Job Description

Project Summary
The proposed project aims to strengthen women’s economic participation in Dhi Qar and Halabja by addressing the individual, institutional, and structural barriers that limit women’s access to employment, entrepreneurship, and financial services. The project adopts an integrated approach that combines women’s economic empowerment with private sector engagement, institutional strengthening, and multi-stakeholder collaboration.
Job Summary
The Finance Assistant, under the direct supervision of the Director of Operations and Finance, will manage and coordinate day-to-day finance issues, including budgeting, budget control, cross-checking all expenditures, overseeing sub-grants, producing cash forecasts, and keeping finance and asset records, and support the logistics staff.
Duties and Responsibilities
Under the direct supervision of the Director of Operations and Finance, the Finance Assistant shall perform the following duties:
· Support the financial management of the project and assist in preparing accurate financial reports for submission to management and donors in a timely manner.
· Monitor and record all project-related incoming and outgoing funds, ensuring compliance with organizational policies, donor regulations, and financial procedures.
· Assist in budget monitoring, financial control processes, and preparation of project budget forecasts, and provide financial information to support effective project implementation.
· Organize, track, and reconcile staff and activity advances, ensuring timely settlement and proper supporting documentation.
· Prepare payment vouchers and verify that all payment requests are properly supported, reviewed, and approved in accordance with organizational and donor requirements.
· Monitor project expenditures to ensure that costs are charged to the correct budget lines and remain within approved project budgets.
· Track budget utilization and expenditure trends to ensure efficient use of project funds and timely implementation of planned activities throughout the project lifecycle.
· Review procurement and purchase documentation to ensure all required procurement procedures have been completed before payments are processed and submitted for approval.
· Maintain complete and accurate financial records, supporting documents, and filing systems for all project financial transactions and activities.
· In coordination with the Director of Operations and Finance and Project Coordinator, assist in preparing payroll and other project-related staff payments.
· Assist in preparing, reviewing, and maintaining donor financial documentation, agreements, budgets, and related financial records.
· Record and reconcile all payable and receivable transactions related to project activities within the accounting system and financial records.
· Maintain and update project asset and inventory records on a regular basis and support periodic asset verification processes.
· Support project staff by providing guidance and orientation on financial procedures, budget compliance, cost-effective resource utilization, and donor requirements.
· Perform any other tasks or duties assigned by the Director of Operations and Finance to support the successful financial management and implementation of project activities related to women’s economic empowerment, private sector engagement, institutional strengthening, and multi-stakeholder collaboration.


Required Qualifications and Skills
· University degree in Accounting, Finance, Business Administration, Economics, or a related field.
· At least three years of experience in accounting, finance management, budget monitoring, and financial reporting with NGOs, development projects, or donor-funded programs.
· Very good interpersonal, verbal, and written communication skills, with the ability to coordinate effectively with project staff, partners, service providers, and stakeholders.
· Very good language skills in Kurdish, Arabic, and English.
· Strong computer skills, including advanced proficiency in Microsoft Office applications, particularly Excel, and familiarity with accounting and financial management systems.
· High professional ethical standards, integrity, accountability, and commitment to transparency in a diverse workplace.
· Ability to maintain the highest degree of discretion and confidentiality when handling financial records, payroll information, and donor-related documentation.
· Willingness and ability to conduct field visits and travel to project locations and other cities as required to support financial monitoring and project implementation.
· Flexibility to work extended hours or weekends when required to meet financial deadlines, reporting requirements, and project operational needs.
