Job Description

Arbeiter-Samariter-Bund (ASB) is a German non-governmental organization with over 300 branches nationwide. ASB operates both nationally and internationally, responding to emergencies and supporting development efforts around the world. The organization’s Foreign Aid Division focuses on delivering emergency relief to victims and civilian populations by providing health services and livelihood support.

Arbeiter-Samariter-Bund (ASB) Iraq’s program focuses on provision of humanitarian assistance and strengthening resilience in conflict-affected areas through reinforcement, rehabilitating existing basic services and providing long-term interventions in the areas of water, sanitation and hygiene (WASH), education, health, climate change, food security and economic empowerment of the vulnerable livelihoods, in coordination with local authorities and partners. 

In July 2026, ASB received funds from ADH (Aktion Deutschland Hilft), to implement the project “Improving food security, food quality and health in female-headed households through climate-resilient agricultural methods“ (project nr. IRK2602). The overall objective is improved food security and resilience, of vulnerable female-headed households in Salah Al-Din by promoting climate-smart home-based agriculture, sustainable poultry and livestock production, efficient water use, and community-led knowledge sharing among women. The project is implemented by the national organization Sahara Economic Development Organization (SEDO) with oversight and coordination of ASB.

Purpose of the Position

The ASB Project Officer (Agriculture) supports the partner SEDO in the implementation of the above-mentioned project in Salahadeen under direct supervision of ASB Head of Program (HoP).

The position provides technical guidance on agricultural production and climate-smart practices while supporting the partner in implementing the activities. The Project Officer monitors project progress, provides field-level support and contributes to reporting, learning and accountability. The position also supports coordination with relevant authorities, agricultural stakeholders and other organizations to strengthen project impact and sustainability.

The position holder is expected to follow ASB and ADH standard procedures and guidelines.
 
Priority will be given to qualified candidates residing in Salah Al-Din Governorate. 

Duties and Responsibilities

1. Project Coordination and Implementation

  • Coordinate day-to-day implementation of agricultural project activities with SEDO.
  • Ensure activities are implemented according to approved workplan, budget, project documents and donor requirements. The position requires regular field movement.
  • The Project Officer will be expected to drive independently using an ASB vehicle when required; ASB will not provide a dedicated driver for this position.
  • Coordinate with partner staff, agricultural extension officers, farmers, and other relevant stakeholders.
  • Act as the primary liaison between ASB Duhok office and the national partner SEDO. The duty station will be at SEDO’s partner office in Tikrit, with regular visits to project activity sites and a monthly visit to ASB Duhok office for a2 days minimum of two days, including the day of the monthly team meeting.

2. Partner Support
  • Provide technical guidance on agricultural production, climate-smart agriculture and sustainable farming practices.
  • Support the partner in planning and implementation of agricultural activities in line with the approved project workplan.
  • Contribute to strengthening the technical capacities of SEDO staff, extension officers and other local stakeholders.

3. Monitoring and Reporting
  • Conduct regular field visits to monitor agricultural activities
  • Monitor project progress, outputs, and outcomes against approved indicators.
  • Support baseline surveys, regular monitoring and evaluations in coordination with SEDO and ASB MEAL officer.
  • Document good practices, lessons learned, success stories and challenges.
  • Provide inputs to donor’s reports as required.
  • Responsible to provide the ASB media focal point with audiovisual content from the field according the ASB media guidelines

4. Coordination and Representation
  • In close coordination with SEDO, support smooth relations with local authorities, community representatives, and other stakeholders.
  • If needed, represent ASB at field or sectorial coordination meetings in Salahadeen
  • Coordinate with other LNGOs and INGOs to strengthen collaboration, exchange information and best practices and avoid duplication of interventions.
Perform any other related tasks as assigned by the Head of Program.


Required Qualifications and Experience

  • Bachelor’s degree in agriculture, agronomy, agricultural engineering, veterinary, natural resources, environmental sciences or another related field
  • Minimum three years of work experience working with NGOs in implementing agricultural, food security or livelihood projects in Iraq.  
  • Experience working in agricultural production and climate-smart agriculture directly with farmers, local communities and agricultural authorities.
  • Practical experience in field-level project implementation, technical supervision, activity planning and monitoring.
  • Strong computer skills, particularly Microsoft Excel, Word and PowerPoint.
  • Good understanding of MEAL processes and data collection, with experience using tools such as KoboToolbox considered an advantage.
  • Iraqi national with excellent command of Arabic and English.
  • Valid driving license and willingness to drive an ASB vehicle for official project duties.
