Job purpose:
The Information Management Manager (IM Manager) will be mainly based in Baghdad, Iraq, and will form part of the overall management team for NPA MAD in [Iraq]. Most specifically, the IM Manager will be involved in all matters related to the information management of the programme including on matters directly linked to development of the methodology, reporting and recording. The IM Manager will also lead all IM related matters in close consultation with the Regional IM Advisor (RIMA). Under the direct supervision of the DPM-Iraq with support for technical guidance of the RIMA, the IM Manager shall technically support the programme in developing, maintaining and managing information management systems for the entire programme. The IM Manager shall provide information management guidance and technical expertise for implementation of the programme activities. The IM Manager shall be a resource for the MAD programme and will safeguard Information Management procedures and contribute to the implementation of IM best practices. Furthermore, the IM Manager will focus on the capacity development of the IM staff and ensure that there is a programme-wide competency mapping and development plan established.
Responsibilities:
The main responsibility of the IM Manager will be to manage, assist and train the local information management staff of NPA MAD Iraq in order to establish, further develop and maintain an efficient information management system within the programme. Specific duties of the IM Manager include but not limited to:
General responsibilities:
- Be responsible for the overall running of IM functions in NPA mine action and Disarmament programme in accordance with the requirements stated in NPA MAD Iraq IM SOP, National Mine Action Standards and NPA Global IM Standards.
- Thematic Manager for the Senior IMO’s within the programe.
- Be the focal point for ICT in the programme and coordinate with IT HO on matters related to software licenses, SharePoint permission, ICT security, etc.
- Be responsible for the development, monitoring and management of the IM strategies, (yearly) plans in accordance with overall NPA guidelines and NPA Mine Action and Disarmament policies and strategies, with emphasis on relevance, quality, cost efficiency and impact.
- Coordinate and manage the overall NPA MAD Iraq Information Management systems in an effective and efficient manner
- Maintain absolute confidentiality about the vital data of the NPA Iraq MAD programme and should be able to demonstrate commitment and professionalism.
- Liaise with the IM department in DMA when requested and approved by the line manager.
- Provide guidance and technical support to IM staff in the Programme to identify, manage, and disseminate programme results and impact with key stakeholders in an efficient manner.
- Find creative ways to publish and disseminate mine action activities results, recognizing that it is critical to ensure data is accessible and reaching a broad stakeholder.
- Ensure that NPA IM tools and concepts are kept up to date with the development of technology and other related IM standards
- Ensure the reliability of NPA IM tools and concepts by maintaining their adaptive and user-friendly features
- Ensure that professional relations are maintained with related internal and external stakeholders in Iraq Mine Action Sector
- Ensure the information management standardization and uniformity in compliance with NPA design and visibility guidelines by following the NPA Global IM standards and related guidelines
- Maintain and further develop strategies, training materials, system documentation, templates and other relevant documents related to information management in dialog with Global IM advisor at HO in Oslo.
- Focal point for maintaining and updating the Expat leave Rota spread sheet.
IM specific:
- Ensure efficient integration of Geographical Information Systems (GIS) including ArcGIS online tools and systems such as Survey123, Operations Dashboards and other relevant applications, into NPA IM concepts and systems.
- Provide support to programme in the development of systems and mechanisms including tools and processes to facilitate data collection, analysis and reports generation based on defined indicators that could support informed decisions for adequate evidence-based response planning;
- Provide technical assistance to programme in designing, managing and disseminating operational dashboards that tracks and presents key metrices.
- Provide guidance and support to programme to analyze operational data and to identify patterns or trends, which can then be used to make decisions.
- Provide technical support to programme in defining proper workflows for the data collection, analysis, dissemination to relevant stakeholders for action.
- Ensure that statistics management within and from the programme is done in an efficient, accurate and timely manner
- Provide overall IM support in designing, and managing of all necessary tools based on ArcGIS and S123 platform with goal to assist Support departments, Admin/HR, Logistic, PC, Finance, Liaison in daily work as Travel and Leave Requests, Fleet management assessments, Leave Rotation planner etc…
- Develop and maintain all required tools, as reporting template, dashboards, mapping system to support all Donor, DMA, RMAC and NPA HO reporting requirements.
- Ensuring periodical revisions of NPA MAD Iraq IM SOP according to NPA Global IM Standards and related guidelines
Competence mapping and development:
- In cooperation with the Operations Manager, Deputy Programme manager, be responsible for competency mapping and competence development of all IM staff in the programme
- Interpret and promote global IM standards and guidelines, best practices, and state-of-the-art approaches among IM staff in the programme.
- Ensure that competence development and sharing of knowledge remains a high priority and share all improvements to the existing IM systems with RIMA and Global IM advisor at HO.
- Advise and actively participate in the recruitment, training and evaluation of IM personnel in the programme.
- Routinely conduct IM capacity needs assessment and provide recommendation and action plans.
- Follow training plans, and present work plans and periodic progress reports related to information management within the programme
- Initiate IM training as per requirements stated in the global IM standards.
- Closely follow up the operational activities and development in order to be able to adjust the IM system and concepts accordingly
- Any other IM related task or duty as assigned by the NPA MAD Iraq OM, DPM and RIMA.
Required qualifications:
Must have:
- A University or college degree that includes studies in computer science, data science or relevant IM working experience.
- Proven analytical capacity and strategic thinking
- Excellent knowledge in database and data acquisition
- Solid understanding of Mine Action operations is required.
- Experience of working with project management is necessary.
- Excellent understanding of data analysis and data visualization.
- Excellent knowledge of ArcGIS online, ArcGIS Pro and related tools.
- Deep knowledge of need assessment, information management, and capacity development related to information management;
- Advanced English language is required
Desirable:
- Previous experience with an NGO or UN agencies is preferred
- Previous experience in implementing complex information management activities,
- Working knowledge of the Iraq Mine Action Sector context is an advantage.
