Job Description

Context and reporting line:

 

IOM Iraq implements community-based peacebuilding, reintegration, and social cohesion programming to address drivers of conflict, displacement, strengthen tribal engagement, and community resilience.

Under the overall supervision of the Head, Peace, Recovery, and Solutions Division (PRSD), and the direct supervision of the Programme Officer (Return and Reintegration). The National Project Officer contributes technically to the Social Cohesion and Tribal Engagement programs, by supporting projects’ design, monitoring, and reporting, in addition to playing a strong role in conflict analysis and strategic stakeholder engagement.

Core Functions / Responsibilities

  • Assist in coordinating the implementation of social cohesion and tribal engagement activities, ensuring adherence to workplans, conflict‑sensitive approaches, and community‑based methodologies.
  • Contribute to field-level conflict analysis, context monitoring, and stakeholder mapping, producing concise analytical inputs for supervisors and technical leads.
  • Assist in maintaining working relationships with tribal leaders, community actors, government counterparts, civil society partners, and UN agencies at local levels.
  • Support coordination and follow-up with implementing partners, field teams, and community structures to facilitate smooth delivery of activities.
  • Provide technical and logistical coordination for community consultations, dialogue sessions, workshops, and other peacebuilding events.
  • Draft activity reports, minutes, field updates, and inputs for donor reports, ensuring accuracy and timely submission to supervisors.
  • Prepare programme tools, guidance notes, and materials, including data collection tools and activity templates.
  • Monitor field activities against workplans and provide feedback on implementation challenges, risks, and opportunities.
  • Track program expenditures at the field level and ensure adherence to IOM procedures in coordination with relevant support units.
  • Collect, organize, and analyze data for monitoring, evaluation, and learning (MEL) purposes, in close coordination with MEL colleagues.
  • Contribute to the preparation of communication and visibility materials, when needed, ensuring compliance with donor requirements and guidance from the Public Information Officer.
  • Supervise 1–3 junior and mid-level assistants, providing guidance, follow‑up, and support with day-to-day tasks.
  • Participate in local‑level coordination meetings when requested by the supervisor. No independent donor representation is expected unless explicitly delegated.
  • Undertake field travel across Iraq to support activity implementation, monitoring, and community engagement.
  • Perform other related duties as assigned.


Required Qualifications

 

Education:

 

  • Master’s degree in Peacebuilding, International Relations, Social Sciences, Conflict Resolution, Political Science, or related field; or
  • University degree in the above fields with 2 years of relevant experience.

 

 

Experience and Skills:

  • Experience designing and implementing social cohesion, community engagement, peacebuilding, or conflict-sensitive programming in Iraq.
  • Experience coordinating with local authorities, tribal/community actors, or civil society organizations.
  • Experience drafting reports, organizing community consultations, workshops, or dialogues.
  • Experience in supporting the design of data collection tools and monitoring frameworks, or reporting processes.
  • Experience supervising small teams.
  • Field experience is desirable.
  • Good understanding of conflict-sensitive approaches, community engagement, and social cohesion concepts.
  • Strong organizational, coordination, and communication skills.
  • Ability to collect, systematize, and present field information clearly.
  • Ability to maintain professional relationships internally and externally with community stakeholders.
  • Ability to work under minimal supervision and manage multiple tasks.

 

 

Languages:

  • Fluency in English, Kurdish and Arabic is required
  • Working Knowledge of any other language is an advantage.
