Job Description:

JOB PURPOSE 

The Livelihoods & Reintegration Expert will provide strategic and technical leadership for the design, planning, implementation, and quality assurance of integrated livelihoods and reintegration interventions under the project "Socioeconomic Reintegration of Al-Hol Returnees and Vulnerable Community Members in Salah al-Din", aiming to support the sustainable socioeconomic reintegration of Al-Hol returnees and vulnerable host community members in Salah al-Din.
Operating within a highly sensitive post-conflict context characterized by social stigma, limited economic opportunities, and fragile community dynamics, the role will ensure that all livelihoods’ interventions are conflict-sensitive, inclusive, and grounded in market realities. The Expert will lead the operationalization of a multi-track livelihoods approach, including demand-driven vocational training, entrepreneurship and business support, and employment facilitation, ensuring strong alignment between skills development, income generation, and labor market access.
The position will play a critical role in integrating livelihoods programming with MHPSS and social cohesion components to address both economic and psychosocial barriers to reintegration, contributing to improved human security, reduced dependency, and strengthened community acceptance of returnees.
The Expert will ensure that all interventions are aligned with climate-sensitive market assessments, and government systems, while promoting sustainable livelihood pathways, private sector engagement, and long-term resilience for targeted populations.

 

KEY RESPONSIBILITES

Technical Leadership and Program Design

  • Develop technical SOPs, guidelines, and implementation tools.
  • Design and operationalize multi-track livelihoods pathways (VT, entrepreneurship, employment).
  • Ensure integration of conflict-sensitive, inclusive, and climate-aware approaches.
  • Coordinate with training providers to ensure certification and quality standards.
  • Promote integration of renewable energy and eco-friendly practices in business plans.

 

Implementation Oversight and Quality Assurance

  • Provide technical oversight of livelihoods activities across all target locations.
  • Review and approve training materials, plans, and support packages.
  • Conduct regular field monitoring visits and spot checks.
  • Provide real-time technical guidance to field teams.
  • Identify implementation gaps and implement corrective actions.
  • Ensure gender-sensitive and inclusive approaches in all livelihood activities (women, youth, returnees, PwDs)

 

Business Development and Market Integration

  • Lead development and review of Business Implementation Plans (BIPs).
  • Oversee delivery of entrepreneurship and financial literacy training.
  • Provide technical input on business grants and in-kind support packages.
  • Facilitate linkages with private sector actors and employers.
  • Support job placement and market access opportunities.
  • Promote post-support follow-up and business sustainability mechanisms.

 

Reintegration and Social Cohesion Integration

  • Ensure livelihoods activities contribute to reintegration outcomes.
  • Coordinate with MHPSS and social cohesion teams for integrated programming.
  • Apply conflict sensitive and Do No Harm principles.
  • Promote balanced targeting between returnees and host communities.
  • Support community engagement and acceptance initiatives.

 

Monitoring, Evaluation, and Knowledge Management

  • Ensure accurate data collection, validation, and reporting.
  • Contribute to baseline, endline, and outcome monitoring.
  • Document success stories, lessons learned, and best practices.


KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or Certification

  • Bachelor’s degree in economics, Business Administration, Development Studies, Agriculture, Environmental Studies, or a related field.
  • Master’s degree in a relevant discipline (e.g., Economic Development, Livelihoods, Sustainable Development) is strongly preferred.
  • Additional certifications in livelihoods programming, business development, project management, or related technical areas are considered an asset.

Required Professional Experience

  • Minimum of 4 years of progressively responsible experience in designing and implementing livelihoods, economic recovery, or reintegration programs, preferably in post-conflict or fragile contexts.
  • Demonstrated experience in multi-track livelihoods programming, including vocational training, entrepreneurship development, and employment facilitation.
  • Proven experience working with conflict-affected and vulnerable populations, including returnees, IDPs, youth, women, and persons with disabilities.
  • Strong experience in market assessments, value chain analysis, and demand-driven programming.
  • Experience in business development support, including business planning, coaching, and small enterprise support.
  • Familiarity with donor-funded programming (UNDP, UN agencies, or INGOs), including compliance, reporting, and results-based management.
  • Proven experience in capacity building, mentoring, and technical supervision of field teams and local stakeholders.

Required Language(s)

  • Fluency in Arabic (spoken and written).
  • Proficiency in English (spoken and written).

 

Required travel and/or work environment accommodations

  • The position is based in Salah al-Din Governorate.
  • Willingness and ability to travel frequently across target locations, including Tikrit, Baiji, Shirqat, Samarra, and Balad, as well as remote and rural areas.
  • Ability to work effectively in a post-conflict, multicultural, and high-pressure environment.
  • Flexibility to adapt to evolving project needs, operational challenges, and field realities.

 

Position’s physical requirements

  • Ability to conduct field visits in rural/agricultural settings, which may involve walking on uneven terrain and exposure to outdoor conditions.

Preferred Experience, Knowledge and/or other Qualifications

  • Demonstrated expertise in reintegration programming, stabilization, or social cohesion interventions in post-conflict settings.
  • Experience in integrating livelihoods with MHPSS and community-based approaches.
  • Knowledge of conflict-sensitive programming (Do No Harm) and inclusive development practices.
  • Familiarity with private sector engagement and job placement mechanisms.
  • Experience in designing and implementing vocational training programs and business support packages.
  • Strong understanding of gender-sensitive and inclusive economic development approaches.
  • Knowledge of climate-resilient and environmentally sustainable livelihoods is an asset.
  • Experience in MEAL processes, including indicator development, data collection, and adaptive learning.
  • Strong analytical, problem-solving, and decision-making skills with attention to quality and detail.
  • Excellent communication, facilitation, and stakeholder engagement skills.
  • Ability to work both independently and collaboratively within multidisciplinary and multicultural teams.
  • Strong commitment to principles of accountability, integrity, social cohesion, and community empowerment.
