Job Description

Background

Kurdistan Organization for Human Rights Watch (KOHRW) is implementing the project “Building for Peace through Inclusive Service Delivery and Accountable Local Governance in Sinjar and Daquq” under the Nabni – Building for Peace (B4P) Facility. The project works with consortium partners, local authorities, and communities to strengthen trust and cooperation, improve fair and reliable access to water, health, and education services, and promote more responsive and accountable local governance in Sinjar and Daquq. The programme combines peacebuilding, inclusive dialogue, conflict-sensitive infrastructure rehabilitation, environmental and social risk management, and practical follow-up mechanisms with local authorities and communities.

Position Purpose

The E&S Officer – Daquq supports implementation of the Environmental and Social Commitment Plan (ESCP) and all site-level environmental, social, labor, health, safety, and stakeholder-engagement requirements for project activities in Daquq. The position ensures that borehole and school rehabilitation, and all related field activities, are implemented in compliance with donor requirements, KOHRW procedures, and approved environmental and social instruments.

Key Responsibilities

  1. ESCP and Site-Level E&S Implementation
  • Support implementation of the ESCP in Daquq across all assigned project sites and activities.
  • Lead or support environmental and social screening, site-specific ESCOP/ESMMP preparation, risk registers, and mitigation tracking for borehole and school sites.
  • Ensure all required E&S instruments are in place and approved before commencement of works and updated as needed during implementation.
  1. Site Monitoring and Contractor Compliance
  • Conduct regular site visits to boreholes, schools, offices, and other project locations to monitor compliance with E&S mitigation measures, OHS requirements, labor standards, and contractor obligations.
  • Check use of PPE, safe work practices, waste management, traffic control, access and fencing, signage, and safe material storage at site level.
  • Document non-compliance issues and follow up on corrective actions with contractors, the Site Engineer, the WASH Specialist, and management.
  1. Labor, OHS, and Worker Grievance Requirements
  • Support implementation of labor management procedures for direct, contracted, and community workers engaged in Daquq activities.
  • Ensure workers are informed of codes of conduct, worker grievance mechanisms, SEA/SH provisions, and workplace safety requirements.
  • Support incident prevention, emergency preparedness, toolbox talks, and routine OHS monitoring during site activities.
  1. Stakeholder Engagement, GRM, and Conflict Sensitivity
  • Support implementation of stakeholder engagement and grievance mechanisms in line with project commitments and the social dynamics of Daquq.
  • Monitor whether project activities are implemented in an inclusive, transparent, and conflict-sensitive manner across Arab, Turkmen, and Kurdish communities.
  • Coordinate with programme and field teams to identify and address community complaints, E&S concerns, and site-related access or acceptance issues.
  1. Security-Related E&S Support
  • Contribute to site-specific security assessments, movement considerations, emergency preparedness procedures, and low-visibility protocols where relevant to project activities.
  • Support documentation of location-specific risks including access constraints, security incidents, community sensitivities, and operational mitigation measures.
  • Coordinate with management and field teams on incident reporting and site-level preventive measures.
  1. Reporting and Documentation
  • Maintain organized site-level E&S files including screening forms, monitoring checklists, corrective action logs, incident notes, attendance sheets, photos, and grievance records.
  • Prepare regular E&S monitoring updates and contribute to quarterly ESCP reporting, contractor performance monitoring, and donor reporting as required.
  • Ensure serious ESHS incidents are reported immediately through the required internal and donor channels.


Education

  • Bachelor’s degree in Environmental Science, Environmental Engineering, Occupational Health and Safety, Civil Engineering, Social Sciences, or a related field.

Experience

  • Minimum 3–5 years of relevant experience in environmental and social compliance, OHS, field monitoring, or safeguards implementation.
  • Experience supporting infrastructure, water, or school rehabilitation works in fragile or conflict-affected settings is strongly preferred.
  • Familiarity with ESMP/ESCOP, labor management, GRM, stakeholder engagement, and contractor monitoring is required.
  • Experience with World Bank ESS, donor-funded programmes, or similar safeguard frameworks is an asset.

Skills

  • Strong field monitoring and documentation skills.
  • Good understanding of E&S mitigation, OHS, labor standards, and grievance handling.
  • Ability to work with contractors, authorities, and communities in sensitive operational settings.
  • Strong communication, coordination, and report-writing skills.

Languages

  • Arabic and/or Kurdish required.
  • Working knowledge of English preferred.
