Position Summary
The Project Manager will serve as the lead operational and managerial focal point for the implementation of the BIDAYA Project across Erbil, Duhok, and Sulaymaniyah governorates. The role is responsible for the overall day-to-day management, coordination, supervision, monitoring, and reporting of the project in line with donor requirements, organizational policies, approved workplans, and project objectives.
The Project Manager will lead project implementation teams, supervise field coordinators and project staff, maintain high-level coordination with Oxfam, government institutions, TVET directorates, Chambers of Commerce, private sector actors, employers, and community stakeholders, and ensure high-quality delivery of livelihoods, vocational training, employment, entrepreneurship, and economic inclusion interventions.
The position requires a strong leader with demonstrated experience managing donor-funded livelihoods and economic recovery projects, excellent reporting and coordination skills, and strong professional relationships within the Kurdistan Region of Iraq.
Key Responsibilities
1. Project Management and Leadership
· Lead and manage the overall implementation of the BIDAYA project in line with approved workplans, timelines, budgets, donor regulations, and organizational policies.
· Develop detailed implementation plans, operational schedules, and activity tracking systems to ensure timely and high-quality delivery.
· Ensure achievement of project targets, indicators, deliverables, and contractual obligations.
· Identify operational risks and implementation challenges and ensure timely corrective actions and mitigation measures.
· Serve as KOHRW’s primary managerial focal point for the project and represent the organization in all project-related coordination processes.
· Ensure effective communication and coordination with Oxfam and all relevant stakeholders.
2. Team Supervision and Coordination
· Supervise field coordinators, project staff, consultants, and service providers involved in project implementation.
· Ensure accountability, discipline, performance management, and quality implementation across all project locations.
· Conduct regular coordination meetings, operational follow-up sessions, and implementation reviews with project teams.
· Monitor staff performance and ensure timely follow-up on assigned tasks and deliverables.
· Promote teamwork, professionalism, safeguarding, and compliance within the project team.
3. Technical Oversight
· Oversee implementation of livelihoods and economic inclusion interventions, including:
o Multi-Purpose Cash Assistance (MPCA)
o Technical and Vocational Education and Training (TVET)
o Entrepreneurship and business development support
o MSME strengthening and private sector engagement
o Apprenticeship and job placement initiatives
o Coaching and mentoring activities
· Ensure all interventions are market-driven, gender-responsive, protection-sensitive, and aligned with project objectives.
· Support labor market assessments, business opportunity mapping, and market systems analysis.
· Ensure transparent and accountable beneficiary targeting and selection processes.
· Ensure quality delivery of training, employability, and enterprise support activities.
4. Stakeholder and External Coordination
· Build and maintain strong working relationships with:
o Oxfam
o Government institutions
o TVET Directorates
o Chambers of Commerce
o Employers and private sector actors
o NGOs, UN agencies, and community stakeholders
· Facilitate partnerships with businesses and employers to support internships, apprenticeships, and job placement opportunities.
· Represent the project in coordination meetings, working groups, donor meetings, and stakeholder forums.
· Support community engagement and accountability mechanisms to ensure meaningful participation of beneficiaries, especially women and youth.
5. Monitoring, Reporting, Accountability, and Compliance
· Monitor project progress against approved indicators, targets, and implementation schedules.
· Ensure timely and accurate data collection, verification, analysis, documentation, and reporting.
· Coordinate baseline assessments, monitoring activities, post-distribution monitoring (PDM), and endline evaluations.
· Prepare high-quality donor and internal reports covering progress, achievements, risks, challenges, lessons learned, and recommendations.
· Ensure proper archiving and documentation of project records, evidence, reports, and supporting documents.
· Ensure full compliance with donor regulations, safeguarding standards, procurement procedures, financial controls, and KOHRW organizational policies.
· Coordinate closely with finance, procurement, MEAL, and program teams to ensure compliance and implementation quality.
6. Financial and Operational Oversight
· Monitor project expenditures and budget utilization in coordination with finance and program departments.
· Support procurement planning, operational coordination, logistics, and vendor management processes.
· Review operational and supporting documentation to ensure completeness, quality, and compliance.
· Ensure implementation remains audit-ready and fully compliant with donor and organizational requirements.
· Bachelor’s degree in International Development, Business Administration, Economics, Social Sciences, Project Management, or related field. Master’s degree is an asset.
· Minimum 5 years of progressively responsible experience managing humanitarian or development projects, preferably in:
o Livelihoods
o Economic recovery
o Youth employment
o TVET
o MSME development
o Resilience programming
· Proven experience managing donor-funded projects and preparing donor reports.
· Strong understanding of livelihoods programming, TVET systems, private sector engagement, MSME support, and market systems approaches.
· Demonstrated experience coordinating with government institutions, Chambers of Commerce, TVET centers, NGOs, and private sector actors within the Kurdistan Region of Iraq.
· Strong professional relationships and networking capacity with relevant institutions and stakeholders is highly desirable.
· Experience supervising project teams and field staff.
· Excellent project planning, monitoring, reporting, organizational, and communication skills.
· Ability to independently manage operational challenges and make timely implementation decisions under pressure.
· Excellent English drafting, reporting, and communication skills are mandatory.
· Arabic and/or Kurdish language skills are highly desirable.
· Experience working with Oxfam, UN agencies, NRC, DRC, Mercy Corps, GIZ, or similar international organizations is considered an advantage.
