, procedures and protocols. Ensuring preparation of all medical orders in collaboration with the Logistics Department and the submission of all medical purchase requests to HQ. Being accountable for the proper management of the pharmacy in the Mission, including projects.
• Be responsible for the submission of all local medical purchase requests to HQ.
• Providing reports on the mission’s evolution from the medical perspective, as required, and is responsible for the Medical Library of the Mission. Informing the medical field staff of all materials available and keeping all medical documents updated in the database.
• Representing MSF before local medical authorities and keeping regular contact with other counterparts in the mission (NGOs, local organizations, donors, authorities, and UN etc) and other MSF sections in order to broaden the medical-humanitarian situation analysis, strengthening the impact of the medical intervention and supporting advocacy actions to raise humanitarian awareness.
• Be responsible to ensure security related to medical issues (Biosecurity, universal precautions and health and safety in the workplace) is guaranteed to the highest possible level, by implementing all MSF policies, protocols and procedures (i.e. Use of condoms, needle accidents, etc.)
• Be responsible and supervise all medical team at capital level and functional supervision and coaching of PMRs.
• Be responsible for contributing to the proper induction of all staff, ensuring that medical briefings and debriefings are done to all MSF staff.
• Ensure the animation and boosting research related topics within the medical team in the mission and support new ideas. Accountable for following up on open studies and all new submissions.

MSF Section/Context Specific Accountabilities:

• Medco will be based 75% in Baghdad (coordination and project), 25% between other project location - Mosul/bases – Dohuk and Erbil alternating with DMedco .
• Accompany and follow up on the medical advocacy dossiers, MCP, MH and AMR related efforts at central level in Kurdistan and Federal Iraq.
• Support, guide and coach field medical teams on the medical strategy implementation, new ideas, monitor implementation regularly and provide feedback for timely progress on various activities.
• Ensure proper follow up of all SAC related topics in Iraq including approaches and risk management. Ensure briefing of all new staff regarding SAC activity, associated risks, mitigation measures and confidentiality.
• Ensure proper follow of medical context updates and actors mapping to help redirect mission medical operations.
• Ensure active follow up of reorientation of mission operations based on changes, achievements, challenges and new requirements for adjustment.
• Ensure follow up of adhoc interventions like requests for support, MCP, Camps etc…
• Follow up on the assessments and recommendations given by strategic advisor and RMP.
• Ensure all medical MIs are updated by the end of the mission of every IMS to meet expectations at a specific period of time and share with RMP for final validation.
• Support and assist PMR in the management of medical IMS and specifically the first missions and first time in positions while ensuring proper accompanying IMS in the projects.
• Ensure staff health policy and arrangments are updated. Establish linkages with ER of validated hospitals for IMS emergency treatment in key locations in Iraq.
• Ensure to develop and review MedEvac strategy of the mission to keep it updated.
• Yearly revision and update of medical EPREP.
