JOB PURPOSE
The Business Development & Enterprise Support Expert will provide technical leadership for the design and delivery of enterprise development interventions aimed at supporting sustainable income generation and economic reintegration of Al-Hol returnees and vulnerable populations in Salah al-Din under the project” Socioeconomic Reintegration of Al-Hol Returnees and Vulnerable Community Members in Salah al-Din”
Operating in a fragile and resource-constrained environment, the role will ensure that all business support interventions are market-oriented, inclusive, and context-responsive, with a strong focus on small enterprise development, financial inclusion, and private sector engagement. The Expert will lead the development and implementation of business support pathways, including entrepreneurship training, business planning, coaching, and access to finance and markets.
The position will ensure strong integration between enterprise support, livelihoods programming, and social cohesion efforts, addressing both economic and social barriers to reintegration. Through strengthening business viability, market access, and local economic systems, the role will contribute to long-term resilience, reduced dependency, and sustainable reintegration outcomes.
Key Responsibilities
Enterprise Development Strategy & Design
- Develop tools, SOPs, and guidelines for entrepreneurship and enterprise support interventions.
- Design structured business support pathways (training, coaching, grants, market linkages).
- Ensure integration of inclusive, conflict-sensitive, and market-driven approaches.
- Align interventions with donor requirements and local economic context.
Implementation Oversight & Quality Assurance
- Oversee implementation of all enterprise support activities across target areas.
- Ensure quality delivery of entrepreneurship training, coaching, and mentoring.
- Conduct field monitoring visits and provide technical guidance to field teams.
- Identify implementation challenges and ensure corrective actions.
- Ensure inclusion of women, youth, returnees, and persons with disabilities
Business Support & Entrepreneurship Development
- In coordination with the livelihoods and reintegration expert, development and validation of Business Implementation Plans (BIPs).
- Provide technical oversight on entrepreneurship, financial literacy, and business management training.
- Guide design and distribution of business grants and in-kind support.
- Support beneficiaries in business startup, expansion, and management.
- Promote sustainable and scalable micro and small enterprises.
Market Linkages & Private Sector Engagement
- Identify and engage private sector actors, suppliers, and service providers.
- Facilitate market access opportunities and value chain integration.
- Support job placement, apprenticeships, and business partnerships.
- Promote linkages with financial institutions (where applicable).
- Strengthen local economic systems through partnerships and networking.
Monitoring, Evaluation & Knowledge Management
- Support development of enterprise-related indicators and MEAL tools.
- Ensure accurate tracking of business performance and outcomes.
- Contribute to reporting, data analysis, and adaptive programming.
- Document success stories, lessons learned, and best practices.
KNOWLEDGE, SKILL AND EXPERIENCE
- Bachelor’s degree in Business Administration, Economics, Finance, Entrepreneurship, or a related field.
- Master’s degree in Business Development, Economic Development, or a relevant discipline is strongly preferred.
- Certifications in entrepreneurship development, SME support, or project management are an asset.
- Minimum of 4 years of progressively responsible experience in business development, enterprise support, or economic recovery programming.
- Proven experience in supporting micro and small enterprises, including business planning, coaching, and grant management.
- Strong experience in entrepreneurship training and financial literacy programs.
- Experience working in post-conflict or fragile settings, preferably with returnees, IDPs, and vulnerable populations.
- Demonstrated experience in market assessments, private sector engagement, and value chain development.
- Familiarity with donor-funded projects (UNDP, UN agencies, INGOs) including compliance and reporting requirements.
- Experience in enterprise development within reintegration or stabilization programs.
- Strong understanding of market systems development (MSD) approaches.
- Experience in grant management and business support schemes.
- Familiarity with financial inclusion and access to finance mechanisms.
- Knowledge of conflict-sensitive programming and inclusive economic development.
- Understanding of gender-sensitive entrepreneurship and youth employment approaches.
- Experience in integrating enterprise support with livelihoods, MHPSS, and social cohesion programming.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent communication, facilitation, and stakeholder engagement skills.
- Ability to work independently and within multidisciplinary teams.
- Proven experience in capacity building, mentoring, and supervision of field teams.
- Fluency in Arabic (spoken and written).
- Proficiency in English (spoken and written).
Required travel and/or work environment accommodations
- The position is based in Salah al-Din Governorate.
- Willingness and ability to travel frequently across target locations, including Tikrit, Baiji, Shirqat, Samarra, and Balad, as well as remote and rural areas.
- Ability to work effectively in a post-conflict, multicultural, and high-pressure environment.
- Flexibility to adapt to evolving project needs, operational challenges, and field realities.
Position’s physical requirements
- Ability to conduct field visits in rural/agricultural settings, which may involve walking on uneven terrain and exposure to outdoor conditions.
