Kurdistan Organization for Human Rights Watch (KOHRW) is looking for experienced MEAL Manager leads the design and implementation of the project's Monitoring, Evaluation, Accountability and Learning system. The position ensures that project results are measured accurately, evidence is used for decision-making, beneficiaries have appropriate feedback mechanisms, and lessons learned are documented and applied.
Key Responsibilities
1. Monitoring
Develop and maintain the project's MEAL framework and monitoring plan.
Define indicators, baselines, targets and means of verification.
Monitor progress against the project's results framework/log frame.
Conduct field monitoring visits and verify reported results.
Ensure data quality, accuracy and timely collection.
2. Evaluation
Plan and coordinate baseline, mid-term and final evaluations.
Develop evaluation Terms of Reference and support selection/management of consultants.
Analyze findings and ensure recommendations are followed up.
Assess relevance, effectiveness, efficiency, sustainability and impact of interventions.
3. Data Management and Analysis
Establish databases and data-collection systems.
Analyze quantitative and qualitative data.
Produce dashboards, performance reports and analytical summaries.
Use evidence to identify trends, challenges and areas requiring corrective action.
4. Accountability
Establish beneficiary feedback and complaints mechanisms.
Ensure communities and stakeholders can provide feedback safely and appropriately.
Track complaints, responses and corrective actions.
Promote transparency and accountability throughout project implementation.
5. Learning
Capture lessons learned, best practices and success stories.
Organize learning and reflection sessions with project teams and partners.
Ensure evaluation and monitoring findings are used to improve program design and implementation, emphasizing knowledge building and integrating lessons into program management.
6. Reporting
Provide timely MEAL inputs to donors, UNDP and INGO reports.
Prepare periodic performance reports for project management.
Ensure reported achievements are supported by reliable evidence.
Contribute to results-based planning and reporting.
7. Capacity Building
Train project staff and implementing partners on MEAL tools and methods.
Provide technical guidance on indicators, data collection, analysis and reporting.
Promote results oriented culture across the project.
