The Project Officer – Education & Child Protection is responsible for supporting the effective implementation, coordination, and monitoring of integrated Education and Child Protection activities under the project. The position plays a key role in translating project plans into high-quality field delivery, with a strong focus on education programming, safe and inclusive learning environments, and child protection mainstreaming.
Under the supervision of the Program Coordiantor , working closely with ECW Project Manager, technical teams, local partner, and education authorities, the Project Officer ensures that activities are implemented in line with approved workplans, donor requirements, and Tdh technical standards. The role contributes to strengthening partnerships with local NGOs including SEDO , schools, and government counterparts, while supporting capacity building, data collection, and reporting processes.
The position requires a balance of operational coordination, technical engagement, and field-level problem solving to ensure that education and child protection interventions effectively respond to the needs of vulnerable children and communities, promote safeguarding and accountability, and contribute to sustainable and inclusive education outcomes.
Responsibilities & Tasks
- Project Management and Implementation
- Support day-to-day implementation of Education and Child Protection activities in accordance with approved project documents, workplans, and budgets.
- Contribute to detailed activity planning, sequencing, and tracking of deliverables to ensure timely and quality implementation.
- Coordinate closely with ECW PM , field teams to ensure smooth delivery of school-based, community-based, and partner-led activities.
- Support budget follow-up at activity level by tracking planned versus actual expenditures, supporting procurement planning, and coordinating with finance and logistics teams to ensure efficient and compliant use of project resources, while promptly flagging any budget variances or implementation risks.
- Monitor progress against targets and flag implementation challenges, risks, or delays to the Program Co in a timely manner.
- Technical Implementation – Education
- Support the implementation of formal and non-formal education activities, including enrolment, retention initiatives, remedial and catch-up classes, and inclusive education interventions for vulnerable children.
- Ensure all education activities are aligned with Ministry of Education (MoE) standards, Education in Emergencies (EiE) principles, and Tdh education frameworks.
- Support and contribute to teacher capacity-building, including training and coaching on inclusive pedagogy, classroom management, Social and Emotional Learning (SEL), and integration of MHPSS into teaching practices.
- Maintain regular coordination with school management, Parent-Teacher Associations (PTAs)/School Management Committees (SMCs), and education authorities to ensure coherent and harmonized implementation.
- Liaise with relevant humanitarian education actors and government counterparts to promote coordination, avoid duplication, and align interventions with sector priorities.
- Supervise and provide technical support to project education staff and the Implementing Partner (SEDO), ensuring quality, consistency, and adherence to safeguarding, inclusion, and donor standards.
- Contribute to the capacity strengthening of SEDO through on-the-job coaching, joint planning, monitoring visits, and support on education quality assurance, reporting, and use of monitoring tools.
- Monitor learning environments to ensure they are safe, inclusive, gender-sensitive, and accessible to children with disabilities, and contribute to quality assurance through classroom observations, learning assessments, and follow-up coaching.
- Support the delivery of targeted training sessions for teachers, SEDO staff, and community/school-based committees on topics such as stress management, child protection basics, safeguarding, Code of Conduct, and inclusive classroom practices.
- Manage and regularly update education monitoring tools, ensuring timely and accurate data collection to inform adaptive programming, partner follow-up, and reporting.
- Technical Implementation – Child Protection
- Support the integration of child protection and safeguarding measures within education and community activities.
- Assist in the establishment and functioning of school safeguarding mechanisms, referral pathways, and complaint and feedback systems.
- Support delivery of MHPSS and life skills activities for children and adolescents, ensuring adherence to child protection principles and “do no harm.”
- Coordinate with Child Protection actors and referral partners to ensure timely and appropriate case follow-up when needed.
4 .Monitoring, Evaluation, Accountability and Learning (MEAL)
- Support data collection, verification, and reporting against project indicators in coordination with the MEAL team.
- Ensure disaggregation of data by age, gender, and vulnerability criteria.
- Support pre/post assessments, attendance tracking, learning progress monitoring, and beneficiary feedback mechanisms.
- Contribute to lesson learned documentation and adaptive programming discussions.
5.Reporting and Documentation
- Contribute to internal and donor reporting, including activity reports, success stories, and field updates.
- Ensure accurate documentation of activities, attendance lists, training reports, and partner deliverables.
- Support visibility and documentation requirements in line with donor and Tdh guidelines.
Coordination & Representation
- Work in close collaboration with Tdh partners and other key actors.
- Coordinates with other Tdh sectors to ensure implementation of standardized activities and with other departments (programme and support).
Participate in fora and meetings held at site level in her/his field of expertise, when relevant and necessary.
Required Competencies: This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC)
- Language Skills: Fluent in the languages spoken in the assignment location. Written English is required .
- Education Degree: University degree in Social Work, Social Studies, Human Rights, or any other related discipline.
- Work experience: Minimum 2-5 years of experience in the field of Education -Child Protection as well as small-scale project ammangment
- ToT in Teachers in Crisis Context (TiCC) training
- Knowledge & skills: Good analytical and writing skills.
- Computer skills: Good knowledge of the MS office software.
- Other: Knowledge of child protection systems in Federal Iraq/Good capacity building and supervisory skills / Previous experience in child protection case management is highly desirable. Acquaintance with the Child Protection Minumim Standards, good knowledge of the Inter-agency Guidelines for Case Management and Child Protection
