Job Description

Background

Kurdistan Organization for Human Rights Watch (KOHRW) is implementing the project “Building for Peace through Inclusive Service Delivery and Accountable Local Governance in Sinjar and Daquq” under the Nabni – Building for Peace (B4P) Facility. The project works with consortium partners, local authorities, and communities to strengthen trust and cooperation, improve fair and reliable access to water, health, and education services, and promote more responsive and accountable local governance in Sinjar and Daquq. The programme combines peacebuilding, inclusive dialogue, conflict-sensitive infrastructure rehabilitation, environmental and social risk management, and practical follow-up mechanisms with local authorities and communities.

Position Purpose

The Infrastructure Coordinator Engineer leads the technical planning, coordination, supervision, and quality assurance of all infrastructure-related interventions under Objective 2 of the project. The position ensures that water, health, and education rehabilitation activities are implemented in line with approved designs, Bills of Quantities (BoQs), workplans, donor requirements, and the Environmental and Social Commitment Plan (ESCP), while maintaining strong coordination with consortium partners, contractors, local authorities, and field-based technical staff.

Key Responsibilities

  1. Technical Leadership and Infrastructure Coordination
  • Lead the overall technical implementation and coordination of infrastructure and service improvement activities across Sinjar and Daquq.
  • Oversee technical planning for rehabilitation of boreholes, schools, and Primary Health Centres (PHCs), ensuring alignment with project objectives, validated site plans, and relevant directorate priorities.
  • Provide technical direction to site engineers, the WASH Specialist, and E&S Officers to ensure coherent delivery across all sites.
  • Review and validate technical designs, drawings, specifications, cost estimates, and BoQs before procurement and implementation.
  1. ESCP and ESHS Compliance Management
  • Lead the implementation and monitoring of the ESCP across the full infrastructure portfolio of the project.
  • Ensure environmental and social screening, site-specific ESMMPs/ESCOPs, OHS measures, labor management requirements, grievance arrangements, and contractor ESHS obligations are in place before and during works.
  • Coordinate with E&S Officers to ensure site-specific mitigation measures, monitoring checklists, incident reporting, and corrective actions are implemented effectively.
  • Ensure serious ESHS incidents are escalated and documented in line with Nabni and KOHRW procedures.
  1. Procurement and Contractor Management
  • Support preparation of technical tender packages, scopes of work, BoQs, and contractor technical evaluation inputs for all infrastructure-related procurements.
  • Ensure technical and ESHS requirements are embedded in procurement documents, contracts, and contractor supervision arrangements.
  • Participate in bid evaluation, contractor orientation, and kick-off meetings as required.
  • Monitor contractor performance, certify progress against approved works, and ensure timely correction of technical defects or ESHS non-compliance.
  1. Field Supervision and Quality Assurance
  • Lead regular technical monitoring visits to Sinjar and Daquq to verify construction quality, progress against schedule, material compliance, and site safety.
  • Review site reports, quality control records, testing results, and completion documentation submitted by field teams and contractors.
  • Ensure works are implemented in accordance with approved technical standards, relevant sector norms, and conflict-sensitive project commitments.
  • Support final inspections, snag lists, handover processes, and verification with authorities and community representatives.
  1. Coordination with Authorities and Partners
  • Coordinate closely with the Sinjar Health Directorate, Sinjar Education Directorate, Daquq Water Unit, Daquq Education Directorate, and other relevant authorities on technical approvals, implementation sequencing, and handover arrangements.
  • Work with consortium partners AOO and PFO to ensure field activities, community engagement, and technical implementation remain aligned.
  • Support technical discussions in joint validation meetings, review meetings, and site verification visits with stakeholders.
  1. Operations, Maintenance, and Sustainability
  • Guide development of O&M arrangements, manuals, responsibilities, and follow-up mechanisms for rehabilitated infrastructure.
  • Ensure sustainability measures are integrated into handover and post-rehabilitation planning, including maintenance responsibilities, operator training, and monitoring visits.
  • Support integration of safe access, inclusion, and usability considerations for women, men, children, and persons with disabilities across all sites.
  1. Reporting and Documentation
  • Prepare technical updates, site progress reports, risk notes, completion records, and inputs for donor, management, procurement, and audit documentation.
  • Maintain organized technical files for each site, including designs, BoQs, approvals, E&S documents, site visit notes, contractor records, and completion documentation.
  • Provide timely technical inputs to workplans, budget forecasts, procurement plans, and management reporting.


Education

  • Bachelor’s degree in Civil Engineering, Construction Engineering, Infrastructure Engineering, or a related field.
  • Master’s degree is an asset.

Experience

  • Minimum 7 years of relevant professional experience in infrastructure rehabilitation, construction supervision, or engineering project management in fragile or post-conflict settings.
  • Demonstrated experience managing multiple infrastructure sites and coordinating field engineering teams.
  • Strong experience with BoQ preparation/review, contractor supervision, quality assurance, and technical reporting.
  • Experience implementing or overseeing environmental and social compliance requirements for donor-funded works projects is required.
  • Experience with INGO, UN, KfW, World Bank ESS, or similar donor-funded infrastructure programming is a strong asset.

Skills

  • Strong knowledge of rehabilitation of public infrastructure, including schools, PHCs, water systems, solar systems, WASH facilities, and accessibility improvements.
  • Strong understanding of ESHS compliance, ESMP/ESCOP implementation, OHS, labor management, and contractor monitoring.
  • Excellent planning, coordination, problem-solving, and team management skills.
  • Ability to work under pressure, manage field risks, and support adaptive implementation in changing operational contexts.
  • Strong reporting, documentation, and stakeholder coordination skills.

Languages

  • Fluency in English required.
  • Arabic and/or Kurdish strongly preferred.
