1. Background

Arbeiter-Samariter-Bund (ASB) – the Workers’ Samaritan Federation – is a German aid and welfare organisation engaged in civil protection, rescue services and social welfare services in Germany. Internationally, ASB is present in more than 30 countries, providing humanitarian and development assistance worldwide.

In Iraq, ASB has been operating since 1991 and was one of the few organisations implementing assistance for refugees and the civilian population in northern Iraq between 1991 and 1999, despite international sanctions.

In response to the Syrian refugee crisis, ASB resumed operations in northern Iraq in 2012, supporting medical care in refugee camps. In summer 2014, ASB reopened a Country Office in Duhok to respond to the increasing humanitarian needs of refugees and internally displaced persons during and after the war against ISIS.

Since 2017, ASB has expanded its presence to Ninewa, Baghdad, Anbar, Salah ad-Din and Kirkuk, diversifying its portfolio across livelihoods, protection, health, WASH and environmental sectors, with the dual objective of addressing immediate humanitarian needs and contributing to dignified and sustainable solutions in line with national development plans.

In November 2025, ASB received funding from the German Federal Ministry for Economic Cooperation and Development (BMZ) to implement the project “Promoting employment and economic participation through networking and capacity building in Ninewa, Iraq” (Project No. 8500, IRK2502). The overall objective is to promote inclusive economic development and social cohesion among young IDPs, returnees and host-community members in Mosul and Hamdaniya.

ASB’s implementing partner for this project is the national organisation DAA Agricultural Association (DAA).

Type of contract: Fixed duration

Closing date: 29^th January 2026

Duration: 15.02.2026-31.12.2026, with the possibility of extension.

Duty Station: Dohuk with extensive travel to project sites and offices in Mosul and Hamdaniya.

2. Purpose of the Position

The ASB Partner Coordinator DAA supports the national partner DAA in the implementation of the above-mentioned project in Mosul and Hamdaniya, under the direct supervision of the ASB Head of Program (HoP).

The position ensures compliance with ASB and BMZ procedures for Private Executing Agency projects and provides operational coordination between ASB’s Duhok office and DAA’s Mosul office. The role includes liaison with relevant stakeholders and systematic capacity strengthening of the partner organisation.

3. Duties and Responsibilities

3.1 Project Coordination and Oversight

• Supervise day-to-day project activities in coordination with DAA.
• Ensure that activities are implemented in line with approved workplans, budgets, Partnership Agreement and donor requirements.
• Act as the primary liaison between ASB Duhok and the national partner DAA.
• Ensure effective application of Project Cycle Management (PCM) standards for implementation, monitoring and evaluation.

3.2 Partner Support and Capacity Building

• Provide technical, administrative and organisational support to the partner.
• Strengthen DAA’s capacities in project management, reporting, MEAL, communication and compliance.
• Identify capacity-building needs and organise or support training and mentoring activities for partner staff, ASB staff, community mobilisers and local stakeholders.

3.3 Monitoring, Reporting, and MEAL

• Monitor project progress, outputs and outcomes against approved indicators.
• Establish and maintain an electronic MEAL tracking system for beneficiary businesses and community contributions.
• Support baseline surveys, monitoring and evaluations in coordination with DAA and ASB MEAL staff.
• Review and provide feedback on partner monthly and annual narrative reports.
• Contribute to donor reports as required.

3.4 Coordination and Representation

• In coordination with DAA, support constructive engagement with local authorities, community leaders and other stakeholders.
• Liaise with ASB teams implementing related BMZ and GFFO projects, including:

- IRK2403 (Sinjar & Ba’aj – livelihoods & social cohesion),

- IRK2303 (Salah ad-Din – risk-sensitive livelihoods),

- ZZZ2304-IRK (WASH & Green Humanitarian Aid).

• Represent ASB in field-level and sector coordination meetings.
• Support DAA’s participation in relevant coordination platforms (e.g. Durable Solutions, Protection, Peace and Reconciliation Working Groups).

3.5 Management and Additional Responsibilities

• Act as ASB Head of Base in Mosul when required.
• Promote learning, documentation of lessons learned and continuous improvement.
• Perform other relevant tasks as assigned by the Head of Program.

5. Required Qualifications and Experience

• Bachelor’s degree in sociology, social work, computer science, international development, international relations or livelihood related field

• Minimum five (5) years of progressive experience in an NGO managing complex humanitarian and/or development projects in Iraq.
• Experience working in livelihoods restoration and recovery, social cohesion, peacebuilding and/or community development projects.
• Strong experience in project grants management, preferably from German donors (BMZ, GIZ, GFFO, ADH).
• Strong computer skills: Excel, Word, PowerPoint, Web Conferencing Applications, information management systems.
• Strong MEAL skills including data management and ability to use Kobo, ICT4D (CommCare, PowerBi, etc).
• Experience building a MEAL tracing system is a plus
• Iraqi national with excellent command of Arabic and English.
• Previous experience working in Mosul and Hamdaniya is preferred.
