Objective: The PFL Field Officer 2 supports the implementation and monitoring of ICRC PFL activities in his AOR, under the supervision of the PFL Field Officer 3 (Head of Tracing). S/he interacts with affected population and individuals, understands, and responds to their PFL needs appropriately, represents the ICRC positively.
Key Responsibilities:
• Carries out PFL activities under the supervision of the line manager: Collection and follow up of Allegation of Arrests and Tracing cases, collection/distribution of Red Cross Messages/Salamat, Allegation of Detentions requests/distribution, etc.
• Contributes to the analyses of the security, socio-economic, cultural and political environment in which the ICRC is working, shares relevant information with team members and reports any changes in the situation. Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
• Understands the data life cycle, processes data with respect to data protection rules and ensuring data quality.
• Collects, compiles and translates PFL-related information, in line with existing guideline/workflows/forms, paying due attention to the staff risk management requirements.
• Consolidates and analyses information collected during the implementation of PFL activities (this may include participation to caseload analysis, or monitoring activities), suggesting relevant actions (individual follow up, interventions), corrective measures or adaptation of PFL actions when relevant.
• Helps to prepare, report and follow up on internal and external meetings, Also, prepares, participates in and reports on all aspects of field visits.
• Develops and maintains contact with authorities (within the scope of the AoR or specific region of responsibility), IRCS, the local population.
• Receives visits and/or carries out follow up calls with community contact center callers. Participates in the regular Ask for News exercise and ensure follow up contacts with beneficiaries of Protection services as required.
• Undertakes filing, archiving and other administrative tasks related to the follow up of the files (including individual cases) under her/his responsibility, the PFL office and field assignment.
• Updates the Prot6, as per established workflows and following the relevant data entry procedures.
• May be asked to support other activities not directly related to her/his responsibilities and/or replace team members as necessary.
• 3–5 years of work experience in a similar field with a public or non-governmental organization (NGO).
• University degree or equivalent relevant professional experience.
• Good geographical knowledge of the area covered by the Baghdad Sub-delegation.
• Excellent command of English and Arabic.
• Proficiency in computer use and common software applications.
