- Background
The NABNI project aims to improve accountable local governance and service delivery in fragile, post-conflict contexts. Gender inequality, exclusion, and unequal access to services remain structural challenges in both Sinjar and Daquq.
To ensure inclusive programming and alignment with donor gender commitments, a Gender Advisor will provide technical leadership to integrate gender equality, social inclusion, and safeguarding principles throughout the project lifecycle.
- Position Purpose
The Gender Advisor ensures that all NABNI interventions are gender-responsive, conflict-sensitive, and socially inclusive. The role supports partners in mainstreaming gender across planning, implementation, monitoring, and reporting processes.
- Key Responsibilities
- Gender Analysis & Program Design
- Conduct context-specific gender analysis linked to LPCA findings.
- Identify gender-specific barriers in access to services and participation.
- Support integration of gender-responsive design into service interventions.
- Ensure women and marginalized groups are meaningfully represented in dialogues.
- Gender Mainstreaming Across Activities
- Review workplans, tools, and materials to ensure gender integration.
- Support gender-sensitive beneficiary selection criteria.
- Ensure gender-balanced participation targets are met.
- Integrate gender-responsive indicators in MEAL frameworks.
- Capacity Building & Technical Support
- Provide training sessions for consortium partners on gender equality and inclusion.
- Coach field teams on inclusive facilitation approaches.
- Support local authorities in applying gender-responsive governance approaches.
- Protection, Safeguarding & PSEA
- Ensure alignment with PSEA and safeguarding standards.
- Identify risks of gender-based violence or exclusion linked to project activities.
- Support development of referral pathways for protection concerns.
- Ensure complaint and feedback mechanisms are accessible to women and vulnerable groups.
- Monitoring, Documentation & Reporting
- Monitor gender participation indicators.
- Conduct gender-sensitive monitoring visits.
- Provide gender analysis inputs to narrative reports.
- Document lessons learned and good practices.

- Bachelor or Master’s degree in Gender Studies, Social Sciences, Development Studies, or related field.
- Minimum 6–8 years of relevant experience.
- Strong experience in post-conflict gender programming.
- Knowledge of international gender equality and safeguarding standards.
- Experience working on governance and social cohesion initiatives.
- Strong facilitation and analytical skills.
- Fluency in English, Arabic and Kurdish required
