Job Purpose:

The Project officer position will lead on and is accountable for all the project implementation and coordination aspects of the livelihood and economic recovery project. As a key role within the NPI and Afkar Country program, the position will be based in Anbar-Heet- Albaghdadi Sub-district . He/she will lead on effective management and relationships with relevant internal and external stakeholders at the local level, especially with the government line departments, manage the project activities throughout the project cycle, including budget management (expenditure planning and expenditure monitoring), and directly lead in preparing and developing high-quality project plans, including Monitoring, Evaluation, Accountability and Learning (MEAL) and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, and enhance internal and external learning and representation.

Project Delivery and Coordination:

Afkar seeking an Project Assistant (PO) to support the implementation of  selected community groups on basic and advanced dialogue and conflict management, negotiation and leadership skills that will enable  to facilitate, negotiate and resolve a broad range of contentious issues in their communities such as the availability of electricity, water rights, competition over agricultural land, title over land and property and re-possession, legal and documentation issues, status of “ISIL families”, violence and threat of violence at the local level and  will be responsible for supporting the Cash & Markets focal point and database officers across the entire research cycle, from research design through data collection, data cleaning, data analysis and the drafting of information products. The ideal candidate will be eager to work in a dynamic organization with opportunities to build data analysis and external coordination skills.

Technical backstopping and support is provided by the  HQ team and Livelihood Project Manager. Previous experience in the aforementioned areas is  essential and highly desirable. At minimum, experience with the subject matter, familiarity with the development and/or humanitarian sector, quantitative analysis skills, and effective communication skills are required.



Under the functional supervision of Livelihood Project officer PO is responsible for supporting the coordination and implementation of all research activities falling under the Cash & Markets portfolio and basic and advanced dialogue and conflict management, including supporting the:


Research design: indicator drafting and review, assessment methodology and sampling strategy review, data collection tool development

Planning and coordination of data collection activities, in close collaboration with the in-country operations team

Oversight of data processing, including development of data cleaning and analysis plans, and conducting analysis,

Output production and development, and presentation of findings

Close coordination with all relevant external stakeholders within the humanitarian coordination structure, throughout the research cycle, and supporting the incorporation of findings into strategic planning documents.

  • A minimum Bachelor Degree /postgraduate university degree in business management, sustainable development, economics, development studies, peace and conflict studies or related field;
  • A minimum Bachelor Degree /postgraduate university degree in relevant discipline (international studies, development, humanitarian response, economics, political science, monitoring and evaluation, etc);
  • At least 1 year of relevant working experience in humanitarian or development settings;
  • Excellent analytical skills;
  • Excellent communication and drafting skills for reporting and external coordination;
  • Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint.
  • Ability to multitask with tight deadlines
  • Ability to operate in a cross-cultural environment requiring flexibility;
  • Ability to operate in a complex and challenging security environment;
  • Demonstrable understanding of the gender dynamics of protection work, and ability to capture this in the analysis and design of protection activities, with a strong emphasis on the gendered aspects of conflict, violence and abuse
  • Strong ability to be flexible and adaptable in times of unexpected challenges and provide creative solutions, whilst maintaining the ethos and objectives of the work at all times;
  • Evidence of project cycle management experience, including strategic planning, budgeting, reporting, monitoring & evaluation;
  • Strong ability to work with diverse groups/individuals –ranging from local partners, local authorities, local community groups, the humanitarian community and the private sector;
  • Proven experience managing and working with a diverse team, to achieve results in a timely manner;
  • Experience operating in Anbar Governorate, knowledge of unique local context and access to key stakeholders;
  • Proficiency in English and Arabic language (written and spoken) is required
  • To be a resident of Heet or Albaghdadi exclusively


  • Experience in building the capacity of the team internally and of external stakeholders;
  • Experience in working and jointly implementing projects involving local authorities and/or organizations as implementing partners.
