Job Description

Purpose of the Role

The Logistics & Procurement Officer is responsible for managing procurement and logistics functions to support effective project implementation. The role ensures that goods, services, and works are procured efficiently, transparently, and in compliance with donor requirements and organizational policies, while maintaining complete and audit-ready documentation. The position also coordinates logistical arrangements for project activities across multiple locations.

Key Duties and Responsibilities

  1. Procurement Management

Develop and maintain the project procurement plan in line with approved work plans and budgets.

Manage end-to-end procurement processes, including market assessments, solicitation of quotations, tendering, bid evaluations, contract preparation, delivery verification, and payment documentation.

Ensure all procurement activities comply with applicable donor regulations and Cordaid procurement policies.

Coordinate procurement processes with programme teams to ensure timely delivery of project activities.

Monitor supplier performance and maintain effective supplier relationships.

  1. Procurement Compliance and Documentation

Maintain complete, accurate, and audit-ready procurement files for all procurement processes.

Ensure appropriate approvals and supporting documentation are obtained before contract award and payment processing.

Support internal and external audits by providing procurement documentation as required.

  1. Logistics and Operational Support

Coordinate logistics for trainings, workshops, meetings, and other project activities, including venues, transportation, accommodation, catering, and training materials.

Arrange travel and logistical support for staff, consultants, technical experts, evaluators, and visitors.

Coordinate visa support documentation and related administrative requirements where applicable.

  1. Fleet and Asset Management

Monitor vehicle utilization, maintenance schedules, logbooks, and compliance with safety requirements.

Maintain an accurate asset register and ensure assets are properly tagged, recorded, and periodically verified.

Prepare asset documentation related to transfers, disposals, and project close-out requirements.

  1. Coordination and Reporting

Coordinate closely with Finance to ensure timely processing of procurement-related payments.

Provide procurement and logistics updates to management and project teams.

Maintain organized physical and electronic filing systems in line with document retention requirements.

  1. Continuous Improvement

Identify opportunities to strengthen procurement and logistics systems and improve operational efficiency.

Promote transparency, accountability, and compliance in all procurement and logistics activities.

  1. Other Duties

Perform any other duties as assigned by the Program & Operations Director / Country Manager.

 



Required Qualifications and Experience

Education

  • Bachelor's degree in Supply Chain Management, Procurement, Logistics, Business Administration, or a related field.

Experience

  • Minimum of three years of relevant experience in procurement and/or logistics, preferably within NGOs.
  • Experience managing competitive procurement processes and maintaining procurement documentation.
  • Experience supporting logistics for trainings, events, and field operations.
  • Experience working on donor-funded projects, particularly EU-funded programmes, is highly desirable.

Technical Skills

  • Strong knowledge of procurement principles and supply chain management practices.
  • Familiarity with donor procurement requirements and organizational procurement policies.
  • Strong organizational, analytical, and documentation skills.
  • Proficiency in Microsoft Office applications, particularly Excel.

  • Fluency in Arabic and English, both written and spoken, is required.
  • Knowledge of Kurdish is an advantage.
