Job Description

Tearfund is looking for an experienced and strategic Program Manager to join our team in South Iraq and play a role in strengthening our country programme. This is an exciting opportunity for a committed professional who is passionate about influencing change, driving high-quality programmes, and ensuring impactful partnerships in alignment with Tearfund's Country Strategy.

This post holder will guide and support the partners with effective design, assessment, resourcing and monitoring of partner projects in support of the delivery of Tearfund's country strategy in Iraq, whilst ensuring projects reflect Tearfund Quality Standard commitments. Programme Manager will ensure that our programmes meet the highest standards of quality, accountability, safeguarding, and donor compliance.

Do you have the ability to strategically analyse context, build robust programmes, and manage complex operations with integrity and excellence? The ideal candidate will have:

  • University Degree or equivalent in a relevant field such as social sciences or development studies; or equivalent level of professional experience and competence
  • A minimum of 3 years of experience in DRR and Livelihood in a similar position is required..
  • Demonstrated experience in partnership management, including strengthening partner organisational and programmatic capacity.
  • Experience in implementing Disaster Risk Reduction/Management projects at community level/Project management experience.
  • Proven experience with project cycle management, monitoring, and compliance for donor-funded projects.
  • Detailed understanding of quality standards and accountability in development and humanitarian contexts.
  • Proven successful experience in managing and leading a field office or remote team.
  • Experience in delivering training or mentoring others in good programme practice.

The ideal candidate should also have:

  • Strong influencing, training, and mentoring skills for staff and partner organisations.
  • Excellent analytical and problem-solving skills, particularly related to complex programmatic challenges.
  • Excellent report writing, good knowledge of donor reporting, and facilitation skills.
  • Excellent written and verbal communication skills in Arabic and English.
  • Able to work in a fast-moving environment and comfortable with constant change.
  • Good managerial, organisational and administrative skills
  • Good IT skills (Google documents, Google mail, Excel and 
  • Excellent interpersonal and negotiation skills
  • Strong presentation and training skills

Please note that this role will be based in Basra, Iraq. Applicants must possess a valid passport/visa stating the right to live and work in Iraq.
