Job Summary
The Site Officer is the primary technical lead responsible for overseeing the full platform of operational and facility services at the YEP community center and site. This includes the community center, community spaces, SP staff house, utilities, fleet interface, vendor services, and site-wide inventory systems.
The Site Officer ensures the completeness, compliance, and quality of all operational processes supporting the YEP project. S/he provides technical oversight, anticipates and mitigates operational risks, sustains uninterrupted service delivery under changing conditions, and advises management on facility, logistics, and service delivery requirements. S/he supervises Site support staff and ensures all site services operate according to established standards.
Job Duties:
Maintains, updates, and analyzes the Site tracker and related operational data to identify trends, inefficiencies, or emerging risks.
Proactive Service Delivery, Continuity, and Risk Management
Anticipates operational delays, supply gaps, maintenance needs, or service disruptions and proactively implements remedial actions to ensure timely delivery of services.
Develops and implements preventive maintenance schedules for generators, community center facilities, water systems, and other key site infrastructure.
Ensures uninterrupted delivery of quality services across shifting operational or environmental conditions (fuel shortages, weather changes, staffing gaps, supply delays).
Evaluates the impact of changing conditions on service delivery and adapts processes, staffing plans, or workflows to maintain continuity.
3. Internal Engagement and Team Oversight
Serves as the focal point for internal operational requests and ensures timely communication on service status, delays, or adjustments.
4. External Engagement and Management Advising
Coordinates with logistics, operations, and fleet teams in Duhok and Erbil to resolve complex issues related to procurement, vehicle allocation, maintenance, and compliance documentation.
5. Inventory, Procurement Coordination, and Financial Tracking
Monitors fuel consumption, generator usage, and monthly invoicing documentation to ensure accuracy and accountability.
6. Fleet Support and Compliance
Ensures timely vehicle allocation and coordinates with Fleet focal points in Duhok and Erbil on maintenance, repairs, registration, and compliance documentation.
Identifies patterns in vehicle usage or maintenance delays and provides recommendations to improve fleet efficiency for YEP program needs.

Education / Experience Needed
Bachelors Degree
Minimum 2 years working with international NGO in a logistics capacity
LANGUAGE
Fluency in Kurdish and Arabic required.
Proficiency in English is desired.
