Job Description

Aim of the position:

The objective of this position is to support the overall implementation, coordination, and quality assurance of the project “InGrowth (Inclusive Work and Growth): Pathways for economic development and job inclusion (AICS 13100/01/0)” ensuring effective and coherent delivery across all project components in the target areas.

The Project Assistant will support overall project coordination, facilitating communication between field teams and project planning, and contributing to maintaining an overview of activities implemented across the three governorates.

The position will work in close coordination with Field Coordinators ensuring timely execution of activities, identification of operational challenges, and alignment with agreed workplans and targets.

The role will contribute to all key project components, including vocational training, internships, job linkage mechanisms, private sector engagement, and stakeholder coordination, ensuring internal coherence across interventions and alignment with project objectives and donor requirements.

The Project Assistant will undertake regular field missions to the target governorates when required to support coordination, monitoring, and quality assurance of implementation.

Given the broad context of the project, the Project Assistant will also work in close contact with the Country Representative and Area Coordinator to ensure strong coordination and liaison with local authorities, governmental departments and other actors in Federal Iraq for AVSI Iraq.

 

Duty Station: Baghdad with regular missions to Baghdad (Abu Ghraib and Shu’ala), Qadissiya (Diwaniyah) and Thi Qar (Nassiriyah) and other locations within Federal Iraq

Language: English (C1) and Arabic

Reporting to (Counselor): Project Manager

Level: Mid-Level to Senior

Salary: 1,633 – 1,700 USD net

 

Main tasks and responsibilities:

The selected expert will be responsible for:

  • Project coordination and implementation of project activities:
    • Support overall coordination of project components, ensuring consistency and harmonization across activities and governorates;
    • Maintain an integrated overview of implementation progress and key deliverables;
    • Liaise with Field Coordinators to support field-level implementation, planning, and logistical preparation of activities;
    • Support internal coordination meetings and follow up on action points;
    • Undertake field missions to target governorates when required to support implementation, monitoring, and quality assurance;
    • Contribute to monitoring activities, documentation of results, and collection of supporting evidence;
    • Provide cross-cutting operational and administrative support across all project components.
  • Stakeholder and partner coordination:
    • Support communication and coordination with key stakeholders within the project (MOLSA, Chambers of Commerce, TVET centres, private sector actors, local authorities, CSOs,ecc);
    • Assist in organizing coordination meetings, workshops, and stakeholder events;
    • Ensure timely flow of information between field actors and project management;
    • Support preparation of materials and documentation for stakeholder engagement activities.
  • Administrative and logistical support:
    • Support procurement and logistics processes for project activities;
    • Assist in preparation of attendance sheets and supporting documentation;
    • Ensure compliance with internal procedures and donor requirements
  • Coordination and Liaison:
    • Coordinate with DNGO, ministries, governorates and local authorities in Federal Iraq in coordination with the Project Manager, Area Coordinator and Country Representative.
    • Prepare and follow up on access letters and movement authorizations.
    • Support in managing visa applications, renewals, and residency permits for expatriates in coordination with the Project Manager, the Area Coordinator and the Country Representative.
    • Facilitate coordination between staff of Federal Iraq projects and local authorities.
    • Maintain records of permits, visas, and official correspondence in coordination the Project Manager, with the Area Coordinator and the Country Representative.
    • Support registration, legal documentation and administrative clearances in coordination with the Project Manager, the Area Coordinator and the Country Representative.

 



Essential requirements:

  • University degree in International Development, Social Sciences, Economics, Business Administration, or related fields;
  • Minimum 4 years of experience in project support, coordination, or implementation roles;
  • Experience in multi-location projects and decentralized implementation structures;
  • Experience working with international NGOs or donor-funded projects;
  • Strong knowledge of Iraqi administrative procedures and strong relations with Iraqi local authorities and representatives.
  • Good understanding of monitoring, evaluation, and reporting systems;
  • Excellent written and spoken English.

Required skills and experiences:

  • Strong coordination, planning, and organizational skills;
  • Ability to manage multiple workstreams simultaneously in complex environments;
  • Strong communication and interpersonal skills, with ability to work in multicultural teams;
  • Ability to work effectively with field teams and technical units (including MEAL);
  • Strong analytical skills and attention to detail;
  • High level of autonomy, problem-solving capacity, and proactivity;
  • Willingness and availability to travel frequently to field locations;
  • Proficiency in MS Office (Word, Excel, PowerPoint).
