Job Description

Context/Reporting line:

Under the overall supervision of the Senior Programme Coordinator, and the direct supervision of the Programme Officer (Return and Reintegration), the incumbent will be responsible for the following:

Core Functions / Responsibilities

  1. Coordinate and contribute to the preparation of internal and external reports, including regular and ad-hoc narrative, impact, and statistical briefs, by coordinating inputs, conducting quality checks, and maintaining an up-to-date reporting calendar.
  2. Contribute to the design and implementation of qualitative and quantitative research and assessment methodologies, including the development of data collection tools, fieldwork planning, and coordination with relevant technical units to support studies on return and reintegration in Iraq.
  3. Serve as the unit’s MEAL focal point and coordinate monitoring processes, by tracking progress against objectives; supporting the establishment, implementation, and utilization of monitoring and evaluation frameworks; and coordinating the preparation, implementation, and follow-up of assessments and research activities.
  4. Analyze and present data for programmatic monitoring, reporting, and evaluation activities within the unit, facilitating the timely generation of evidence to inform decision-making and programme adjustments.
  5. Maintain and regularly update unit-wide data management trackers, ensuring accuracy, consistency, accessibility, and alignment with reporting, donor, and M&E requirements.
  6. Participate in the development of and maintain indicator-tracking tools, data collection instruments, databases, and SOPs to ensure data quality, integrity, and compliance with internal standards.
  7. Design and produce infographics, dashboards, and visual products to support analysis, strategic planning, and internal and external dissemination of results.
  8. Undertake additional analytical, reporting, and coordination tasks as required to support the effective functioning of the unit and the timely delivery of programme objectives.
  9. Lead the consolidation and monitoring of results frameworks and indicators, and support the development and application of institutional questionnaires, monitoring tools, and reporting frameworks to strengthen evidence-based programme implementation.
  10. Provide technical guidance to programme teams on the application of monitoring frameworks, indicator tracking, and data management tools to ensure consistency, data quality, and alignment with donor and institutional reporting requirements.
  11. Perform other duties as may be assigned


Required Qualifications

Education:

  • Bachelor’s degree in social sciences, international relations, development studies, from an accredited academic university or institution with five years of relevant professional experience, or
  • High school diploma with seven years of relevant experience.

EXPERIENCE:

  • Relevant work experience in programme support, management or operations.
  • Sound technical writing and reporting, including experience in crafting clear narrative and statistical reports for diverse audiences.
  • Data Management experience, ability to design, maintain, and assure the integrity of structured databases.
  • Background in research design and execution, including developing tools for data collection, codebooks, and analysis strategies.
  • Practical experience with Monitoring, Evaluation, Accountability, and Learning (MEAL) systems, such as tracking indicators and monitoring performance.

SKILLS:

  • Proficiency in data analysis and visualization, including Excel, Power BI, Tableau, or similar platforms to build dashboards and visual content.
  • Demonstrated ability to provide program management support within complex, multi-stakeholder environments.
  • Strong analytical and problem-solving skills, with a demonstrated capacity for strategic thinking and planning.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.

Languages:

  • Fluency in English, Kurdish, and Arabic is required.
