Mercy Hands for Humanitarian Aid is a non-governmental not-for-profit nonpartisan organization that works in conflict torn and disaster affected areas to save lives, sustain human rights and restore a healthy community. We serve people in need, regardless of their religion, sect, ethnicity and/or political affiliation.

About the Project:
Mercy Hands is partnering with Action Contre La Faim to support vulnerable families, women, and youth in Al-Qaim and Al-Fallujah districts of Anbar Governorate through economic empowerment initiatives.
The project provides emergency family income support through Multi-Purpose Cash Assistance (MPCA).
It implements basic training courses in linguistic, mathematical, and digital literacy.
Entrepreneurial and business start-up training is delivered with a strong focus on women and young people.
The project offers start-up grants to support the creation of market-oriented micro-enterprises.
Specialized training on women’s self-entrepreneurship is also included.
Advisory services are provided to support the formal registration of small businesses.
Overall, the Mercy Hands component targets 1,100 beneficiaries in the project areas.
Objective of the Assignment:
The overall objective is to support the formal registration and legal compliance of 80 entrepreneurs and small businesses (40 in Falluja and 40 in Al-Qaim districts of Anbar governorate) through awareness campaigns, advisory services, registration support, and post-registration capacity-building from September to December 2026.
• To provide in-depth legal and administrative advice with the aim of facilitating their formal registration with the Iraqi competent authorities.
• Raising awareness of the benefits of formalization, simplifying bureaucratic procedures and providing practical assistance in filling out the necessary documentation for commercial registration, tax compliance and licensing.
Required Qualifications:
For Individual Consultant
Advanced university degree in Law, Business Administration, Economics, Public Administration, or related field.
Minimum 7 years of relevant professional experience.
Demonstrated experience in Iraqi business registration procedures.
Strong knowledge of:
Companies Law.
Tax regulations.
Licensing procedures.
SME development policies.
Experience conducting trainings and advisory services for SMEs.
Experience working with international NGOs, UN agencies, or donor-funded projects.
Fluency in Arabic.
Working knowledge of English.
For Consultancy Firms
Minimum 5 years of experience providing legal, business development, or SME advisory services.
Presence or operational capacity in target governorates.
Availability of qualified legal and business advisory experts.
