Mercy Corps has worked across Iraq’s 18 governorates since 2003, providing support to more than 5 million people affected by war, violence, and displacement. Mercy Corps Iraq focuses on (1) a relief-to-resilience pathway to meet the needs of conflict-affected communities leveraging agency expertise in conflict management and civil society development (2) a humanitarian response that empowers conflict-affected populations to meet their own needs (3) partnering with conflict-affected adolescents to address their diverse needs, promoting leadership and linkages with civil society, as well as access to education, psychosocial support, and economic opportunities; and (4) promoting reconciliation and foster trust across community divisions by strengthening conflict management and prevention mechanisms and enhancing social cohesion.
The MEL Coordinator is a core member of Mercy Corps Technical Support, Evidence, and Program Quality (TEQ) unit. Reporting to the Program Manager and working closely with the Regional MEL Advisor, the MEL Coordinator provides technical leadership and coordination for the MEL functions across programs under their portfolio, including consortium-level coordination. He/she ensures that robust MEL systems are developed, implemented, and maintained in alignment with Mercy Corps’ global standards and donor expectations. This includes supporting the design of result chains and indicator tracking systems, managing digital data collection and MEL tech automation tools, supporting the rollout of assessments and evaluations, and promoting strong data management practices internally and with partners.
Additionally, the MEL Coordinator plays a key role in driving a culture of evidence-based programming and adaptive learning. He/She facilitates regular reflection sessions, leads the documentation of lessons learned and success stories, and ensures that findings are translated into actionable insights. The MEL Coordinator leads MEL donor reporting and supports new proposals, while also strengthening the MEL capacity of Mercy Corps and partner staff through targeted training and technical support as needed and in collaboration with the Regional MEL Advisor. The MEL Coordinator ensures that high-quality data is readily available to inform decision-making, support accountability to participants, and enhance the overall impact of Mercy Corps’ programming in Iraq.

The successful MEL Coordinator will show flexibility, and a willingness to test, adapt, and improve. S/he will seek to produce information and learning that is genuinely useful for the program staff in informing their strategic and operational decisions. S/he will see the value in quantitative data, but will also be enthusiastic about conducting qualitative research in order to attain greater meaning. S/he will have the ability to learn quickly, take initiative, and be accountable for results. S/he will have the ability to understand the larger picture while remaining focused on the details.
Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
