Organizational Context
For those in need! Dorcas has been operating in Iraq since 2014, implementing humanitarian and development programs aimed at supporting vulnerable populations affected by conflict and displacement. Dorcas’ interventions focus on livelihoods, agriculture, WASH, health, protection, psychosocial support, and sustainable development. Recently, Dorcas expanded its portfolio to include climate change adaptation and resilience-building programs in Ninawa, Basra and Duhok governorates.
Job Purpose
The Project Officer supports the planning, implementation, and monitoring of integrated projects that enhance climate resilience, sustainable agricultural production, improved livelihoods, and access to safe water and sanitation. Working under the Climate Change Department, the Project Officer provides technical support, coordinates field activities, and ensures quality implementation in line with Dorcas’s standards and donor requirements.
Key Responsibilities
Program Implementation & Technical Support
- Support the Program Manager and act as a technical focal point for assigned agriculture, livelihood, and WASH project components.
- Provide technical input to project planning, implementation, monitoring, and reporting processes.
- Deliver technical guidance in the following agriculture and climate-related sub-sectors:
- Tree planting and agroforestry.
- Climate-smart agriculture practices.
- Waterboxx and water-efficient irrigation technologies.
- Support livelihood activities related to agricultural value chains, income generation, and community resilience.
- Assist in the implementation of WASH-related activities linked to drink water use, irrigation, water management, clean power promotion, and climate adaptation.
Assessments, Monitoring & Learning
- Conduct or support needs assessments, market assessments, and beneficiary capacity assessments related to agriculture, livelihoods, climate adaptation, and WASH.
- Contribute to baseline, post-distribution monitoring (PDM), impact evaluations, and lessons-learned exercises.
- Assist the MEAL team in data collection, analysis, interpretation, and reporting when required.
- Ensure ethical data collection, proper documentation, and confidentiality of beneficiary information.
Coordination & Partnerships
- Support coordination with local authorities, community leaders, implementing partners, NGOs, universities, civil society organizations, and relevant government institutions.
- Identify opportunities for synergies, partnerships, and integrated programming in agriculture, livelihoods, WASH, and climate change sectors.
- Participate in coordination meetings, working groups, and field-level stakeholder engagements as directed.
Reporting & Documentation
- Prepare and submit daily, weekly, monthly, and quarterly reports to the Program Manager.
- Maintain accurate project documentation, beneficiary records, and activity files in line with Dorcas’s archiving standards.
- Support donor reporting by providing timely and accurate field-level inputs.
Organizational Representation
- Represent Dorcas professionally with local authorities, partners, and other humanitarian actors when delegated by the Program Manager.
- Uphold and promote Dorcas’ values, principles, and Code of Conduct in all interactions with staff, beneficiaries, and external stakeholders.
Qualifications
Education
A bachelor's degree in Agricultural Science, Water Engineering, Natural Resource Management, Environmental Science, or a closely related discipline is required.
Experience
- Minimum of 3 years of relevant experience with NGOs or development organizations.
- Proven experience in agriculture, livelihoods programming; experience in WASH projects is a strong asset.
- Experience working in fragile or conflict-affected contexts is preferred.

- Willingness and ability to travel and stay in remote locations when required.

- Strong organizational skills, including document collection and archiving.
- Computer proficiency in MS Word, Excel, and mobile data collection tools (e.g., Kobo Toolbox).
- Understanding of accountability, ethical data collection, and confidentiality standards.
Languages
- Fluency in Kurdish, Arabic, and good at English, is required.
- Good working knowledge of English (spoken and written).
Physical Demands
- The position may require extended working hours, frequent travel to remote areas, walking long distances, and working under challenging environmental conditions.
