Job Description

The Iraqi Institution for Development (IID) is an independent, non-profit organization working in development, peacebuilding, and humanitarian response across Iraq.

Key Responsibilities

  • Report directly to the Operations Manager (Line Manager) and provide regular HR updates and reports
  • Lead and manage all HR functions across the project and organization
  • Lead end-to-end recruitment processes, including job postings, screening, shortlisting, and coordination of interviews
  • Participate in and lead interviews, ensuring fair, transparent, and competency-based selection
  • Coordinate with hiring managers to identify staffing needs and ensure timely recruitment
  • Manage the onboarding process for new staff, including contract preparation, orientation, and induction
  • Ensure all new staff complete required documentation and are oriented on organizational policies, including safeguarding and PSEA
  • Manage staff contracts, personnel files, and HR documentation
  • Ensure proper HR record-keeping and documentation systems
  • Support performance management and staff evaluations
  • Manage staff attendance, leave tracking, and HR follow-up
  • Provide HR support to all project staff across Mosul, Baaj, and Telafar
  • Coordinate with program and support teams on staffing needs
  • Handle HR-related issues, staff relations, and disciplinary procedures
  • Ensure compliance with organizational HR policies and procedures
  • Support audit processes related to HR documentation
  • Maintain confidentiality and proper handling of staff information
  • Ensure implementation of safeguarding, PSEA, and Code of Conduct policies
  • Provide HR guidance to team leaders and managers


Bachelor’s degree in HR, Business Administration, or related field
5–8 years of experience in HR management
Experience working with NGOs or donor-funded projects

Strong knowledge of HR policies, procedures, and labor regulations
Experience in recruitment, interviews, onboarding, and performance management
Familiarity with multi-location team management

Strong organizational and leadership skills
Excellent communication and interpersonal skills
High level of confidentiality and professionalism
Ability to work independently and manage multiple tasks

Fluency in Arabic and good English skills
