Your Guide to Joining the Work-Based Learning (WBL) Programme Empowering Young Women and Men Through Skills and Decent Work 

Dear Applicant, 

The Work-Based Learning Programme gives you the chance to build practical, market-relevant skills inside real enterprises (business) - not in a classroom. 

You will: 

  • Learn by doing real tasks and producing actual goods or services 
  • Receive mentoring from experienced workplace staff, vocational instructors from Vocational training cntres and coaches 
  • Develop both technical skills and the employability skills employers demand today 
  • Gain valuable work experience that opens doors to decent jobs or entrepreneurship 
  • Select from range of occupations informed by Skills need assessment in each governorate  

This is your opportunity to turn potential into progress and to contribute to stronger communities. 

? Locations: Erbil, Dohuk, and Ninewa governorates. 
⏱️ Duration: 20–40 training days, depending on the occupation. 
 Support: Daily transportation allowance provided for days attended (subject to programme guidelines). 
? Cost: Completely free of charge. 

 Who Can Apply? (Eligibility Criteria) 

We design the programme to be fair, inclusive, and impactful. You are welcome to apply if you meet the basic criteria below. 
 
You are a Job seeker: only job seekers will be accepted in the program, registered individuals in the DOLSA database (Jobseekers portal)will be prioritized, you can register now to be eligible. 

Age: 

  • 18–30 years old (women and men) 
  • Women aged 30–40 may also be considered to promote gender balance 

Population Groups (target balance): 
Host community members, Internally Displaced Persons (IDPs), Returnees and Syrian refugees living in the Kurdistan Region of Iraq (KRI)   

Persons with Disabilities 

  • At least 2% of places reserved for persons with disabilities 
  • Reasonable accommodations will be provided wherever possible 

Vulnerability & Priority Groups: Priority is given to those who: 

  • Are economically or socially disadvantaged 
  • Are not in employment, education, or training (NEET) 
  • Have limited income or job opportunities 
  • Are caretakers of children exposed to child labour 

Education: All levels are welcome,  from no formal education to university degrees.

You must currently live in one of the following areas: 

Kurdistan Region of Iraq (KRI) 

  • Erbil Governorate 
  • Dohuk Governorate 

Ninewa Governorate 

  • Mosul City (East and West banks of the river) 
  • Surrounding rural and peri-urban districts 

Please clearly indicate your governorate, district, and neighbourhood on the application form.

You may choose up to three (3) occupations/ Training Programme. Training is tailored to local labour market needs and the availability of host enterprises.

Selection Process 

Submitting an application does not guarantee selection. We aim to choose the most suitable and motivated candidates while respecting all inclusion targets. 

Selection is based on: 

  • Meeting eligibility criteria 
  • Level of vulnerability 
  • Motivation and commitment to complete the full programme 
  • Overall balance across gender, population groups, and locations 

Shortlisted candidates will be contacted by phone or WhatsApp for interview with technical committees where final selection will be taken. 



Your Commitment as a Participant: 

If selected, you agree to: 

  • Attend all scheduled training days 
  • Respect workplace rules and maintain professional behaviour 
  • Follow Occupational Safety and Health (OSH) instructions at all times 
  • Cooperate fully with company trainers, supervisors, and programme staff 

Consistent attendance and positive attitude are essential. Failure to meet these expectations may result in exclusion from the programme.
