Job Description

ROLE PURPOSE: 


The female Case worker is a member of Duhok Child Protection team. Under the supervision of the CP Coordinator, the case worker is responsible for implementing activities focused on case management services for first line response. She  will ensure that project activities are consistent with Save the Children’s programming principles and approaches, draw on relevant best practices and lessons learned, enable children to attain their rights and are compliant with donor regulations.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Due to strong cultural norms and context sensitivity in the target areas, particularly regarding interaction with women and girls, recruiting a female case worker is essential for this role. The nature of cases under this project including sensitive child protection concerns such as child marriage which requires a gender-appropriate approach to ensure safe communication and accurate identification. In this context, female staff are better positioned to enabling access and effective handling of sensitive cases.

Budget Responsibilities: 
KEY AREAS OF ACCOUNTABILITY:

Program Implementation: Under the direct supervision of the Child Protection Coordinator, the Case worker will:

•    Identify, document and respond to the most vulnerable and at-risk children, including unaccompanied and separated children by using the CPIMS+ system.
•    Conduct a rapid assessment to determine the most appropriate response to the child’s needs, including emergency alternative care for unaccompanied children. 
•    Assess any needs for urgent material support – specifically dignity kits, baby kits, clothing etc. for girls and boys. And refer to other agencies for Core Relief Items (CRI) if needed.
•    Provide PFA to distressed children and caregivers
•    Facilitate safe and confidential referrals to other service providers.
•    Sensitise community focal points on CP case identification and safe referrals including UASC and GBV.
•    Identify, assess, document, refer (to relevant services) and follow-up of at-risk children and families (case management) in an age and gender appropriate manner, following the case management guidelines and core protection principles
•    Provide information and advice on existing services and how to access them.
•    Work as a member of a team ensuring fluid communication of relevant information to make sure that a proper and high-quality management of the case is preserved.
•    Work in close collaboration with the community mobilisers to strengthen relationships with the community and to strengthen the referral system
•    Facilitate, collect and report information regarding the overall situation of child protection risks, with particular attention to vulnerable/at-risk children
•    Implement and or lead with the support of supervisors other PSS or other Child protection programs based on the need 
•    Supervise and follow up DoLSA social workers identification process to case closure also supporting them in documenting case’s information CPIMS+.

Data Protection
•    Adhere to confidentiality and Save the Children data protection protocols 
•    Comply with all relevant Save the Children policies and procedures 
•    Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children
•    Any other duties as assigned

Monitoring and reporting: 
•    Contribute to daily and weekly reports and submit weekly reports concerning implemented outreach activities and cases and participate in weekly case conferences 
•    Conducting regular visits to relevant sites and Child Protection Spaces to identify with the support of volunteers and teachers at risk and vulnerable children
•    Maintain files, registers, computer databases and records in paper or electronic format based on principle of confidentiality
•    Ensure a child centered approach and always act in the best interests of the child. 
•    Any other tasks assigned by the supervisor.

     Collaboration and Representation
•    Represent Save the Children in a professional manner.
•    Liaise with other stakeholders, including schools, local leaders, and partners and participates in relevant meetings 
•    Collaboration with other organizations in the area to maximize information sharing on relevant services available in the community 
•    Represent programming with local government, NGOs, communities and within SC as appropriate.
      Additional Technical Requirement

•    Should possess a strong personality, effective communication, problem-solving skills, and the ability to make sound decisions. 
•    Prior experience in areas is preferred, with familiarity with the environment, camp management, and established relationships with key stakeholders. 
•    In addition to Case Management and CPIMS+, the selected candidate should have experience in Child Protection programs, particularly Home-Based MHPSS and Safe Families approaches.

•    Appropriate Communication
The case worker should communicate with beneficiaries in a respectful and appropriate manner, in line with safeguarding procedures.
•    Safe Distribution of NFIs
When providing NFIs, the case worker should ensure that families receive proper induction on the correct and safe use of the items.
•    Data Protection and Confidentiality
The case worker must be aware of proper data management practices when documenting case files and handling information related to children and caregivers.
•    Awareness Raising on Safeguarding Mechanisms
The case worker should provide awareness to beneficiaries about safeguarding hotlines and explain how they can report concerns or incidents.

EXPERIENCE AND SKILLS
•    Basic education or adequate equivalent work/life experience;
•    Understanding of social welfare systems and child protection mechanisms 
•    Ability to write weekly and monthly reports.
•    Ability to work under pressure and willingness to work flexible hours when necessary.
•    Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
•    Knowledge and understanding of inter-agency standards and guidelines in child protection, including the Minimum Standards for Child Protection in Humanitarian Action.
•    The applicant ability to speak Kurdish is a must.
