Organisational Setting
Ashor Iraqi Foundation for Relief and Development was registered in the Department of Non-Governmental Organizations after the institution’s cadre was a volunteer team, and its registration came as a result of the urgent societal need of the society of the governorates (Nineveh, Salah al-Din, Anbar, Babylon , Baghdad , Kirkuk ,Dyala and Basrah) due to the circumstances it went through and the difficulties it faced through the exposure of these The governorates have witnessed many security incidents, wars and conflicts, which resulted in displacement and mass migration from many cities in those governorates, due to the occupation of their lands by terrorist groups, and the resulting problems generated many economic hardships and social problems.
Most of them were classified as marginalized and weak groups and were unable to obtain their rights Constitutional and legal, in addition to the deteriorating economic situation of it, and from these circumstances, the Foundation emerged in the areas of displacement to work to provide aid and aid to the displaced, and then the Foundation moved to direct work in the rehabilitation of cities after their liberation after 2014.
Functional Role
The Project Officer (PO) is responsible for the day-to-day coordination, implementation, monitoring, and reporting of project activities aimed at strengthening social cohesion and preventing violent extremism in Diyala Governorate.
The PO ensures that project activities are delivered on time, within scope, and in compliance with donor requirements, ARD policies, and agreed workplans. The role requires strong field coordination, stakeholder engagement, documentation discipline, and cross-departmental collaboration.
The PO works closely with the Diyala Committee for the Prevention of Violent Extremism (PVE), local authorities, community leaders, CSOs, and beneficiaries to ensure relevance, ownership, and sustainability of project outcomes
Responsibilities:
A. Programmatic Responsibilities
· Coordinate and oversee the implementation of all project activities in line with the approved workplan, timeline, and logical framework.
· Support participatory planning and ensure activities are conflict-sensitive, inclusive, and aligned with PVE and social cohesion principles.
· Organize, facilitate, and document community meetings, dialogue sessions, workshops, and coordination forums.
· Ensure effective beneficiary identification, mobilization, and engagement in coordination with community leaders and local authorities.
· Maintain continuous communication with project stakeholders, including the PVE Committee, CSOs, local authorities, and community representatives.
· Monitor activity progress and proactively flag delays, risks, or implementation challenges to the Project Manager.
· Contribute to narrative reporting by providing accurate field updates, success stories, and lessons learned.
B. Finance Responsibilities (Field-Level Support)
· Support the Project Manager and Finance Department in ensuring activities are implemented within approved budgets.
· Prepare and verify activity-related financial documentation, including attendance sheets, payment requests, and supporting evidence.
· Ensure accurate linkage between activities conducted and related expenditures (cost eligibility and justification).
· Support cash forecasting at the activity level and inform management of upcoming financial needs.
· Ensure financial documentation is complete, accurate, and audit-ready before submission to the Finance Unit.
C. Procurement Responsibilities
· Identify procurement needs linked to planned activities and submit timely procurement requests in coordination with the Project Manager.
· Support the preparation of technical specifications, activity justifications, and procurement documentation.
· Coordinate with the Procurement Unit to ensure timely delivery of goods and services required for activities.
· Verify received goods and services at field level and confirm compliance with specifications and quantities.
· Ensure all procurement processes follow ARD and donor procurement policies and ethical standards.
D. Logistics Responsibilities
· Coordinate logistical arrangements for trainings, workshops, meetings, and community events (venues, transport, accommodation, catering).
· Liaise with logistics staff to ensure timely availability of vehicles, equipment, and materials.
· Ensure activity sites are safe, accessible, and suitable for beneficiaries, including women and persons with disabilities where applicable.
· Maintain logistical documentation, including delivery notes, distribution lists, and asset usage records.
E. Administrative Responsibilities
· Maintain complete and well-organized project files (hard and soft copies) including attendance sheets, signed forms, photos, reports, and correspondence.
· Prepare official letters, coordination notes, invitations, and meeting minutes as required.
· Ensure all project documentation complies with ARD administrative standards and donor visibility requirements.
· Support audits, field visits, and monitoring missions by preparing required documentation and facilitating access.
F. MEAL Responsibilities
· Support the implementation of MEAL plans at field level in coordination with the MEAL team.
· Ensure accurate collection of monitoring data, attendance records, pre/post tests, and beneficiary feedback.
· Support baseline, monitoring, and endline data collection activities as required.
· Ensure the Feedback and Complaint Response Mechanism (FCRM) is communicated to beneficiaries and properly applied.
· Contribute to learning by documenting challenges, good practices, and field-based recommendations.
Ensure ethical data collection, confidentiality
and “Do No Harm” principles are applied at all times.
Essential
- Iraqi National
- Fluent Arabic and English
- 5 Years’ experience in a similar role of responsibilitywith NGO or INGO.
- Proven skills in implementing skills and work team
- excellent interpersonal communication skills.
- Excellent communication and interpersonal skills; strongly diplomatic and capable of dealing on difficult mediation and negotiations.
- Solid programmatic, organizational planning and reporting skills.
Desirable
- Bachelor Degree in, Engineering, Social Sciences or similar Humanities Degree.
- Knowledge of ARD’s regulations and policies, and experience managing high-quality BMZ funded project(s).
- good English language skills.
- Excellent knowledge of Microsoft Office (with focus on Excel, Word and PowerPoint).
