- Organizational Background
Aid Gate Organization (AGO) is an independent, non-governmental and non-profit organization established in Iraq in 2014. AGO implements humanitarian, development, resilience, livelihoods, agriculture, economic empowerment, protection, social cohesion, and institutional capacity-strengthening programmes in partnership with national and international organizations.
AGO is implementing the Economic Empowerment Pathways Pilot in partnership with the World Food Programme (WFP). The project supports vulnerable Social Safety Net households through tailored pathways to employment, self-employment, enterprise development, and sustainable livelihoods.
- Position Summary
The Community Mobilizer will serve as the project’s primary point of contact with targeted households and communities. The postholder will support community outreach, information dissemination, beneficiary registration, household visits, activity mobilization, participant follow-up, referrals, feedback collection, and field documentation.
The Community Mobilizer will ensure that community members receive accurate, clear, accessible, and consistent information about the project’s objectives, eligibility criteria, selection process, available services, participant responsibilities, and complaints mechanisms.
The postholder will work closely with Social Safety Net households, social workers, agricultural extension workers, local authorities, training providers, employers, and the project team. All duties must be performed neutrally, transparently, respectfully, and without making unauthorized promises or influencing beneficiary selection.
- Key Responsibilities
- Community Outreach and Information
- Conduct community outreach and information activities in assigned locations.
- Explain project objectives, eligibility criteria, selection procedures, available services, timelines, and participant responsibilities.
- Use only approved key messages and communications materials.
- Inform community members that participation and project services are free of charge.
- Clearly explain that registration does not automatically guarantee selection or assistance.
- Avoid making unauthorized promises regarding employment, productive assets, loans, cash, training, or other support.
- Disseminate information through household visits, community meetings, telephone calls, information sessions, and other approved channels.
- Identify and correct misinformation, rumours, and unrealistic expectations.
- Report recurring questions, concerns, rumours, or community tensions to the Field Coordinator.
- Ensure outreach activities remain neutral and are not influenced by political, tribal, religious, family, or personal interests.
- Beneficiary Identification and Mobilization
- Support the identification and mobilization of potentially eligible Social Safety Net households.
- Coordinate outreach with social workers, agricultural extension workers, government focal points, and community stakeholders.
- Ensure all potentially eligible participants have a fair opportunity to receive information and register.
- Conduct targeted outreach to women, persons with disabilities, and vulnerable or hard-to-reach households.
- Identify barriers related to mobility, literacy, care responsibilities, communication, safety, disability, or social restrictions.
- Inform the Field Coordinator about barriers requiring accommodation or alternative outreach arrangements.
- Mobilize selected participants for assessments, orientation, training, coaching, referrals, distributions, workplace learning, and follow-up.
- Confirm participant availability and communicate activity dates, locations, requirements, and changes.
- Follow up with participants who miss appointments or activities.
- Document reasons for absence, withdrawal, refusal, or inability to participate.
- Registration and Documentation Support
- Support beneficiary registration, screening, verification, assessment, and enrolment.
- Explain the purpose of data collection and obtain informed consent.
- Assist participants to understand and complete registration forms without influencing their answers.
- Collect only information authorized and necessary for project implementation.
- Check documentation for completeness, legibility, consistency, signatures, and dates.
- Support verification of participant identity, contact details, household information, and eligibility documents.
- Refer incomplete, inconsistent, duplicate, or potentially inaccurate records to the MEAL Assistant and Field Coordinator.
- Submit completed forms and supporting documents within established deadlines.
- Never alter, fabricate, replace, or conceal beneficiary information.
- Maintain confidentiality and protect documents during collection, transport, submission, and storage.
- Household Visits and Economic Assessments
- Arrange and conduct household visits according to approved schedules and procedures.
- Support social workers, agricultural extension workers, and technical staff during household economic assessments.
- Explain assessment procedures and participant rights before collecting information.
- Assist in gathering information about household composition, skills, experience, income sources, productive assets, labour availability, livelihood interests, and access barriers.
- Observe relevant household circumstances without making personal or unsupported judgements.
- Record information accurately and distinguish observed facts from participant statements.
- Respect household privacy, culture, dignity, and informed choice.
- Avoid entering unsafe locations or conducting visits in ways that place staff or participants at risk.
- Report urgent protection, safeguarding, access, or safety concerns through approved channels.
- Do not independently investigate or provide specialized protection case management.
- Participant Orientation
- Support orientation sessions for registered and selected participants.
- Explain the project’s economic empowerment pathways and available forms of support.
- Inform participants about training attendance, coaching, assessment, workplace, and follow-up expectations.
- Explain participant rights, prohibited conduct, safeguarding standards, and complaints channels.
- Clarify that participants must not pay staff, trainers, employers, government personnel, or intermediaries to access services.
- Ensure participants understand that they can raise concerns without retaliation.
- Use plain language and adapt explanations for people with low literacy or communication barriers.
- Check participant understanding and refer technical questions to the relevant project staff.
- Distribute approved orientation and information materials.
- Activity Mobilization and Attendance
- Contact participants before scheduled project activities.
- Confirm attendance and communicate the time, venue, transport arrangements, required documents, and other instructions.
- Support participant reception, registration, seating, accessibility, and orientation at activity venues.
- Maintain or support accurate attendance records.
- Immediately report unexplained discrepancies between participant lists and actual attendance.
- Follow up on late, absent, or withdrawing participants.
- Assist in organizing training, coaching, meetings, workshops, assessments, and distribution activities.
- Ensure activity venues are accessible and participants are treated respectfully.
- Support orderly and transparent activity delivery.
- Avoid signing attendance or receipt documents on behalf of participants.
- Training, Coaching and Pathway Follow-up
- Maintain regular contact with assigned participants throughout their economic empowerment pathway.
- Follow up on training attendance, completion, coaching participation, assessments, employment, enterprise, and referral progress.
- Encourage participants to attend and actively engage without applying pressure or coercion.
- Identify practical barriers affecting participation and communicate them to the Field Coordinator.
- Refer technical, financial, market, employment, agricultural, or protection questions to the responsible specialist.
- Support scheduling of coaching, mentorship, business-planning, and follow-up sessions.
- Document participant progress and changes in contact information or circumstances.
- Support pathway review when participants experience significant barriers or changes.
- Never provide unapproved technical, financial, legal, medical, or protection advice.
- Productive Asset and Enterprise Follow-up
- Inform approved participants about productive asset verification and distribution arrangements.
- Support beneficiary identity verification during distributions.
- Assist in organizing safe, transparent, and orderly handover activities.
- Ensure participants understand the documents they are signing.
- Do not sign receipt, handover, or verification forms on behalf of beneficiaries.
- Conduct follow-up visits to confirm that assets were received, retained, installed where necessary, and used for the approved livelihood activity.
- Record participant feedback on asset quality, functionality, suitability, and supplier support.
- Report damaged, missing, substituted, sold, diverted, unused, or inappropriate assets.
- Support enterprise follow-up and collect basic information on business operation and challenges.
- Refer technical enterprise concerns to the relevant specialist or trainer.
- Employment and Workplace Follow-up
- Support communication with participants undertaking workplace learning, apprenticeships, interviews, or employment placements.
- Confirm participant attendance and basic workplace conditions.
- Collect participant feedback on learning, supervision, treatment, safety, working hours, and accessibility.
- Inform participants of available workplace complaint and reporting channels.
- Report signs of exploitation, harassment, discrimination, unsafe work, unpaid labour, or abuse of authority.
- Refer employment-related technical issues to the Field Coordinator or relevant specialist.
- Do not negotiate wages, contracts, or employment conditions unless formally authorized.
- Maintain confidentiality and avoid confronting employers about sensitive complaints.
- Immediately refer urgent safeguarding concerns through established procedures.
- Feedback and Accountability
- Inform participants and communities about AGO’s complaints and feedback channels.
- Encourage honest feedback without influencing participants’ responses.
- Receive routine questions and feedback respectfully.
- Record and refer feedback using approved tools and procedures.
- Maintain confidentiality, particularly for complaints and sensitive concerns.
- Do not promise a specific outcome or resolution timeframe unless officially established.
- Never investigate sensitive allegations independently.
- Immediately refer complaints involving safeguarding, exploitation, abuse, harassment, fraud, corruption, or retaliation.
- Support beneficiary satisfaction interviews and community consultations when requested.
- Communicate approved responses to communities and participants to help close the feedback loop.
- Safeguarding, Protection and Inclusion
- Treat all participants with dignity, respect, neutrality, and non-discrimination.

- Support MEAL staff with beneficiary verification, surveys, interviews, monitoring visits, and follow-up calls.
- Collect information accurately using approved paper or digital tools.
- Check forms before submission and correct errors only through authorized procedures.
- Record information exactly as provided and avoid leading participants.
- Support post-training, post-assistance, employment, enterprise, and satisfaction monitoring.
- Submit data and supporting documentation according to established deadlines.
- Protect tablets, phones, forms, and other data-collection materials.
- Report lost documents, devices, data breaches, or unauthorized access immediately.
- Participate in data-quality checks and respond to clarification requests.
- Never share beneficiary lists, telephone numbers, identification documents, or other personal data through unauthorized channels.
- Community and Stakeholder Coordination
- Maintain respectful working relationships with community representatives, government staff, local authorities, social workers, agricultural extension workers, and service providers.
- Coordinate field-level schedules and participant communication under the direction of the Field Coordinator.
- Attend relevant community and project meetings.
- Record key concerns, requests, and agreed actions.
- Avoid representing personal opinions as official AGO positions.
- Refer policy, contractual, political, media, or sensitive questions to the Field Coordinator.
- Do not authorize activities, commitments, payments, beneficiary selection, or external communications.

- Reporting and Recordkeeping
- Prepare daily or weekly field updates as requested.
- Maintain accurate records of outreach, household visits, registration, attendance, follow-up, referrals, and community feedback.
- Submit complete documentation to the Field Coordinator within required deadlines.
- Maintain an updated list of assigned participants and their activity status.
- Report barriers, complaints, risks, security issues, safeguarding concerns, and implementation delays promptly.
- Contribute field observations and participant feedback to project review meetings.
- Ensure all reports are factual, objective, and supported by field records.
- Keep project documentation secure and organized.
- Other Responsibilities
- Attend staff meetings, training, briefings, and performance-review sessions.
- Follow approved movement, security, communication, and check-in procedures.
- Protect and responsibly use project-issued equipment and materials.
- Comply with AGO’s administrative, financial, security, safeguarding, confidentiality, and operational policies.
- Perform other relevant community-mobilization duties assigned by the Field Coordinator.

- Timely reporting of access, safeguarding, integrity, and implementation risks.
Organized and confidential participant documentation
- Minimum Qualifications and Experience
Education
- Diploma or bachelor’s degree in social sciences, community development, business administration, agriculture, education, public administration, social work, or another relevant field.
Professional Experience
- At least two years of relevant experience in community mobilization, outreach, beneficiary support, livelihoods, social protection, humanitarian assistance, development programming, or field data collection.
- Experience conducting household visits, community meetings, registration, surveys, or participant follow-up.
- Experience working with vulnerable households, women, and persons with disabilities.
- Experience supporting livelihoods, vocational training, employment, agriculture, entrepreneurship, or economic empowerment activities is an advantage.
- Previous experience with NGOs, UN agencies, government social-protection programmes, or WFP-funded projects is desirable.
- Strong knowledge of the assigned communities and Baghdad operating context is required.
