Purpose

The Assistant to the Health Coordinator supports the development and management of strategic relationships with key health stakeholders within the Ministry of Health and at national level. The position monitors the Iraqi political and health context and assesses its implications for healthcare delivery and the ICRC’s health priorities.

The Assistant contributes to health networking, strategic planning, administrative activities and the management of related medical technical and financial aspects, while supporting the Health Coordinator in maintaining effective engagement with relevant authorities and partners.

The Assistant also serves as the file holder for the IRCS–ICRC health collaboration, supporting the Pre-Hospital Care and MHPSS teams in the planning, coordination, and implementation of activities with the Iraqi Red Crescent Society (IRCS).

 

Relationships

• Internally, interacts with ICRC staff related to the specific program in BAG and SDs (Protection, Health teams, logistic, Physical Rehabilitation team, HCiD, COMM, A&E, Wathab, etc.)
• Externally, interacts with authorities at MoH/OEMS, DoHs, IRCS, PNS and other institutional authorities as well as international and local partners.

 

Accountabilities & functional responsibilities

Information & Administration management:

• Support the health team with all documents from the RBM process (Assessment, Project document, CPoA, Evaluations, End of Project Evaluation, and DTP) and ensure they are done correctly and are up to date and filed correctly on TS.
• Ensure accurate and timely translation and processing of all health-related correspondence, including interpretation during meetings, and facilitate appropriate follow-up, information sharing with the line manager, and coordination with relevant MoH departments.
• Support the coordinator in drafting and reviewing process of technical health reports and other relevant reports.
• Helps organize meetings; advises staff members on various matters such as culture, politics, the economy, security, etc.
  
  

Contributing to Health Strategies

• Supporting and assisting the Health Coordinator to follow the implementation of the health projects from the 2026-2030 strategy.
• Collaborate and liaise with the Iraqi Red Crescent Society (IRCS) to assess its health-related needs and activities and propose appropriate ways forward to strengthen and develop the ICRC–IRCS health collaboration.
• Providing support to the health coordinator through running PfR/MfR exercise, annual budget establishment, budget follow up and SitFin during the year.
• Participates in analysis of and reflection on the overall health situation; contributes to realistic project proposals in line with the delegation's objectives and priorities.
• Support all the health program manager and coordination on the follow up of any medical logistic related issues in terms of planning distribution, importation, medical NoC transportation and local purchasing process with the logistic department.
• Under the supervision of the line manager, ensures a smooth and realistic progress of financial implementation of health budget related IRCS files.  
  
  

MoH and IRCS / movement collaboration

• Ensure effective, smooth, and continuous communication and collaboration with the International Health Department (IHD), Operations and Emergency Medical Services (OEMS), and other relevant departments within the Ministry of Health (MoH) with ICRC Health department.
• Builds and maintains close working relationships with influential national health actors.
• Contribute to and support emergency responses across all health programmes by coordinating and organizing ad hoc donations to hospitals, health facilities, and the Iraqi Red Crescent Society (IRCS), in close collaboration with the Health Coordination.
• Work closely with the IRCS – Health department to discuss, plan, set and follow up different health collaborative projects running between ICRC and IRCS.
• Support the Health Programme Managers in following up on activities implemented with the Iraqi Red Crescent Society (IRCS) and Partner National Societies (PNS), ensuring effective coordination, communication, and timely implementation in line with agreed objectives and plans.
  
  

Other responsibilities:

• Participates to the financial monitoring of the costs of the IRCS (MHPSS and Emergency preparedness).
• Writes regular reports on activities/achievements to the Health Coordination and other departments (minutes of meetings, field trip reports etc.) related to his follow-up and activities.
• Applies the validated clinical tools to monitor the impact of the services provided.

Professional experience required

• At least 5 years of relevant professional experience in a similar field.
• Demonstrate experience working with humanitarian organization in similar context
• Well established professional relationships with local health authorities and other relevant stakeholdersof interest
• Licence to practice in country of residence.

Certifications / Education required

• Degree in medicine with speciality in Public Health is an assist.
• Additional studies in a relevant field (such as advanced First Aid, emergency medicine, public health)
• Fluent written and spoken command of Arabic and English, Kurdish is an asset.
• Computer literacy ( Microsoft Excel, PowerPoint, Word and Ourlook)
