Job Description

 

ROLE PURPOSE: 
Under the direct supervision of the Education Program Manager, the position holder will be responsible for overseeing construction and rehabilitation activities in 9 schools in Erbil. The Engineering Assistant will conduct needs assessments for all targeted schools, prepare Bills of Quantities (BoQs), and support the procurement process, including the review and selection of supplier bids. The role will also include supervising and monitoring all infrastructure-related activities to ensure quality standards and timelines are met. In addition, the Engineering Assistant will support the formal handover of completed works to the relevant Directorate of Education (DoE) and school headmasters.
The rehabilitation activities will primarily focus on improving access for children with disabilities, as well as enhancing learning spaces and WASH (Water, Sanitation, and Hygiene) facilities.

KEY AREAS OF ACCOUNTABILITY: 
Key Responsibilities/Accountabilities:
•    Need Assessment:
•    Conduct technical assessments of construction and rehabilitation needs across the targeted schools, with a specific focus on improving accessibility for children with disabilities. identifying and removing unnecessary physical barriers, as well as determining the essential structures that must be rehabilitated or newly constructed to ensure safe, inclusive, and child friendly environments. through technical feasibility studies, household level questionnaires, focus group discussions, visits to construction facilities and sites.
•    Be responsible for technical part of needs assessments and participate in the selection of target communities and WASH infrastructural facilities to be rehabilitated and / or build in the project, through technical feasibility studies, household level questionnaires, focal group discussions, visits to facilities and sites, and interview with key members of the community.
•    Planning and organizing the implementation, monitoring and evaluation of the construction activities inside the schools.
•    Ability to design, establishment of work specifications, construction design to support supply chain to get quotation, follow-up and evaluation of activities related to the construction.
•    Follow up coordinate with project manager in case of direct intervention of Save the Children for construction and rehabilitation activities. 
•    Weekly (or each time when necessary) written and daily updates to line manager.
•    Work with other team members of Save the Children (relevant staff) working in the same project to ensure the integration and complementary of the different sector of the intervention.
•    Ensure the integration of aspect related to gender, child protection, Person with Disability, environment, and other crosscutting issues to the implementation of rehabilitation work activities and ensure that activities consider the needs of specific groups and individuals, especially children with disabilities.
•    To perform any other work-related tasks assigned by supervisor.

•    Ensure to conduct required SG risk assessment for the rehabilitations engineering works.
•    In case of any concern/incident, the staff member must report to relevant SG FP or in DATIX system.

QUALIFICATIONS  
•    Bachelor’s degree in Civil Engineering or a related field, with a minimum of 3 years of relevant experience in construction. 
EXPERIENCE AND SKILLS
Essential: 
•     Practical knowledge in terms of masonry, plumbing, carpentry, and pumping system. 
•     Knowledge of using Auto cad and Archie cad.
•     Knowledge of preparation of estimates/BOQ.
•     Planning and organization skills. 
•     Ability to listen and adapt.
•    Community mobilization skills. 
•    Knowledge of the local language as well as Arabic is essential; English language skill is an advantage.
•     Computer literate, knowledge of Excel, Word, and power point.
Previous experience working with INGOs and familiarity with their procedures and policies is preferred.
