Objective: Under the supervision of the Field Team Leader, the Generalist Field Officer (GFO) contributes to ICRC's understanding of the political, security and humanitarian context as well as the mapping of actors of influence in South of Iraq.
The GFO supports the definition, coordination, implementation and monitoring of ICRC project and activities, including protection, in the AoR. S/He represents the ICRC at the local level and is the facilitator of ICRC's networking efforts with key stakeholders in the area.
Key Responsibilities:
Security Monitoring and Humanitarian Context Analysis
The GFO is responsible for maintaining an in-depth awareness of the security situation and humanitarian context in Southern Iraq. Key responsibilities include:
• Monitoring and analysing the political, security, socio-economic, and humanitarian environment in the Area of Responsibilities (AoR), with emphasis on conflict-related humanitarian needs.
• Providing timely analysis and updates to the Field Team Leader/Management and relevant departments.
• Advising on significant developments in humanitarian, political, economic, and security matters.
• Reporting on security incidents and context developments using ICRC tools and procedures on daily basis.
• Participating in field assessments of potential new areas of work, recommending appropriate mitigation measures, and advising on security developments.
• Ensuring all documents facilitating ICRC access and movement are shared with relevant security authorities.
Networking
Maintains and updates stakeholder mapping, ensuring engagement with key interlocutors in the AoR. S/He replaces the DHoSD during his absence on the IHL (International Humanitarian Law) /Islam file.
• Facilitates meetings and maintains contacts with local authorities, communities, and influential actors in line with the Sub-delegation's engagement plan.
• Represents the ICRC, strengthening its acceptance and reputation.
• Participates in humanitarian coordination meetings and working groups, contributing to mapping other actors’ activities.
• Drafts minutes of meetings and disseminates information on the ICRC’s mandate, activities, and mission.
Implementation of Protection and Assistant Programs
Under supervision of the Field Team Leader and in close coordination with the Deputy of the head of Sub delegation ( DHoSD), the Generalist field officer:
• Facilitates constructive protection dialogue with key stakeholders, including PMF, religious figures, and security forces.
• Facilitates team access to the field and contributes to activity assessments and implementation, especially protection-related activities (e.g Protection of civil population documentation).
• Develops and maintains contacts with key local interlocutors, coordinating with the DHoSD.
• Prepares and conducts dissemination sessions on ICRC protection activities and messages.
• Supports identification of affected populations and implementation of assistance and protection programs.
• Contributes to protection analysis and the development and follow-up of related activities.
• Supports assessment missions by introducing field teams to relevant interlocutors, sharing local analysis, and ensuring security follow-up.
• Assists with delivery of Red Cross Messages (RCMs) and AoDs, coordinating with the Protection Field Liaison (PFL) team.
• Maintains awareness of assistance department activities and identifies gaps in the humanitarian response.
• Supports the DHoSD in drafting field trip reports, multidisciplinary assessments, and other documentation.
• Flags protection issues, participates in designing the ICRC response, and supports implementation as needed.
• Supports the detention team by facilitating meetings, disseminating ICRC activities, and linking with other organizations.
Support to other departments
• Proposes and coordinates potential activities with other departments (Health, EcoSec, WatHab, WeC, etc.) in the AoR.
• Provides support for joint field trips, report contributions, translations, brainstorming, and information sharing in line with Sub-delegation strategy.
• Participates in and conducts dissemination activities such as trainings, seminars, and meetings Facilitation of ICRC Movement
• Supports planning and security of staff movements.
• Facilitates access in and out of the AoR through key contacts, letters, and other means.
• Disseminates information about the ICRC to influence facilitation and ensure team safety
Reporting
• Writes field trip reports, minutes of meetings, and contributions to internal reports.
• 3–5 years of work experience in a similar field with a public or non-governmental organization (NGO).
• University degree or High school diploma.
• Good geographical knowledge of central and southern Iraq.
• Excellent command of English and Arabic.
• Proficiency in computer use and common software applications.
