Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Derneği (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.

Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.

Mission

Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS) services as well as sexual and reproductive health (SRH).

Since the beginning of the Syria and Iraqi crises, Turkey has become host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s intervention aims to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities Afrin provinces and Idlib to deliver health-related services to IDPs.

Hierarchical & Functional links
The purpose of this emergency recruitment is to fill human resources gap for our emergency response for recent earthquake disaster in Türkiye. Employment will be depend on donor approval. This will be a short term position, the accommodation will be provided by DDD
Due to emergency of the current situation, the candidates who are volunteer to work in the emergency field are highly encouraged.

Based in Antakya, the Logistics Supply Officer will be directly supervised by the Facility Manager.

Responsibilities
Assist in the implementation of the procurement chain management
Aim: To support to cover the programme's needs for materials, equipment and services
Benchmarks: compliance with supply management procedures, security of supply; quality of purchases/invitation to tender; quality of the transport of merchandise; quality of stock management; regularity and pertinence of updates to the supplier data base, quality of the monitoring of Purchase and Service Requests; project team’s satisfaction with the management of purchases
Activities:

  • Implement and maintain DDD internal procurement procedures for the Base office, with records kept for a full audit trail standard under both DDD and donor regulations.
  • Through procurement of goods, services and works ensure support on programs delivery is of optimum level.
  • Ensure necessary authorizations / approvals are always obtained and execute the purchase and delivery of appropriate supplies in a timely and cost effective manner
  • Liaise and coordinate with related Logisticians and all relevant departments regarding the requisition, follow up and delivery of goods and keep all parties fully informed of any changes
  • Review/establish and maintain an accurate up-to-date supplier information database (including market prices) for regularly purchased items as well as track and summarize in database all procurement processes undertaken.
  • Build and maintain good professional working relationship with suppliers
  • Identifying the needs in case any type of maintenance that needs to be realized according to the medical activities run in Qah area;
  • Planning the work under the direct supervision of the Log Manager (for the technical advises) and the Field Officer in order to response on time to the programming needs;
  • Organizing job according to the requests raised by the medical team or identified by the logistics team:
  • To negotiate their contracts 9duration of contract, conditions and payment) with the technical support of the Log Manager and the Administrative Department;

  • Ensure the general management of equipment and stock.

Aim: To support to provide sufficient means for the smooth-running of the program

Benchmarks: rate of servicing of other technical equipment in general; existence of equipment management procedures

Activities:

  • Ensure the daily physical monitoring and management of equipment, stocks and storage facilities,
  • Support the implementation of equipment management procedures,
  • Produce documents recording the maintenance and withdrawal of each piece of equipment from storage,
  • Assist the Supply manager in doing bi-annual inventory and update the Equipment Follow up

 Other

  • Perform any other tasks assigned by line manager and/or technical advisor
  • Support border crossings on the Syrian side in relation with partners and local authorities;
  • Define your HR needs, recruit, train and supervise your team members;
  • Ensure strict application and respect of the Internal Regulation by your team members;
  • Define with your team members its action plan and deadlines for reaching goals;
  • Conduct bimonthly team meeting and weekly individual meeting;
  • Ensure formal feedback towards your team about any issues raised by them;
  • Ensure conflict resolution within your team with support of your Line-Manager and HR Department.
  • Provide regular reporting on your activities to your Line-Manager upon his/her solicitation;
  • Provide your line-manager with a Handover Report at the end of your contract.

Expected profile
Education & Qualification

  • Bachelor degree in relevant area

Professional Experience

  • 1-3 years of experience in similar role within an NGO;

Languages

  • Required: Arabic, English
  • Preferred: Turkish
