Job Description

Main Purpose
Is responsible for providing legal information, counselling, assistance and
representation to vulnerable persons in accordance with INTERSOS’ mandate,
priorities and donor agreements.

Reporting to:
Hierarchical: Field Manager
Functional: Legal Team Leader


Tasks
● Conduct intake interviews with beneficiaries in order to assess legal needs and
provide legal counselling and/or representation with regard to the main issues
identified according to the internal eligibility criteria.
● Provide legal assistance (e.g. to obtain civil or legal documentation) to beneficiaries
with legal or urgent protection needs, also by accompanying them to the relevant
governmental and non-governmental offices.
● Provide individual legal counselling, assistance, and representation in front of
courts and residency directorates/administrative bodies in areas of operation for
refugees who are detained, at risk of deportation, or any person of concern to
INTERSOS and the donor.
● Conduct daily field visits to identify legal needs for the refugees and asylum
seekers in the area of operation.
● Advocate on behalf of the beneficiaries and make direct interventions with local
authorities such as the police, the residence department, the Ministry of Interior,
and other governmental and non-governmental bodies.
● Act as the focal point of the organization with government bodies in the areas of
intervention when requested by the management.
● Depending on established procedures, submit liquidity requests to the Legal Team
Leader and receive them from them, making sure that the legal fees spent are
properly documented according to the internal procedures and handed over to the
supervisor in a timely manner.
● Undertake home visits to beneficiaries in specific cases, e.g. where the client’s
mobility is reduced.

●Ensure the proper filing and archiving of physical individual legal files, online
INTERSOS Legal Platform, and other online/offline databases that are needed in
the area of operation, maintaining data confidentiality.
● Support the Field Manager and Legal Team Leader in planning, organizing and
facilitating legal awareness sessions in the area of operation when needed.
● Train INTERSOS staff and external stakeholders on legal issues and local
legislation pertaining to civilians’ protection
● Prepare weekly, monthly and ad-hoc reports and workplans on legal activities and
statistics
● Support the planning, implementation and reporting of the activities, as well as
ensuring the well-being and positive work environment for all members of the legal
team.
● Meet regularly with the Legal Team Leader to discuss ongoing issues and strategy
for the team.
● Inform the legal team leader of the individual progressive legal cases’ conditions on
a weekly basis
● Act as a referral focal point for INTERSOS legal services in the geographical area of
coverage under his/her responsibility when requested by the legal team
management.
● Ensure adherence of legal assistants to protection principles, Code of Conducts
and internal SoPs, specifically the INTERSOS Legal SOPs.
● Carry out all tasks respecting key protection principles, including but not limited to:
PSEAH, do no harm, non-discrimination, confidentiality, accountability and
need-to-know principles.
● Treat beneficiaries with respect and dignity and ensure to clearly communicate
their legal rights and options. Ensure beneficiary's confidentiality is respected and
take special measures to ensure a sensitive approach is taken in legal service
delivery towards highly vulnerable beneficiaries.



Requirements
Education
● Bachelor’s degree in law. An advanced university degree in Law is an advantage.
Professional Experience
● Minimum three years of relevant professional experience as a lawyer
● Legal authorization to practice as a lawyer, registered at the local bar association
(practicing criminal, civil, family law, and other laws in Iraq and KRI)

 

Professional Requirements
● Excellent knowledge of the local legal system and legal procedures
● Previous working experience with refugees, IDPs and returnees
● Strong knowledge of international protection and human rights legal standards
● Computer literacy (Word, Excel, Power Point)

Languages
● Fluency in Arabic is mandatory; proficiency in English, Turkish, Persian, Pashto
is an advantage.
