Project Name: The Wiqaya project, Resilient Nature‑Based Water Solutions (RNBWS) Pilot Implementation

Location: Dhi Qar

Duration: 8 sessions (Each session 3 days) throughout August and September 2026

1- Background

Sand and dust storms (SDS) represent a severe and increasing hazard in southern Iraq. The Wiqaya project, funded by the UK Foreign, Commonwealth & Development Office (FCDO), aims to mitigate anthropogenic drivers of SDS in Nasiriyah and to generate evidence for regional scale-up. Component 2 focuses on community-led Resilient Nature-Based Water Solutions (RNBWS) that integrate nature-based water management with agricultural practices to restore degraded land, reduce wind erosion, improve water security, and strengthen livelihoods.

As the implementing partner, the Women Empowerment Organization (WEO) — a women-led Iraqi NGO established in 2004, operating across 11 governorates including a long-standing presence in Nasiriyah — is responsible for facilitating participatory co-design, overseeing field implementation under IWMI's technical guidance, ensuring inclusive and conflict-sensitive delivery, documenting lessons, and linking interventions to livelihoods and markets.

2- Scope of Work

The selected Trainer will be responsible for:

• Curriculum Development (two modules), one: Basic RNBWS module (community members & farmers), and two: Advanced operation and management & adaptive management (practitioners, local authority staff, Water usage association leaders).

• Draft a detailed, three-day agenda for the 8 sessions.

• Prepare all session materials: PowerPoint presentations for both participants, community members, farmers and a different PowerPoint presentation for local authority staff, Water usage association leaders).

• All the training material must be created by the trainer in English and translated into Arabic, ensuring accessibility and cultural relevance.

• Training Delivery: Use a blended learning approach combining clear explanations with practical demonstrations and real-life examples, adopting a hands-on, low-tech methodology that prioritizes experiential learning over lecture-based delivery.

• Speak in clear Arabic (and local dialects) and check comprehension continually.

• Evaluation & Reporting: Compile a concise Training Report within one week of completion of training, including:

- Overview of participant profiles and attendance.

- Summaries of key exercises

- Recommendations for follow-up

- Operation and maintenance committee list

- Pre- and Post-Assessment Surveys: Surveys conducted before and after capacity-building activities can provide insights into the knowledge gained and skills improved.

3- Deliverables & Timeline

Deliverable Deadline:

• Inception Meeting to Review ToR and goring through the activity plan: Second week of August 2026.

• Submit Agenda & Materials (Both Arabic and English versions). Second week of August

• First days trainig will start in August 16, 2026 and will continue until mid of September 2026

4- Consultant Qualifications

• Degree or diploma in Agriculture, Water Management, Natural Resources, or related field.

• Minimum 3 years’ experience training low-literacy adult farmers on basic techniques.

• Fluent in Arabic and good basic English

• Skilled in using visual teaching tools and facilitation methods for non-literate audiences.

• Patient, respectful of local customs, and experienced in women’s empowerment.

6- Selection Process

• Longlist based on compliance with minimum requirements.

• Technical evaluation, scoring and shortlisting.

• Interviews with top 3 candidates.
