Terms of Reference (ToR)

Position: Protection Officer

Duty Station: Suli and Kirkuk

Reporting to: Project Manager

  1. Background

Terre des hommes (TDH), in partnership with UNHCR, is implementing a protection monitoring project targeting refugee populations across Iraq. The project aims to assess protection risks, access to services, and socio-economic conditions affecting refugees, and to generate evidence-based recommendations for programming and advocacy.

  1. Purpose of the Position

The Protection Officer will support the implementation of protection monitoring activities through data collection, analysis, and reporting, while ensuring adherence to protection principles, including Age, Gender, and Diversity (AGD), PSEA, and Do No Harm approaches.

  1. Key Responsibilities
  2. Protection Monitoring & Data Collection
  • Organize and supervise enumerators conducting household surveys
  • Conduct Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs)
  • Ensure quality and accuracy of data collected using UNHCR tools
  • Support sampling and field planning in coordination with the team
  1. Reporting & Analysis
  • Provide timely field reports and updates on protection trends
  • Contribute to data analysis and preparation of protection monitoring reports
  • Identify emerging risks, service gaps, and community needs
  1. Case Identification & Referral
  • Identify individuals with high protection risks
  • Refer urgent cases to UNHCR and relevant service providers
  • Support protection information dissemination to communities
  1. Coordination & Liaison
  • Liaise with local authorities, community leaders, and stakeholders
  • Coordinate with UNHCR and other protection actors
  • Participate in coordination meetings and forums
  1. Community Engagement & Accountability
  • Promote feedback and complaint mechanisms (CFM)
  • Ensure community participation and inclusion (AGD approach)
  • Maintain respectful and ethical engagement with affected populations
  1. Compliance & Safeguarding
  • Adhere to PSEA policies and mandatory reporting procedures
  • Ensure confidentiality and data protection standards
  • Apply humanitarian principles and TDH/UNHCR guidelines
  1. Deliverables
  • Completed HH surveys, FGDs, and KIIs as per targets
  • Regular field reports and updates
  • Inputs to final protection monitoring report
  • Documented referrals of high-risk cases

 

  1. Working Conditions
  • Frequent field travel across assigned governorates
  • Work within mobile teams in dynamic and sometimes insecure environments
  1. Ethical Considerations

The Protection Officer must:

  • Respect confidentiality and dignity of beneficiaries
  • Follow Do No Harm principles


  • Bachelor's degree in any relevant field
  • additional training in CP, GBV and other related topics are an advantage;
  • at least 3 years of experience in related field
  • previous experience in child protection;
  • good use of excel; 
  • kurdish , Arabic, andEnglish knowledge is preferable;
