Job Description

Position Title: Evaluation Support Officer (Part-time, Short-term)
Duration: 15 working days required within the period starting from 10.03.2026 to be completed within 20.04.2026.

Reporting To: CARE MEAL and Partnerships Coordinator

Background & Purpose

The purpose of this role is to provide dedicated operational and technical support to the internally-led final evaluation for ECHO HIP project. The MEAL and Partnerships Coordinator possesses deep institutional knowledge and will conduct the overall evaluation, including qualitative components and synthesis. The Support Officer will enable this approach by ensuring efficient, high-quality management of the quantitative data collection process, allowing the MEAL and Partnerships Coordinator to focus on integration, analysis, and strategic insight generation.

Objectives of the Assignment

To facilitate a smooth, timely, and accurate quantitative data collection exercise.

To ensure quantitative data is collected using digital tools, cleaned, and organized in a format ready for analysis by the MEAL and Partnerships Coordinator.

To manage the logistical and administrative aspects of field data collection, freeing the MEAL and Partnerships Coordinator to concentrate on qualitative methods and overall evaluation leadership.

To support in note-taking and reporting the findings of FGDs.

Key Responsibilities & Tasks

Working under the close supervision and guidance of the MEAL and Partnerships Coordinator, the Officer will:

Digital Tool Management: Finalize, program, and test quantitative survey tools (using KOBO Toolbox) as directed by the MEAL and Partnerships Coordinator.

Enumerator Coordination: Assist in training, and day-to-day management of field enumerators. This includes preparing training materials, facilitating sessions led by the MEAL and Partnerships Coordinator, and acting as the primary logistics contact. In addition to preparing their daily attendance sheets, and preparing the request for payments- as directed by the MEAL and Partnerships Coordinator.

Data Management & Initial Cleaning: Download survey data regularly, perform initial data cleaning (checking for duplicates, obvious outliers, consistency), and compile raw and cleaned datasets. Maintain clear documentation of all data processes.

Administrative Support: Prepare necessary paperwork, coordinate meetings (if required for data collection), and ensure ethical data collection protocols are followed by the enumerators.

Coordination & Reporting: Provide daily/brief updates to the MEAL and Partnerships Coordinator on progress, challenges, and data quality.

Deliverables:

Deliverables

D1: Finalized, programmed, and pre-tested digital data collection tools.

D2: Brief report on enumerator training conducted, including attendance sheets and processing their payments.

D3: Cleaned quantitative dataset (in MS. Excel) with a brief data cleaning report outlining steps taken and any major issues flagged. In addition to creating visuals on the quantitative data analysed.

D4: Fieldwork logistics summary, including enumerator tracking sheet and completion rates.

D5: Handover note summarizing all activities, challenges, recommendations for future surveys, and raw data archive.

All deliverables will be produced in support of and validated by the MEAL and Partnerships Coordinator

Supervision & Coordination

The Officer will work directly under the daily supervision of the MEAL and Partnerships Coordinator. All strategic decisions, tool finalization, training content, and analytical direction will be provided by the MEAL and Partnerships Coordinator. The Officer will follow by being responsible for quantitative analysis, elaboration on the charts, and supporting

Duration & Logistics

The assignment is for a total of 15 working days, with a tentative schedule as follows:

Days 1-3: Tool finalization, digitization, and testing; logistical planning.

Days 4-5: Support enumerator training.

Days 6-12: Fieldwork monitoring, data download, and initial cleaning.

Days 13-15: Final data compilation, cleaning report, and handover.

The mode of work (in-person, remote, or hybrid) will be specified based on the project locations and needs.

Any required travel, communication, or software will be covered separately as per organizational policy.



Education: Bachelor’s degree in Statistics, Social Sciences, Economics, Monitoring & Evaluation, or a related field.

Experience: At least 3 years of proven experience in managing quantitative field data collection (household surveys, etc.), including enumerator supervision and digital data collection tools (KOBO, ODK, SurveyCTO).

Skills:

Strong organizational and logistical coordination skills.

Proficiency in data management and initial cleaning using Excel; knowledge of statistical software (such as SPSS, Stata) is a strong advantage.

Excellent attention to detail and problem-solving skills in field contexts

Ability to work independently under close strategic direction.

Excellent communication skills in English, Kurdish, and Arabic.


Desirable: Prior experience working on evaluations and understanding of evaluation ethics.
